The problem of cost shifting from higher tiers of government to local councils in Australia is widely recognised and has been investigated by several official inquiries. However, it has thus far been difficult to gather reliable estimates of the magnitude of the problem. Quite apart from the taxing definitional and data problems associated with the phenomenon, these difficulties have been compounded by the fact that very few attempts have been made to measure the impact of specific instances of cost shifting in Australian local government, especially its spatial impact. Detailed stratigraphic analyses of sediments deposited in Lake Botjärnen, a small boreal forest lake in the shield terrain of central Sweden, clearly reflect progressively increasing human impact on terrestrial and aquatic ecosystems following settlement and establishment of an iron industry in the 17th century. Rising frequencies of pollen and spores from light-demanding plants provide evidence of extensive forest clearance for charcoal and timber production, which peaked in the early 20th century. An associated increase in catchment erosion is reflected by changing carbon and nitrogen elemental content and carbon–isotope composition of sediment organic matter and by increased magnetic susceptibility of the sediments. Records of air-borne pollutants (lead, zinc and sulphur) can be correlated to the development of local and regional mining and metal industry as inferred from historical accounts. Rapid recession of the iron industry led to re-forestation and recovery of the aquatic nutrient status to pre-industrial conditions over the past 100 years. The chronology of the sediment succession, which is based on 210Pb and 137Cs radionuclide data in combination with radiocarbon dating, is confirmed by historical lead pollution trends established for the region. 相似文献

为了研究水热型融雪化冰路面结构中金属导热管合理布设间距, 建立了基于传热学理论的路面融雪化冰有限元分析模型, 对不同外界气温、 不同埋设间距工况下金属热管融雪化冰能力进行计算分析. 结果表明: 外界气温在0~-10 ℃之间时, 热管融雪效果明显. 气温低于-10 ℃时, 热管尽量埋设至路面中部; 热管最优间距为100~200 mm, 当热管间距>200 mm时, 即使管内水温高达40 ℃, 0 ℃ 等温线将不再连续. 相似文献

Warming will affect snowline elevation, potentially altering the timing and magnitude of streamflow from mountain landscapes. Presently, the assessment of potential elevation‐dependent responses is difficult because many gauged watersheds integrate drainage areas that are both snow and rain dominated. To predict the impact of snowline rise on streamflow, we mapped the current snowline (1980 m) for the Salmon River watershed (Idaho, USA) and projected its elevation after 3 °C warming (2440 m). This increase results in a 40% reduction in snow‐covered area during winter months. We expand this analysis by collecting streamflow records from a new, elevation‐stratified gauging network of watersheds contained within high (2250–3800 m), mid (1500–2250 m) and low (300–1500 m) elevations that isolate snow, mixed and rain‐dominated precipitation regimes. Results indicate that lags between percentiles of precipitation and streamflow are much shorter in low elevations than in mid‐ and high‐elevation watersheds. Low elevation annual percentiles (Q25 and Q75) of streamflow occur 30–50 days earlier than in higher elevation watersheds. Extreme events in low elevations are dominated by low‐ and no‐flow events whereas mid‐ and high‐elevation extreme events are primarily large magnitude floods. Only mid‐ and high‐elevation watersheds are strongly cross correlated with catchment‐wide flow of the Salmon River, suggesting that changes in contributions from low‐elevation catchments may be poorly represented using mainstem gauges. As snowline rises, mid‐elevation watersheds will likely exhibit behaviours currently observed only at lower elevations. Streamflow monitoring networks designed for operational decision making or change detection may require modification to capture elevation‐dependent responses of streamflow to warming. This paper deals with numerical modeling of the compressive behavior of granite rock under high strain rate dynamic loading and wide range of confining pressure. For this end, a constitutive model based on damage mechanics and viscoplasticity for rock is formulated and implemented in explicit dynamics FEM. The viscoplastic part is based on a simple power law type yield criterion that incorporates the rate-dependency with a linear viscosity term. Moreover, a Rankine type of tensile cut-off is employed. The damage part of the model is formulated with separate scalar damage variables in tension and compression. The model is calibrated for Kuru granite and validated with the experimental data from dynamic compression tests at the strain rate of 600 1/s up to 225 MPa of confining pressure. The numerical simulations demonstrate that, despite the underlying continuum modeling approach, the model captures the correct experimental failure modes, including the transition from single-to-multiple fragmentation, as well as the dynamic compressive strengths at different confining pressures. 相似文献

A set of dimensionless input parameters were defined for DEM using a characteristic time which is a function of density and elastic modulus of particles and an arbitrary characteristic length. Dimensionless strain rate and mass damping ratio are inversely proportional to the characteristic time, and stress is normalized by elastic modulus to give dimensionless stress. It was demonstrated that the response of a model in the dimensionless scale is invariant with the choice of density, elastic modulus and the characteristic length if dimensionless strain rate and mass damping ratio are kept constant. Small time step is a prohibitive aspect of DEM. Scaling techniques are widely employed to enlarge the time step. Using the dimensionless scheme, it was learned that density scaling is equivalent to the use of a higher strain rate, and stiffness scaling results in a higher strain rate and an elevated stress state in the dimensionless scale. 相似文献

道面结冰是北京地区高速公路交通安全的主要危害因素。利用北京地区2008-2015年28个ROSA交通气象站的结冰数据分析了北京地区高速公路道面结冰的基本特征。结果表明:(1)北京市高速公路道面结冰空间差异显著,不同高速公路结冰特征显著不同,同一高速公路不同路段结冰特征也明显不同,这与高速公路各路段局地气候存在差异有关。(2)道面结冰主要发生在北部和东部高速公路所在路段,以小汤山西桥站、顾家庄桥站、六道口桥站和丁各庄桥站道面结冰灾害最为严重。冬季道面结冰月变化显著,11月和3月,结冰次数较少,结冰持续时间短;12月、1月和2月结冰次数多,结冰持续时间长。(3)持续时间越长的结冰过程结冰次数越少。不同持续时间的结冰过程在各时段的结冰次数和累积结冰时长均存在明显差异,两者在各时刻的演变特征基本相同,峰值均出现在22:00,且在00:00之后呈明显减少趋势。(4)大部分站点慢车道比快车道更容易结冰,少部分站点快、慢车道结冰率近似,有的站点甚至快车道结冰率远高于慢车道。快、慢车道水或覆盖物厚度与交通站点所处位置的局地气象条件密切相关。(5)气温、道面温度和大地温度与水或覆盖物的厚度变化呈反相位,即温度越低,水或覆盖物的厚度越大。这可为北京地区道面结冰预报预警方法的开展提供着眼点和依据。 相似文献
