Evaluating yearly net migration for the Federal Republic of Germany establishes the importance of demographic restructuring and government policies as explanations for the counterurbanization phenomenon. Counterurbanization, the spatial demographic deconcentration of regional population, is measured as an inverse relationship between the net migration rate and population sizes of functional urban regions. A counterurbanization pattern filtered-down from older to younger age-groups of the population, and appears related to an increasing preference for small-sized regions with natural amenities. For foreigners, a counterurbanization direction of movement can be explained by changes in immigration laws. While counterurbanization may be slowing down during the 1980s in certain developed countries, such as the United States, in the Federal Republic the phenomenon intensifies throughout the 1970–84 time period. Based on broad national demographic changes in combination with agespecific patterns of movement, this strong counterurbanization trend should continue well into the future. 相似文献

Brazil is the first major developing country to pledge for absolute reductions in greenhouse gas emissions. This article explores the extent to which fiscal policies could contribute to this reduction and to greening the Brazilian economy. It was found that the use of green fiscal policies is at an early stage in Brazil, but a growing number of measures have been adopted in recent years led by subnational-level policies. An econometric analysis of 24 Brazilian manufacturing sectors for the years 2001–2008 shows that some fiscal instruments, such as low-cost (subsidized) finance for innovation and fiscal incentives for sustainable practices, have been effective in inducing green innovation. However, less than 14% of more than 100 thousand companies included in the study have adopted greener technologies. Even though Brazilian green fiscal policies have been rather uncoordinated and ad hoc, their significant impact on the uptake of green technologies indicates these can play an important role in a transition to a green economy.
POLICY RELEVANCE
Faced with the challenge of reducing its greenhouse gas emissions in absolute terms, Brazil now needs to put in place policies to help deliver the country’s pledge. This article analyses which fiscal policies should be adopted and how these policies could form part of a low carbon policy framework in the country. Among our policy-relevant findings is that subnational green fiscal policies are relatively less complex to introduce and encourage uptake of green technologies. Thus, they could be an entry point to a wider green fiscal policy strategy. We also found that fiscal incentives for green innovation projects can present more than proportional impact on the uptake of green technologies owing to positive feedbacks, increasing returns to scale and spill-overs. These are attractive features of green innovations to developing countries in addition to environmental benefits, as they favour the accumulation of indigenous technological capabilities that are critical for long-term technological and economic development. This article explores the causes for differences in the average CO2 emissions intensity of the new passenger car (NPC) fleet in member states (MS) across Europe. Although EU policies mitigating CO2 emissions from NPCs have been in place since 1999, MS strongly diverge in the absolute amount and relative change in emissions over the last decade. The authors employ a qualitative approach to analyse the factors, in particular national vehicle taxes, contributing to this divergence and the relative contribution of national and European policies in reducing national CO2 emissions from NPCs. The analysis shows that there has been a significant reduction in CO2 emissions intensity of NPCs since 2007 across most MS, compared with the six years previous to that date. This would indicate that EU-wide policies, such as the CO2 vehicles regulation, along with the economic recession in 2008, have influenced national NPC CO2 emissions. Generally, countries with CO2-differentiated vehicle taxes are observed as more likely to have achieved greater reductions in CO2 emissions. However, over the same period there have been many confounding factors, such as economic instability in the EU, that also influence NPC emissions. Using more detailed case study analyses of six countries, the authors find that there is scope for well-designed national vehicle tax policies to drive NPC emissions down further than the EU average. In countries with the highest success rate, such as the Netherlands, the design of the vehicle tax, as part of a well-aligned policy package, has been very important in delivering the biggest reductions in CO2 emissions from NPCs.
POLICY RELEVANCE
The transport sector continues to be an intractable source of CO2 emissions. Governments around the world are seeking effective policies to deal with the increase in passenger car CO2 emissions appropriate to their own circumstances. This article examines the experience of EU MS with CO2-differentiated vehicle taxes in reducing CO2 emissions in the context of other national and international contributing factors.
