Transaction costs of the Kyoto Mechanisms 总被引:2,自引:0,他引:2
Transaction costs will reduce the attractiveness of the Kyoto Mechanisms compared to domestic abatement options. Especially the project-based mechanisms Clean Development Mechanism (CDM) and Joint Implementation (JI) are likely to entail considerable costs of baseline development, verification and certification. The Activities Implemented Jointly (AIJ) pilot phase and the Prototype Carbon Fund (PCF) programme give indications about the level of these costs. Under current estimates of world market prices for greenhouse gas emission permits, projects with annual emission reductions of less than 50,000 t CO2 equivalent are unlikely to be viable; for micro projects transaction costs can reach several hundred € per t CO2 equivalent. Thus, the Marrakech Accord rule to have special rules for small scale CDM projects makes sense, even if the thresholds chosen advantage certain project types; projects below 1000 t CO2 equivalent per year should get further exemptions. An alternative solution with no risk for the environmental credibility of the projects would be to subsidise baseline setting and charge lower, subsidised fees for small projects for the different steps of the CDM/second track JI project cycle. 相似文献

Initial fabric of a soil induced by its cyclic strain history is an important parameter together with the void ratio, state of stress and amplitude in respect to further accumulation of deformations under drained cyclic loading. It is of importance for the further deformation prediction to determine the initial fabric of the grain skeleton or the cyclic loading history of the soil. An attempt is made within this paper to correlate small strain stiffness of non-cohesive soil with its cyclic loading history. The results of performed cyclic and dynamic torsional tests show that small strain shear modulus is only moderately affected by cyclic prestraining even if high amplitudes are applied. A signature of prestraining history is observed in the tests since the sand memorizes its prestraining amplitude and the number of applied cycles. 相似文献

The Falkland Islands has successfully met many challenges in the management and development of its fisheries resources over the last 20 years. To meet a new set of challenges the current licensing system based on the allocation of non-transferable, variable duration licences to individual vessels is being replaced by a system of long-term individual transferable rights owned by Falkland Islanders. The anticipated gains are enhanced economic performance of the sector because fishing businesses have increased security and flexibility, rapid diversification from harvesting into value-added activities and increased international competitiveness as poorly performing companies sell rights to well performing companies. Implementing a rights-based regime in a small coastal state is challenging. Thin markets for rights, a desire to maintain local control of fishing rights, and a dependence on foreign direct investment in the fisheries sector are key considerations in the design of an effective and efficient management regime. Starting operation in 2006/07, the new rights-based management system provides a model for small coastal states or small industrial fisheries that previously had considered rights-based systems too complex to implement and administer, despite the inherent advantages of rights-based management. 相似文献

根据2001年3、5、6、7、8、11月黄海6个航次的大容量采水器(59L)中浮游动物的样品资料,对小拟哲水蚤无节幼体及该种桡足幼体和成体丰度的时空分布格局进行了研究。结果表明,小拟哲水蚤桡足幼体和成体3月份在整个黄海测区内的丰度较低;5月份除山东半岛南岸三个高值站位,外海相对比近岸高;6、7月份的丰度水平最高,7月份航次中,丰度最高的站位可达10555ind/m3,整个测区内,海州湾内侧高于外侧;8月份,测区内的丰度分布相对均匀,丰度较低;11月份,测区小拟哲水蚤的分布相对也比较均匀。小拟哲水蚤无节幼体的丰度在黄海测区内的分布格局与该种桡足幼体及成体丰度的分布格局在3、5、6、7月份比较吻合,在8、11月份吻合程度较差。不同月份小拟哲水蚤的分布与温度、盐度、叶绿素a的关系不尽相同;其受温度的影响相对较大,受盐度、叶绿素a影响较小。 相似文献

The first systematic model series of hulls with small waterplane area (both single hulls and twin-hulls) was designed and tested in Krylov Shipbuilding Research Institute in the middle of the 1980's. The series was intended to cover a broad range of Froude numbers, hull aspect ratios, design drafts, and spacing between hulls. In the present paper, these test results are re-analyzed by accounting for the scale effect in the form drag, obtained from the comparison with test data of larger out-of-series models. Illustrative results are also given for the influence of the cross-section hull shape, strut configuration, and shifted hulls on the residual resistance and for dynamic trim and draft. Some data are compared with those of the later series tests of twin-hull models with small waterplane area carried out in HSVA, Germany. Factors influencing the residual resistance of ships of this type are discussed. 相似文献

利用双差重定位方法对北京地区(39.2°N~41.2°N,115.2°E~117.6°E)2008年10月至2020年3月期间共6463个地震事件进行重新定位,得到4776个高质量地震事件的空间位置分布。定位结果均方根走时残差显著降低,震源间的相对位置精度明显提高,地震活动的成丛性与活动断层之间的关系更加密切。根据重定位结果探讨了小震活动与活动断裂及深浅构造的关系,得到以下结论:夏垫断裂小震活动强烈,重定位后震中分布明显向断裂靠拢,呈现沿断裂走向延伸的NE向线状分布。结合人工剖面探测结果推测,该区域深度剖面上小震集中带10km深度附近较宽的丛集区主要是浅部铲形断裂活动所致,14~22km深度附近相对较窄近直立的小震丛集为深部断裂活动产生。怀—涿次级盆地北缘断裂现今小震活动活跃,该区域小震深度剖面揭示该断裂为倾向南东、上陡下缓的铲形断层。结合人工剖面探测结果,分析认为该区域深浅断裂共存和非均匀的地壳结构为中强地震发生的深部构造背景。平原区内部小震分布与第四纪断陷盆地和地层厚度分布存在较强的相关性,研究区域内部昌平—海淀小震集中区、顺义小震集中区、夏垫小震丛集区和廊坊小震丛集区分别位于马池口—沙河断陷盆地、顺义断陷盆地、大厂断陷盆地和固安—廊坊—永清断陷盆地。根据小震空间密集成带分布特征来推测未知断裂,推测怀柔南部山区小震集中区下方存在隐伏断层,宝坻至夏垫断裂段之间NW向的小震集中分布区下方存在一条走向NW或者NWW的隐伏断层。 相似文献

Ceres, a nearly 1000-km diameter body located in the Solar System’s main asteroid belt, has been classified under many categories: planet, comet, asteroid, minor planet and, presently, dwarf planet. No matter what the designation, Ceres has experienced major planetary processes. Its evolution has been controlled by water, making it a most unusual, interesting and accessible inner Solar System object that can inform the evolution of outer Solar System moons and other dwarf planets. Early telescopic observations suggested a hydroxylated mineralogy similar to carbonaceous chondrite meteorites and a size and mass indicating a bulk density that implied a water content of 17?27 wt%. Thermodynamic modeling of Ceres’ evolution indicated that thermal aqueous evolution likely occurred. The Dawn Mission produced a huge increase in our understanding of Ceres, confirming but vastly extending the early knowledge. Dawn, carrying multispectral cameras, a visible-infrared imaging spectrometer and a nuclear spectrometer, orbited Ceres between 2015–2018 (after orbiting Vesta) at a number of different altitudes, ultimately reaching 35 km from the surface at periapsis. Observations of almost the entire surface and gravity field mapping revealed multiple geological and internal features attributed to the effects of water. The surface displays cryovolcanic-like and flow structures, exposed phyllosilicates, carbonates, evaporites and water ice. The subsurface shows partial differentiation, decreasing viscosity with depth, and lateral density heterogeneity. Ceres appears to be geologically active today and possesses liquid water/brine pockets or even an extended liquid layer in the interior, confirming an “Ocean World” designation in today’s vernacular. 相似文献
