Zaragoza city is located in the central Ebro Basin, in the Iberian Peninsula. The fluvial terraces formed by the Ebro River
present a valuable resource of sand and gravel deposits. However, taking advantage of these available resources implies conflicts
with other land use interests like urban and industrial development as well as agricultural use, which has also traditionally
occupied the alluvial terraces. These deposits represent a substantial groundwater resource that should be preserved for future
generations. The development of spatial decision support systems (SDSS) has greatly assisted efforts for solving land-use
conflicts. These systems combine the benefits of geographic information systems (GIS) and decision support methodologies and
are therefore suitable to manage sustainable development of urban areas. In this contribution, an extraction suitability map
taking into consideration a variety of environmental criteria is created with the help of a SDSS. The method used is the analytical
hierarchy process which is integrated in ArcGIS. Areas most suitable to sand and gravel extraction are located in the high
terraces, and in those terraces covered by pediments where the thickness of resource is relatively high. These areas are far
from valuable natural areas, outside areas most vulnerable to groundwater contamination, and beneath soils with poor irrigation

This paper reports a preliminary investigation of CO2 sequestration and seal integrity at Teapot Dome oil field, Wyoming, USA, with the objective of predicting the potential risk
of CO2 leakage along reservoir-bounding faults. CO2 injection into reservoirs creates anomalously high pore pressure at the top of the reservoir that could potentially hydraulically
fracture the caprock or trigger slip on reservoir-bounding faults. The Tensleep Formation, a Pennsylvanian age eolian sandstone
is evaluated as the target horizon for a pilot CO2 EOR-carbon storage experiment, in a three-way closure trap against a bounding fault, termed the S1 fault. A preliminary geomechanical
model of the Tensleep Formation has been developed to evaluate the potential for CO2 injection inducing slip on the S1 fault and thus threatening seal integrity. Uncertainties in the stress tensor and fault
geometry have been incorporated into the analysis using Monte Carlo simulation. The authors find that even the most pessimistic
risk scenario would require ∼10 MPa of excess pressure to cause the S1 fault to reactivate and provide a potential leakage
pathway. This would correspond to a CO2 column height of ∼1,500 m, whereas the structural closure of the Tensleep Formation in the pilot injection area does not exceed
100 m. It is therefore apparent that CO2 injection is not likely to compromise the S1 fault stability. Better constraint of the least principal stress is needed to
establish a more reliable estimate of the maximum reservoir pressure required to hydrofracture the caprock. 相似文献

Hydrogeochemical investigations and groundwater provinces of the Friuli Venezia Giulia Plain aquifers,northeastern Italy 总被引:2,自引:0,他引:2
Water resources are a key factor, particularly for the planning of the sustainable regional development of agriculture, as
well as for socio-economic development in general. A hydrochemical investigation was conducted in the Friuli Venezia Giulia
aquifer systems to identify groundwater evolution, recharge and extent of pollution. Temperature, pH, electric conductivity,
total dissolved solids, alkalinity, total hardness, SAR, Ca2+, Na+, K+, Mg2+, Cl−, SO4
2−, NO3
−, HCO3
−
, water quality and type, saturation indexes and the environmental stable isotope δ18O were determined in 149 sampling stations. The pattern of geochemical and oxygen stable isotope variations suggests that
the sub-surface groundwater (from phreatic and shallow confined aquifers) is being recharged by modern precipitations and
local river infiltrations. Four hydrogeological provinces have been recognised and mapped in the Friuli Venezia Giulia Plain
having similar geochemical signatures. These provinces have different degrees of vulnerability to contamination. The deep
confined groundwater samples are significantly less impacted by surface activities; and it appears that these important water
resources have very low recharge rates and would, therefore, be severely impacted by overabstraction. 相似文献

