Amory Lovins’ distinction between ‘soft’ and ‘hard’ paths of energy technologies is applied, mutatis mutandis, to humanity's efforts to adapt to climate change. It is argued that hard adaptive measures involve capital-intensive, large, complex, inflexible technology and infrastructure, whereas soft adaptive measures prioritize natural capital, community control, simplicity and appropriateness. The prevalence of these two types of adaptation pathways is illustrated through two case studies from the Maldives: The Safer Island Development Program and the Integrating Climate Change Risks Program. Policymakers must be aware that hard and soft adaptation measures may trade off with each other, and give both paths due consideration.  相似文献

Global GHG emissions continue to rise, with nearly a quarter of it due to trade that is not currently captured within global climate policy. In the context of current trade patterns and limited global cooperation on climate change, the feasibility of consumption-based emissions accounting to contribute to a more comprehensive (national) policy framework in the UK is investigated. Consumption-based emissions results for the UK from a range of models are presented, their technical robustness is assessed, and their potential application in national climate policy is examined using examples of policies designed to reduce carbon leakage and to address high levels of consumption. It is shown that there is a need to include consumption-based emissions as a complementary indicator to the current approach of measuring territorial emissions. Methods are shown to be robust enough to measure progress on climate change and develop and inform mitigation policy. Finally, some suggestions are made for future policy-oriented research in the area of consumption-based accounting that will facilitate its application to policy.

Policy relevance

Emissions embodied in trade are rapidly increasing and there is thus a growing gap between production emissions and the emissions associated with consumption. This is a growing concern due to the absence of a global cap and significant variation in country-level mitigation ambitions. Robust measurements of consumption-based emissions are possible and provide new insights into policy options. This includes trade-related policy (e.g. border carbon adjustments) and domestic policies (e.g. resource efficiency strategies). As climate policy targets deepen, there is a need for a broad range of policy options in addition to production and technological solutions. Consumption-based emissions are complementary to production-based emissions inventories, which are still the most accurate estimate for aggregated emissions at the global level. However, without consumption-based approaches, territorial emissions alone will not provide a complete picture of progress in regional and national emissions reduction.  相似文献

A policy network analysis using a questionnaire survey was conducted to identify the main climate policy actors in South Korea and examine how they form alliances and come into conflict over four major issues. Generally, it was found that governmental organizations are the main actors in the South Korean climate policy arena and that they mediate between the business and civil sectors. In particular, key organizations in each sector play a leading role in the formation and maintenance of at least two distinct alliance networks: growth and environmental. In particular, the growth network has been stronger and more intense than the environmental network, with the exception of nuclear power policy. The crucial drivers of proactive policy discourse in South Korea have been scientific discourse and a consensus on the advent of anthropogenic climate change by the international scientific community, the international climate change negotiations and the pressure to commit to GHG emissions reduction, and low-carbon green growth strategy.

Policy relevance

The positions of South Korean governmental organizations (as well as other civil society organizations) on the four major issues of climate policy have not been aligned. The government has not acted as a unified body; instead it is an aggregated body composed of organizations with competing interests. If policy actors with different interests share the recognition of the state of the country within global society and understand international pressure as well as the urgency of combating climate change, then a common policy goal can be achieved. It is essential for the government to exert proactive leadership for climate policies in mediating the growth and environmental networks. It is important to boost environmental networks in order to overcome the alliance of growth networks. A more proactive response for combating climate change would establish open policy-making processes for environmental network actors and provide economic opportunities for climate actions.  相似文献

Taiwan aims to reduce its estimated 2020 CO2 emissions by 45%. Attaining this goal will require strong policies and public support. In this study, a psychological model was tested to predict how Taiwanese citizens would support ten policies that mitigate or adapt to climate change. The model is an expansion of Protection Motivation Theory (PMT [Rogers, R. W. (1983). Cognitive and physiological processes in fear-based attitude change: A revised theory of protection motivation. In J. Cacioppo & R. Petty (Eds.), Social psychophysiology: A sourcebook (pp. 153–176). New York, NY: Guilford]) involving responsibility and the subjective effectiveness of alternative solutions (SEAS) as additional variables. Data were collected after conducting two surveys in Taiwan that involved a total of 394 respondents. The results indicated that perceived responsibility and SEAS predicted the support of only one to three of the policies. Regarding the PMT variables, severity and vulnerability did not affect the support of almost all policies. Policy support was primarily affected by the other three PMT variables: self-efficacy, response efficacy, and relative benefit. These three variables significantly affected most policies, accounting for 34–73% of the variance in public support. This suggests that PMT facilitates understanding of public support for climate policies.  相似文献

With market-mechanisms likely to achieve emission reductions at lower cost than alternative approaches, there is a presumption that they will be embraced by those who are serious about achieving ambitious reductions. Two broad messages exist; there is already considerable activity and some ambition in many parts of the world – a fragmented but embryonic ‘global’ trading landscape is emerging – and there are efforts at UN level to provide a unifying framework for these bottom-up developments. The topography of interest and response varies considerably across groups of countries, and there have been delays in making progress on a unifying framework. This article analyses the current carbon market landscape in terms of market dynamics and market-mechanism developments whilst undertaking an examination of how climate change negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) is shaping the future carbon market landscape. This work shows that the combination of existing, emerging, and potential carbon market-mechanisms can be regarded as an emerging pre-2020 fragmented ‘global’ carbon market landscape based on differing bottom-up market based approaches. One outcome of a 2015 Climate Agreement could be a post-2020 global carbon market which would include new domestic and international market initiatives such as the Framework for Various Approaches and New Market Mechanism, together with reformed Kyoto mechanisms.

