Harbour porpoises Phocoena phocoena are protected under the Habitats and Species Directive (92/43/EEC) and listed as a priority species in the City and County of Swansea's Biodiversity Action Plan (BAP). Increased coastal pressures demand better governance and this study adopted a dimensional analysis to produce a local management framework for harbour porpoise populations. Having established basic behavioural dynamics and identified critical habitats, a coastal zone use model was developed. This highlighted porpoise and coastal user interaction from a species perspective. Evidence was determined from observations and published research, and an Environmental Risk Assessment (ERA) was undertaken. An estimation of consequence probability was determined and revealed that continued coastal use, without mitigation, is likely to have significant local impacts on porpoise populations. A strengths, weaknesses, opportunities and threats (SWOT) analysis and legislative appraisal highlighted potential opportunities and deficiencies. Mitigation refers principally to industry, fisheries and recreation and suggestions include flexible zoning; speed and vessel restrictions; engineering solutions to noise intrusion and fisheries monitoring. A mixture of formal and informal regulations is recommended, together with educational projects and industry-funded research opportunities.  相似文献

Concentrations of Fe, Zn, Cu, Se, Mn, Mo, Hg, Cd, Cr, Ag, Pb, Sr and V were determined in skins of Dall's porpoises (Phocoenoides dalli) of the Pacific coast truei-type population (PT population) (N=45), and the Sea of Japan-Okhotsk dalli-type population (JD population) (N=31) from the northern waters of Japan. Cutaneous Hg concentrations in both PT and JD populations were significantly correlated with age, indicating a possible alternative method of age estimation. A significant correlation was also noted between Hg concentrations in skin and liver, suggesting that biopsy samples of skin can provide a non-lethal surrogate for monitoring Hg contamination in this species. Trace element accumulation patterns differed strongly between PT and JD populations, when analyzed by principal component analysis, suggesting these patterns could be utilized as non-lethal tracers of population identification.  相似文献

The expansion of offshore renewables has raised concerns over potential disturbance to coastal cetaceans. In this study, we used passive acoustic monitoring to assess whether cetaceans responded to pile-driving noise during the installation of two 5 MW offshore wind turbines off NE Scotland in 2006. Monitoring was carried out at both the turbine site and a control site in 2005, 2006 and 2007. Harbour porpoises occurred regularly around the turbine site in all years, but there was some evidence that porpoises did respond to disturbance from installation activities. We use these findings to highlight how uncertainty over cetacean distribution and the scale of disturbance effects constrains opportunities for B-A-C-I studies. We explore alternative approaches to assessing the impact of offshore wind farm upon cetaceans, and make recommendations for the research and monitoring that will be required to underpin future developments.  相似文献

Harbour porpoises are one of the three cetacean species inhabiting the Black Sea. This is the first study to report on polybrominated diphenyl ethers (PBDEs) and naturally-produced compounds, methoxylated PBDEs (MeO-PBDEs) and polybrominated hexahydroxanthene derivatives (PBHDs), in tissues (kidney, brain, blubber, liver, muscle) of male harbour porpoises (11 adults, 9 juveniles) from the Black Sea. Lipid-normalized concentrations decreased from muscle > blubber > liver > kidney > brain for the sum of polychlorinated biphenyls (PCBs) and for the sum of PBDEs. Among the naturally-produced compounds, levels of PBHDs were higher than of MeO-PBDEs, with tri-BHD and 6-MeO-BDE 47 being the dominant compounds for both groups, respectively. Concentrations of naturally-produced compounds decreased from blubber to brain, similarly to the sum of DDT and metabolites (DDXs). Concentrations of DDXs were highest, followed by PCBs, HCB, PBHDs, PBDEs and MeO-PBDEs. Levels of PCBs and PBDEs in blubber were lower than concentrations reported for harbour porpoises from the North Sea, while concentrations of DDXs were higher.  相似文献

Total and subcellular hepatic Zn, Cu, Se, Mn, V, Hg, Cd, and Ag were determined in a mother-fetus pair of Dall's porpoises (Phocoenoides dalli). Except for higher fetal Cu concentration, all maternal elements were higher. Elements existed mostly in the cytosol of both animals except in the case of maternal Ag in the microsome and fetal Cu and Ag in the nuclei and mitochondria. In the maternal cytosol, Zn, Mn, Hg, and Ag were present in the high-molecular-weight substances (HMW); Se and V were present in the low-molecular-weight substances (LMW); Cu and Cd were mostly sequestered by metallothionein (MT). In the fetal cytosol, Zn, Se, Mn, Hg, Cd, and Ag were present in the HMW and V in the LMW, while Cu and Ag were mostly associated with MT. MT isoforms were characterized using the HPLC/ICP-MS. Two and four obvious peaks appeared in the maternal and fetal MT fractions, respectively. The highest elemental ion intensities were at a retention time of 7.8 min for the mother, and for the fetus the peak elemental ion intensities occurred at a retention time of 4.3 min, suggesting that different MT isoforms may be involved in elemental accumulation in maternal and fetal hepatocytosols.  相似文献

The harbour porpoise (Phocoena phocoena) is the focus of a range of conservation efforts and policies, including the Habitats Directive, aimed at reducing the bycatch of non-target species in gillnet fisheries. This paper describes the governance process and analyses the governance mechanisms and conflicts surrounding ongoing fisheries management planning with a focus on two Natura 2000 sites in the Danish part of the Skagerrak Sea designated to protect harbour porpoises. Responsibility for developing fisheries management for Natura 2000 sites is solely the remit of the fisheries agency, including mechanisms related to stakeholder involvement. This approach fuels the efficiency of the decision making process, while full transparency and/or co-decision becomes less of a given within a ministry for an economic sector compared with the environment ministry. In relation to porpoises, conflicts are driven mainly by the economy and the varying perceptions of the bycatch issue, with great differences between government, NGO's and fishers. Interviews with fishers and fishing effort data reveal intra-sectoral conflicts pertaining to the incompatibility of active trawling and passive gillnetting in the areas. The paper questions the overall approach to managing the harbour porpoise bycatch issue in light of Natura 2000 and discusses the role of science and its high level of influence in this planning process.  相似文献