This paper provides an overview of the history and current status of landslide susceptibility and hazard mapping for land-use zoning in Australia. It also describes a case study of landslide hazard mapping in a medium density, coastal, suburban residential area of metropolitan Sydney, New South Wales, Australia, with relatively steep terrain. Issues covered include identification and mapping of existing and potential landslides, and susceptibility and hazard zoning for regulatory management and land-use planning. Water management and engineering in the karstic High Atlas of Morocco are difficult tasks under the prevailing geological, hydrogeological, geomorphological, vegetational and climatic conditions. It is important to be able to understand and predict the characteristics and availability of water for future water planning in the region under changing climatic and agricultural conditions. An interdisciplinary analysis of problems and adequate hydrological modelling tools developed by geologists, hydrologists and biologists are necessary. The karst areas of the High Atlas Mountains are characterised by impermeable triassic basalt underlying substantial subsurface reservoirs with high potential discharge rates. The karst groundwater aquifers are extensive but largely unknown in dimension, probably with a hierarchical network of groundwater flow paths. It is estimated that approximately 70% of the surface water is directly lost to groundwater. Steep landslide- and debris flow prone slopes exist next to coarse-grained, highly porous river beds. Infrequent, high intensity rainfall or snowmelt causes a particularly high flood risk to these karst areas. In addition, agriculture and land use changes have degraded the karst areas. The most important driving forces for degradation include permanent overgrazing even during droughts and the use of firewood by a continually growing population. Large scale degradation of vegetation has occurred in the oro-mediterranean (mountainous Mediterranean) zone, between 2600 and 3400 m which coincides with the most important zone for karstic groundwater creation. Neoliberalism and natural resource management: Agri-environmental standards and the governing of farming practices 总被引:1,自引:0,他引:1
Private standards and certification schemes are widely acknowledged as playing an increasingly important role in agri-environmental governance. While much of the existing research concludes that these mechanisms consolidate the global extension of neoliberalism – enhancing the power of corporate actors to the detriment of smaller producers – we argue that this overlooks the complex ways in which standards are used by governments and farmers in the governing of farming practices. Focusing specifically on a process standard – Environmental Management Systems (EMS) – promoted by the Australian government as a way of verifying the ‘clean and green’ status of agricultural exports, we examine how one regional group of producers has sought to use EMS standards in practice. Our analysis of a case study in the state of Victoria appears to confirm that EMS was a successful instrument for the extension of neoliberal governance, reinforcing the production of neoliberal subjectivities and practices amongst farmer participants and enabling the government to compensate for gaps in environmental provision. However, it would be a mistake to interpret the development of this EMS scheme as an example of naïve farmers manipulated by the state. In practice, farmers used the opportunities provided by government funding to undertake actions which expressed their own agri-environmental values and practices. Establishment of an EMS and associated eco-label enabled producers to demonstrate and extend their capacity to act as good environmental stewards. By definition, a crisis is a situation that requires assistance to be managed. Hence, response to a crisis involves the merging
of local and non-local emergency response personnel. In this situation, it is critical that each participant: (1) know the
roles and responsibilities of each of the other participants; (2) know the capabilities of each of the participants; and (3)
have a common basis for action. For many types of natural disasters, this entails having a common operational picture of the unfolding events, including detailed information on the weather, both current and forecasted, that may impact on either
the emergency itself or on response activities. The Consequences Assessment Tool Set (CATS) is a comprehensive package of
hazard prediction models and casualty and damage assessment tools that provides a linkage between a modeled or observed effect
and the attendant consequences for populations, infrastructure, and resources, and, hence, provides the common operational
picture for emergency response. The Operational Multiscale Environment model with Grid Adaptivity (OMEGA) is an atmospheric
simulation system that links the latest methods in computational fluid dynamics and high-resolution gridding technologies
with numerical weather prediction to provide specific weather analysis and forecast capability that can be merged into the
geographic information system framework of CATS. This paper documents the problem of emergency response as an end-to-end system
and presents the integrated CATS–OMEGA system as a prototype of such a system that has been used successfully in a number

