Recent literature has highlighted the creation of multiple equivalences as an important factor underpinning the rise of market-based mechanisms for environmental regulation. Extending these insights into the field of renewable energy policy, this article focuses on one example of this trend – namely the principle of technology neutrality as applied under the Flemish tradable green certificate scheme – and analyzes the concrete ways in which it has shaped the evolution of the Flemish renewable energy landscape. Concretely, the article shows that technology neutrality played a key role in promoting the uptake of biomass combustion in old coal power plants in Flanders, which led to a number of undesirable outcomes and gave rise to significant opposition. Correcting these shortcomings required a number of policy interventions on the part of the Flemish government that fundamentally moved the scheme away from the principle of technology neutrality and towards a more hybrid RE support system, suggesting that the promotion of technology neutrality was fundamentally misguided. Together with similar experiences from related market-based instruments, this suggests that the promotion of technology neutrality has far-reaching implications for the environmental effectiveness of climate and energy policies. In light of the continued promotion of the principle, the article calls for full recognition of the inherent technological choices that are being made through the promotion of policies that purport to be technology-neutral. 相似文献

Australian government attaches great importance to the management of wetland water environment and the implementation of advanced technology, and has made large processes in the recent decades. Australia is one of the best country in global for wetland management and technology implementation. Based on the analysis of Australian government working method for wetland water environment management, two wetland water environment management and technology dynamic integration cases, and on the comparason ofthe differences of wetland water environment management between the two countries, including Murray-Darling Basin (MDB) and Lake Eyre Basin (LEB), it can be concluded that the success of Australian wetland water environment management is because of the following reasons: the dynamic integration between department establishment and technology, the dynamic integration between public participation and monitoring technology, as well as the dynamic integration between innovation policy and advanced technology. Furthermore, entity management method such as Murray-Darling Basin Authority (MDBA) is more adaptable and has longer lifespan. Such virtual management method as Lake Eyre Basin Intergovernmental Agreement is more flexible and has lower cost. 文章基于2013—2019年度海洋科学技术奖,运用计量统计、社会网络分析等研究方法,探究海洋科学技术奖获奖成果计量特征、学科分布、获奖机构及其科研合作关系等,直观揭示海洋科学技术奖所构成的科研合作范式、科研合作网络结构等,以期为海洋科研管理、科技创新和学科建设等提供科学参考。研究表明:整体上,海洋科学技术奖获奖成果呈逐年递增趋势,一等奖与二等奖的获奖等级比值呈下降趋势;学科划分上,获奖成果主要隶属于“海洋科学”学科,又以海洋生物学、海洋装备与设备、海洋化学和物理海洋学为主体;获奖机构方面,海洋科学技术奖已奖励包括中国海洋大学和中国科学院海洋研究所等涉海类高校和科研院所在内的各类海洋科技创新主体285家,分布在山东、浙江、广东、上海、北京、江苏等19个省(市、自治区);科研合作方面,海洋科学技术奖获奖核心机构所构建的科研合作关系紧密,以自然资源部第二海洋研究所的中心度最高,中国海洋大学的中间中心度最高,其控制该科研合作网络中其他机构之间沟通交流的力度最大。 相似文献

Despite significant technological advances in emerging economies, the further development of clean energy technologies in developing countries remains crucial to reducing the greenhouse gas emissions associated with economic development. In this paper we address two significant gaps in the growing body of literature that has assessed the role of the Clean Development Mechanism in promoting the transfer of clean technologies to developing countries. First, we present a qualitative analysis of the governance of the Clean Development Mechanism in India. This provides a basis for understanding the extent to which and the ways in which governance may impact upon the likelihood that projects promote technology transfer. Second, we provide a novel quantification of the level and nature of technology transfer that has occurred in Indian Clean Development Mechanism projects, based on insights from literature on technological capability building. We find that the Clean Development Mechanism in India has produced a negligible number of projects that promote technology transfer if technology transfer is understood as a process of learning about technology. Together these qualitative and quantitative analyses show how politics and governance have contributed to the current form of the Clean Development Mechanism market in India, in which processes of building indigenous technological capabilities have been neglected. 相似文献
