测度退耕还林农户的恩格尔系数并分析其显著影响因素及差异性,对于完善退耕还林政策、巩固退耕还林成果、改善退耕农户贫困状况具有重要的现实意义。选取位于黄土高原丘陵沟壑区的会宁县和定西市安定区退耕户跟踪数据,基于收入、政策、家庭因素等多个层面构建相关经济指标,揭示两个区域退耕户恩格尔系数呈现的基本特征、显著影响因素及其差异性。结果表明:首先,由于自然地理环境和区位相近,会宁县和安定区退耕户恩格尔系数呈现出较为一致的高位波动趋势,消费需求弹性较弱是主要影响因素;其次,退耕还林户补贴率对会宁县恩格尔系数有显著的负向影响,说明退耕还林政策对当地居民经济生活具有显著影响,安定区退耕还林户补贴率对恩格尔系数有显著的正向影响,主要原因是退耕还林补贴额在家庭收入中所占比重较少;最后,会宁县和安定区农户退耕率对恩格尔系数有显著影响,这意味着退耕户的主要收入来源于农业收入。 相似文献

In those coastal communities where the most seaward strip of mainland consists of dunes, these dunes often serve as a flexible sea defence. In addition, this strip offers large potential for housing and commercial enterprises. Unfortunately, due to severe storm surges part of this strip (the erosion zone) is subject to erosion, and as a result of which any buildings or infrastructure located here, are destroyed. Therefore, as we will illustrate in this paper, a building policy for this zone should reflect a compromise between two opposite interests: exploitation of the existing potential and, prevention of an unacceptable high risk due to erosion. Accordingly, the authors have developed a framework for such a building policy on the basis of which the desirability of various different types of investments and the location within the erosion zone of such investments can be determined. The examples that are used to illustrate this framework in this paper are limited to experiences in The Netherlands as relevant data and experiences are available and relatively easy accessible here. Nevertheless, the approach as is described is generic and applicable worldwide suggesting that the discovered unused potential for exploitation is not just limited to The Netherlands. 相似文献

Fishery policy makers would often benefit from information on how a policy might change fishermen behavior before the policy is implemented. This paper contributes to the literature by comparing simulated behavioral response with actual response to a spatial policy using a discrete choice model of fishing location choice. The results point to the inherent problem of the simulation's inability to capture the fundamental change in the nature of the choice problem that occurs with the change in policy. 在海洋开发利用活动日益增多,海洋环境保护压力日益增大的背景下,进行海洋生态环境状况科学评价方法的研究可以为开展海洋生态环境监测评估与海洋生态环境保护政策制定提供科学依据,促进改善海洋生态环境状况。本文首先基于贝叶斯网络基本理论,构建了海洋生态环境状况贝叶斯网络评价模型;再以山东省为例,充分融合专家经验知识与客观数据,从定性与定量两个角度评价了2013—2019年山东省近海生态环境状况,分析了各评价指标间关系及其对近海生态环境状况的影响程度。评价结果表明2013—2019年山东省近海生态环境状况保持一般状态,海洋环境质量与海洋生态灾害类指标对评价结果影响最大,山东省海洋环境保护工作初见成效。研究结果表明该评价模型能有效评价海洋生态环境状况,分析结果对于环境保护政策制定具有一定的借鉴意义。 相似文献

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work. 相似文献

Drought has been a recurring feature of the arid and semi-arid areas of Nigeria. This paper reviews the extent, severity, and consequences of drought and desertification in Nigeria with particular emphasis on the northern part of the country. The haphazard manner in which these environmental hazards have been tackled is examined and a systematic approach for the formulation of a national policy is proposed. It is recommended that a detailed formulation and implementation of the proposed policy plan is imperative to mitigate the often devastating impacts of drought and desertification in the very prone areas of Nigeria. Until such is done, some areas of Nigeria will always be vulnerable to the whims of an inevitable climatic hazard of drought and associated land degradation in the form of desertification. 相似文献

西部地区是我国贫困面最大、贫困程度最深的地区,同时也是从类发展水平非常落后的地区,收入贫困与知识贫困、人力贫困并存。在上世纪末基本解决温饱之后,西部地区仍然面临着能否稳定脱贫、人力资源开发落后、农民税费过重等诸多扶贫新问题。在深入分析西部地区贫困特点及面临的新问题的基础上,提出了新世纪西部地区消除贫困战略的政策导向以及分三阶段实施贫困地区发展目标的基本设想。建议扶贫开发方式逐渐从以物质投入为主转向以人力资源投入为主,并与国家西部大开发中的“退耕还林(草)”、“西气东输”、“西电东送”等重大工程项目密切结合。 相似文献
