Flood damages have increased in many regions around the world, and they are expected to continue to rise in the future due to climate change. To reverse this trend, awareness of flood risk among the population is required to support flood risk management policies and improve flood preparedness. However, empirical studies on the drivers of flood risk perceptions conducted thus far have reported mixed and contradictory results. The aim of this study is to provide insights into the factors that influence perceptions of various dimensions of flood risk to draw lessons to guide flood risk communication strategies. We test a variety of hypotheses of possible factors of influence on flood risk perceptions that are motivated by theoretical concepts and previous empirical studies, whilst also controlling for socio-demographic variables. A representative sample of 2,976 residents answered our survey assessing the role that past flood experiences and risk communication play in shaping flood risk perceptions. Besides exploring flood risk perceptions more robustly, this large sample also facilitates the systematic study of ‘don’t know’ answers, which are often dismissed as missing data in many studies. Rather in this study we analyze what ‘don’t know’ answers reflect in terms of knowledge about particular dimensions of flood risk. The study finds that older people, as well as those who have higher levels of income and education, are significantly more likely to express their flood risk perceptions, respondents who are unable to answer the questions on flood risk perceptions face a lower flood risk, report to have been living in their neighbourhood for a shorter period of time and have less first-hand flood experience. Previous studies might thus be biased by an implicit selection effect. Finally, we show that findings are highly dependent on other explicit choices made by researchers, including the apparently self-fulfilling impact of selecting one explanatory framework over another. New insights emerge from the role that information campaigns and social vulnerability play in the ability to answer the questions. Based on our findings, we offer recommendations for improving flood risk communication policies, specifically increasing the frequency of communication, ensuring that campaigns are focused in terms of the content they provide and the subgroups of the population they target.  相似文献

Over 4000 soil samples were collected for the “Geochemical Mapping of Agricultural and Grazing Land Soil of Europe” (GEMAS) project carried out by the EuroGeoSurveys Geochemistry Expert Group. Cadmium concentrations are reported for the <2 mm fraction of soil samples from regularly ploughed fields (agricultural soil, Ap, 0–20 cm, N = 2218) and grazing land soil (Gr, 0–10 cm, N = 2127). The samples were collected in 33 European countries, covering 5.6 million km2 at a sample density of 1 sample each per 2500 km2 and were analysed in an aqua regia extraction followed by an ICP-MS finish. The median Cd value is 0.181 mg/kg for the Ap and 0.202 mg/kg for the Gr soil samples. The data allow a directly comparable country-specific regional exposure and risk characterisation for all EU countries covered. Direct risks of Cd for terrestrial organisms are only predicted for a few isolated sample sites: 2.3% of the Ap and 4.5% of the Gr sites, respectively.  相似文献

The study investigates the possibility to incorporate fracture intensity and block geometry as spatially continuous parameters in GIS-based systems. For this purpose, a deterministic method has been implemented to estimate block size (Bloc3D) and joint frequency (COLTOP). In addition to measuring the block size, the Bloc3D Method provides a 3D representation of the shape of individual blocks. These two methods were applied using field measurements (joint set orientation and spacing) performed over a large field area, in the Swiss Alps. This area is characterized by a complex geology, a number of different rock masses and varying degrees of metamorphism. The spatial variability of the parameters was evaluated with regard to lithology and major faults. A model incorporating these measurements and observations into a GIS system to assess the risk associated with rock falls is proposed. The analysis concludes with a discussion on the feasibility of such an application in regularly and irregularly jointed rock masses, with persistent and impersistent discontinuities.  相似文献

This article evaluates some of the factors which limit the human benefits of hazard warnings, with specific reference to flood warnings, and we conclude by suggesting ways of enhancing these benefits. We focus mainly upon the economic benefits generated by flood damage savings by households that warnings facilitate; health effects of flooding and flood warnings; and the effects of warnings on loss of life and physical injury. Our results, based partly upon surveys of flooded households, reveal that economic benefits are currently more limited than we previously thought, but that for several reasons these benefits are likely to be under-estimated. We argue that the intangible benefits to public health, safety and security must also be taken into account in decisions about investment in flood warnings. In England and Wales, the public’s response to flood warnings is currently low and is a key benefit-limiting factor which could begin to undermine a recent major shift in national flood risk management policy towards a more people-centred, portfolio approach in which changing human behaviour is viewed as important. Using a trans-disciplinary approach, we discuss the evidence and literature surrounding this poor response, and suggest a number of ways in which the issue may be addressed in future.  相似文献