Policy relevance

With the 2015 Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) expected to see Parties commit to ambitious mitigation commitments, post-2020 could see significant Party (& industry) investment in market-mechanisms and associated emissions units in an effort to achieve some of the abatement cost minimization offered by market approaches. This article is written for those who have an interest in understanding what is happening – and what is not happening – as regards the emergence of market-related approaches to GHG mitigation globally in the run up to the 21st Conference of the Parties (COP) of the UNFCCC which meets in Paris in December 2015, and what could be the shape of things to come post-2020.  相似文献

In contrast to many discussions based on annual emissions, this article presents calculations and projections of cumulative contributions to the stock of atmospheric CO2 by the major players, China, Europe, India, Japan and the USA, for the period 1900–2080. Although relative contributions to the climate problem are changing dramatically, notably due to the rapid industrialization of China, long-term responsibilities for enhanced global warming have not been transparently quantified in the literature. The analysis shows that if current trends continue, by the middle of this century China will overtake the USA as the major cumulative contributor to atmospheric concentrations of CO2. This has enormous implications for the debate on the ethical responsibilities of the major greenhouse gas emitters. Effective climate policy will require both the recognition of shared responsibility and an unprecedented degree of cooperation.  相似文献

To what degree are recently built and planned power plants in the EU ‘capture-ready’ for carbon capture and storage (CCS)? Survey results show that most recently built fossil fuel power plants have not been designed as capture-ready. For 20 planned coal-fired plants, 13 were said to be capture-ready (65%). For 31 planned gas-fired power plants, only 2 were indicated to be capture-ready (6%). Recently built or planned power plants are expected to cover a large share of fossil fuel capacity by 2030 and thereby have a large impact on the possibility to implement CCS after 2020. It is estimated that around 15–30% of fossil fuel capacity by 2030 can be capture-ready or have CO2 capture implemented from the start. If CCS is implemented at these plants, 14–28% of baseline CO2 emissions from fossil fuel power generation in 2030 could be mitigated, equivalent to 220–410 MtCO2. A key reason indicated by utilities for building a capture-ready plant is (expected) national or EU policies. In addition, financial incentives and expected high CO2 prices are important. The implementation of a long-term regulatory framework for CCS with clear definitions of ‘capture- readiness’ and policy requirements will be important challenges.  相似文献

由土地利用、土地利用变化和林业(LULUCF)活动产生的生态系统的固碳作用,是降低大气中温室气体浓度增加速度的重要途径之一。1997-2001年,经历了长达4 a的艰苦谈判,最终达成了第一承诺期附件一国家利用LULUCF的规则。2008年开始,国际社会开始磋商第二承诺期附件一国家如何利用LULUCF活动的规则。主要缔约方就第二承诺期LULUCF规则提出了各自的观点,发达国家的观点主要包括提高开展碳汇活动的积极性、降低LULUCF规则的复杂性和减少成本、增加《京都议定书》3.4条款下的合格活动等,其目的是在第二承诺期能够利用更多的碳汇完成减排义务;发展中国家主要提出要系统地考虑土地利用造成的温室气体排放和CO2的吸收。最后,针对附件一缔约方在第二承诺期利用LULUCF活动规则,提出了我国应采取的对策建议。  相似文献

近36年东北地区春玉米气候资源利用率评估   总被引:3,自引:0,他引:3  
应用1981—2016年中国东北三省170个气象台站的逐日气象资料和50个农业气象观测站的春玉米发育期资料,在前人研究的基础上,采用基于层次分析法和熵权法的组合权重赋权法,对农业气候资源适宜指数模型进行了改进,分析了东北地区春玉米气候资源利用率的时空分布特征。结果表明:东北地区春玉米不同发育阶段的气候资源利用率从大到小排序是,抽雄-成熟期的出苗-拔节期的拔节-抽雄期的播种-出苗期的。从空间分布看,气候资源利用率在播种-出苗期吉林东部的长白山区的最低,热量不足是主要影响因素;出苗-拔节期大兴安岭东部、黑龙江北部和吉林东部长白山区利用率较低,其余大部利用率较高,水分是主要限制因子;拔节-抽雄期吉林和辽宁东部的长白山区的最低;抽雄-成熟期大部分地区利用率较高,且从北到南呈明显递增趋势,黑龙江后期热量不足可能对玉米成熟不利。从时间演变看,播种-出苗期各省利用率在2010年之前增高,之后开始下降,其他发育阶段黑龙江的年代际波动较大,吉林和辽宁的年波动较小。  相似文献

While the Conference of the Parties wrangle at an international scale with climate policy, a quiet set of policies and measures is being implemented at a local scale by municipalities across the globe. This study examines the motivation municipalities have for undertaking policies to reduce their greenhouse gas emissions, when the theory of free-riding would predict that local administrations should find it difficult to unilaterally reduce their emissions for the benefit of the global climate. Through interviews with officials and/or staff in 23 municipalities in the United States enacting climate policy, data are gathered that suggest local government abatement policies are primarily a top–down decision based on what officials or staff members believe to be “good business” or rational policy choices. They are primarily driven by the potential for realised or perceived cost savings and co-benefits rather than by public pressure. Economic data from some dozen municipal projects are analyzed, finding, while municipalities lack sophisticated accounting techniques, some justification for the often-disputed claim that at least initial reductions in emissions can be made at cost savings. In the United States, with the lack of national abatement policies, it is municipalities that are leading the way in beginning to implement mitigation strategies, even if only for initial reductions.  相似文献