A detailed study was carried out on a piece of land that had been struck by lightning during the violent rainstorm that raged
over the Island of S?o Miguel (Azores Archipelago) in late October 2006. Temperature and gas measurements (CO2, CO, H2S and CH4) were performed in four study trenches, dug in an area of ∼3 m2, where an underground fire had been initiated by the impact with a lightning stroke, followed by the emission of a column
of gases and smoke. The soil under study was originally a well-pedogenized about 80 cm thick bed, made of volcanic clayey
to silty tephra fallouts and contained 5.5–9.7% of organic matter. The underground fire was monitored for one week and revealed a peak release of
404 ppm CO and 3.4% CO2 originating from a horizon located about 45 cm under the soil surface. Measurements of temperature, performed one week after
the impact, indicated a maximum value of 326°C inside the soil, while 516.5°C were measured on the surface of a lava block
interred about 20 cm under the surface. Subsequently, a stratigraphic and sedimentologic study proved the role of the grain-size
of the soil and of the organic matter content of the different horizons of the impact area, in determining the ratio between
anoxic/oxidised combustion conditions and in the progress of the process itself. It was also noticed that combustion was not
total all over in the soil bed and that the process had slightly migrated toward SW during the observation period. The combustion
process went on for about ten days, in spite of several other violent rainstorms, until it was artificially extinguished through
the excavations made to obtain study trenches. This particular circumstance evidenced the potential natural hazard represented
by this kind of atmospheric event, especially in a land where the volcanic nature of the soil may easily mislead inexperienced
observers and, consequently, delay proper action. 相似文献

Concern for natural hazard-triggered technological disasters (Natech disasters) in densely populated and industrialized areas
is growing. Residents living in urban areas subject to high natural hazard risk are often unaware of the potential for secondary
disasters such as hazardous materials releases from neighboring industrial facilities, chemical storage warehouses or other
establishments housing hazardous materials. Lessons from previous disasters, such as the Natech disaster during the Kocaeli
earthquake in Turkey in 1999 call for the need to manage low frequency/high consequence events, particularly in today’s densely
populated areas. However, there is little guidance available on how local governments and communities can assess Natech risk.
To add to the problem, local governments often do not have the human or economic resources or expertise to carry out detailed
risk assessments. In this article, we propose a methodology for preliminary assessment of Natech risk in urban areas. The
proposed methodology is intended for use by local government officials in consultation with the public. The methodology considers
possible interactions between the various systems in the urban environment: the physical infrastructure (e.g., industrial
plants, lifeline systems, critical facilities), the community (e.g., population exposed), the natural environment (e.g., delicate
ecosystems, river basins), and the risk and emergency management systems (e.g., structural and nonstructural measures). Factors
related to vulnerability and hazard are analyzed and qualitative measures are recommended. Data from hazardous materials releases
during the Kocaeli, Turkey earthquake of August 17, 1999 are used as a case study to demonstrate the applicability of the
methodology. Limitations of the proposed methodology are discussed as well as future research needs.

The concept of a natural hazard is a human construct. It is the interaction with human communities and settlements that defines
a natural phenomenon as a natural hazard. Thus the end point of hazard mitigation and hazard vulnerability assessment must
involve an attempt to reduce, or mitigate, the impact of the natural hazard on human communities. The responsibility to mitigate
hazard impact falls primarily upon governments and closely connected non-government and private institutional agencies. In
particular, it is most often local government that takes the responsibility for safeguarding its own communities, infrastructure
and people. Hazard vulnerability of specific local communities is best assessed by the local government or council, which
then faces the responsibility to translate that assessment into community education and infrastructural safeguards for hazard
mitigation. This paper illustrates the process of local government engagement in hazard mitigation in Australia, through the
Natural Disaster Risk Management Studies, as a first step towards natural disaster reduction. 相似文献