The Risk Management Index, RMI, proposed in this paper, brings together a group of indicators that measure risk management performance and effectiveness. These indicators reflect the organizational, development, capacity and institutional actions taken to reduce vulnerability and losses in a given area, to prepare for crisis and to recover efficiently from disasters. This index is designed to assess risk management performance. It provides a quantitative measure of management based on predefined qualitative targets or benchmarks that risk management efforts should aim to achieve. The design of the RMI involved establishing a scale of achievement levels or determining the distance between current conditions and an objective threshold or conditions in a reference country, sub-national region, or city. The proposed RMI is constructed by quantifying four public policies, each of which is described by six indicators. The mentioned policies include the identification of risk, risk reduction, disaster management, and governance and financial protection. Risk identification comprises the individual perception, social representation and objective assessment; risk reduction involves the prevention and mitigation; disaster management comprises response and recovery; and, governance and financial protection policy is related to institutionalization and risk transfer. Results at the urban, national and sub-national levels, which illustrate the application of the RMI in those scales, are finally given.  相似文献

Groundwater contamination risk assessment for health-threatening compounds should benefit from a stochastic environmental risk assessment which considers the effects of biological, chemical, human behavioral, and physiological processes that involve elements of biotic and abiotic aquifer uncertainty, and human population variability. This paper couples a complex model of chemical degradation and transformation with movement in an aquifer undergoing bioremediation to generate a health risk analysis for different population cohorts in the community. A two-stage Monte Carlo simulation has separate stages for population variability and aquifer uncertainty yielding a computationally efficient and conceptually attractive algorithm. A hypothetical example illustrates how risk variance analysis can be conducted to determine the distribution of risk, and the relative impact of uncertainty and variability in different sets of parameters upon the variation of risk values for adults, adolescents, and children. The groundwater example considers a community water supply contaminated with chlorinated ethenes. Biodegradation pathways are enhanced by addition of butyrate. The results showed that the contribution of uncertainty to the risk variance is comparable to that of variability. Among the uncertain parameters considered, transmissivity accounted for the major part of the output variance. Children were the most susceptible and vulnerable population cohort.  相似文献

Assessing the long-term benefits of marginal improvements in air quality from regulatory intervention is methodologically challenging. In this study, we explore how the relative risks (RRs) of mortality from air pollution exposure change over time and whether patterns in the RRs can be attributed to air quality improvements. We employed two-stage multilevel Cox models to describe the association between air pollution and mortality for 51 cities with data from the American Cancer Society (ACS) cohort (N = 264,299, deaths = 69,819). New pollution data were computed through models that predict yearly average fine particle (PM2.5) concentrations throughout the follow-up (1982–2000). Average PM2.5 concentrations from 1999 to 2000 and sulfate concentrations from 1980 were also examined. We estimated the RRs of mortality associated with air pollution separately for five time periods (1982–1986, 1987–1990, 1991–1994, 1995–1998, and 1999–2000). Mobility models were implemented with a sub-sample of 100,557 subjects to assist with interpreting the RR estimates. Sulfate RRs exhibit a large decline from the 1980s to the 1990s. In contrast, PM2.5 RRs follow the opposite pattern, with larger RRs later in the 1990s. The reduction in sulfate RR may have resulted from air quality improvements that occurred through the 1980s and 1990s in response to the acid rain control program. PM2.5 concentrations also declined in many places, but toxic mobile sources are now the largest contributors to PM in urban areas. This may account for the heightened RR of mortality associated with PM2.5 in the 1990s. The paper concludes with a three alternative explanations for the temporal pattern of RRs, each emphasizing the uncertainty in ascribing health benefits to air quality improvements.  相似文献

本文提出一种依据场址历史地震资料进行危险性分析的方法,在证明其地震影响烈度的频次与相庆遥烈度值吴对数线性关系的基础上,利用最大似然法,求出β,λ和Imax并得出各场址的危险性分析结果。同时,用“逻辑树“方法对各场址的危险性结果进行不确定性校正,得到的各场址的危险发生分析的最终结果表明。这种方法是可行的,尤对呈现过烈度异常的区域,本方法的结果列能显示其特殊性。  相似文献
