利用精确的逐线积分模式,研究了大气主要温室气体H2O、CO2、O3、N2O和CH4吸收带重叠对红外冷却率的影响。同时,通过CO2浓度加倍的敏感性试验,详细讨论了重叠效应对CO2辐射效应的影响。结果表明:气体吸收带重叠对大气红外辐射计算具有重要的影响。在这5种大气主要的吸收气体中,N2O和CH4的重叠效应对总冷却率影响很小,在实际应用中可以忽略两者的重叠作用,采用近似方法处理其贡献。重叠效应对CO2辐射效应影响的总趋势是减弱由于其浓度增加而导致的温室效应的增强,主要贡献来自于CO2 15 μm带的两翼,以及以960 cm-1和1064 cm-1为中心的次级弱吸收区。在垂直方向上,重叠效应主要表现在减弱了地表大气的增温强度,并使对流层大气由原来的冷却作用转变为增暖作用,而对平流层大气的影响很小。此外,由于大气H2O含量的变化,重叠效应还表现出明显的季节性和纬度变率。  相似文献

Patterns of national climate policy performance and their implications for the geopolitics of climate change are examined. An overview of levels of emissions performance across countries is first provided. Substantial changes in emissions trends over time are documented, notably with GHG emissions trajectories, which are shaped less and less by the developed/developing country divide. Various patterns of policy convergence and divergence in the types of policies states implement are then surveyed. Four broad types of explanation that may account for these trends are then explored: (1) variation in the institutional form of country-level governance regimes, (2) patterns of dependence on fossil fuel energy, (3) broad systemic differences among states (specifically in their population densities, carbon intensity, and per capita incomes, and (4) variations in the traditions of economic intervention by states. The article contributes to the growing body of work on comparative climate policy, and provides a first attempt at exploring the comparative politics of instrument choice. The analysis challenges the continued importance of a North–South divide for the future of climate policy, thus reinforcing a sense of the ‘new geopolitics’ of climate change. Some of the implications of the analysis for debates about the form of future international agreement on mitigation policy are also explored.

The article contributes to the understanding of the variety of institutional conditions under which policy makers develop policy and thus the constraints and opportunities for the design of international agreements under these conditions.  相似文献

In contrast to the federal government, some US states have taken an aggressive approach to curbing climate change. They use a variety of policy instruments to reduce greenhouse gases. These instruments can be categorized into two broad categories: economic incentives and command-and-control regulation. While the use of economic incentives has, on average, increased, some states employ them more than others. This article compares the propensity of different US states to employ economic incentives in the area of climate change. For this purpose, it analyses and tests four models: (i) a needs/responsiveness model, (ii) an interest group influence model, (iii) an innovation-and-diffusion model, and (iv) a combined model. Interestingly, this article finds that economic incentives are pushed out of the political agenda when states are confronted with a more severe problem in terms of carbon emissions and dependence on conventional energy. This article also finds support for the traditional, antagonistic view of ‘industry versus environmentalists’: electric utility companies tend to oppose economic incentives, while environmentalists and renewable energy producers tend to support them.  相似文献

Despite the importance of emissions trading and energy taxes to the EU and national climate strategies, limited research exists on their impact on emissions from the perspective of industry sectors targeted by economic instruments. This article contributes to redressing this deficit by critically analysing whether economic instruments applied within the UK provide sufficiently strong price incentives to overcome barriers to investment in energy-intensive sectors created by the capital and finance costs of replacing ‘legacy’ infrastructure and fluctuating base energy prices. Results from a survey of 189 companies from the cement, aluminium and chemicals sectors and 23 interviews with sector associations and businesses from these and other energy-intensive industries indicate that economic instruments have raised awareness of energy efficiency but have had a minimal impact on investment decisions. EU-wide economic instruments such as the EU emissions trading scheme have yet to be fully tested but may encounter similar difficulties. On this basis, we argue that economic instruments may need to be complemented by more interventionist programmes focusing on large-scale investment in energy modernization and we also discuss how economic instruments can contribute to this agenda.  相似文献

We report on the comparison of winds measured by a medium frequency (MF) radar near Christchurch, New Zealand, and by the high resolution doppler imager (HRDI). Previous comparisons have demonstrated that there can be significant differences in the winds obtained by the two techniques, and our results are no different. However, these data show relatively good agreement in the meridional direction, but large differences in the zonal direction, where the radar is regularly measuring the zonal wind as too easterly. To do the comparison, overpasses from the satellite must be obtained when it is close to the radar site. The radar data are averaged in time around the overpass because we know the radars sample phenomena which have spatial and temporal scales which make them invisible to HRDI. There are a limited number of overpass comparisons which limit our confidence in these results, but a detailed analysis of these data show that the proximity of the overpass is often an important factor in the differences obtained. Other factors examined include the influence of the local time of the overpass, and the amount of radar data averaged around the overpass time.  相似文献

The MEMO (MEsure Multicomposante des Ondes) experiment is a part of theINTERBALL 2 wave consortium. It is connected to a total of six electric and nine magnetic independent sensors. It provides waveforms associated with the measurement of two to five components in three frequency bands: ELF (5–1000 Hz), VLF (1–20 kHz), LF (20–250 kHz). Preliminary analyses of low and high resolution data are presented. The emphasis is put on the estimation of the propagation characteristics of the observed waves. VLF hiss emissions are shown to be mainly whistler mode emissions, but other modes are present. An accurate estimation of the local plasma frequency is proposed when the low L = 0 cutoff frequency is identified. AKR emissions observed just above source regions are studied. R-X and L-O modes are found: the first at the lowest frequencies and the second at the highest. Both propagate with wave normal directions weakly oblique or quasi-parallel to the Earths magnetic field direction. Propagation characteristics are also determined for a (non-drifting) fine structure of AKR. There is no fundamental difference with structurless events. Night-side and dayside bursts of ELF electromagnetic emissions are presented. It is not clear whether the two emissions belong to the lion roar emissions or not.  相似文献

Acoustic tomography is presented as a technique for remote monitoring of meteorological quantities. This method and a special algorithm of analysis can directly produce area-averaged values of meteorological parameters. As a result consistent data will be obtained for validation of numerical atmospheric micro-scale models. Such a measuring system can complement conventional point measurements over different surfaces. The procedure of acoustic tomography uses the horizontal propagation of sound waves in the atmospheric surface layer. Therefore, to provide a general overview of sound propagation under various atmospheric conditions a two-dimensional ray-tracing model according to a modified version of Snell’s law is used. The state of the crossed atmosphere can be estimated from measurements of acoustic travel time between sources and receivers at different points. Derivation of area-averaged values of the sound speed and furthermore of air temperature results from the inversion of travel time values for all acoustic paths. Thereby, the applied straight ray two-dimensional tomographic model using SIRT (simultaneous iterative reconstruction technique) is characterised as a method with small computational requirements, satisfactory convergence and stability properties as well as simple handling, especially, during online evaluation.  相似文献

Sensitive Ocean Bottom Implanted Tiltmeters (OBITs) with a sophisticated data retrieval system have been developed in order to observe directly the subduction of oceanic lithosphere. The OBIT is the first long-term geophysical instrument which was designed to be deployed by a manned deep-sea submersible. When the OBIT is put on oceanic lithosphere which is bending and is about to subduct under a deep sea trench, the OBIT records the subduction by observing the tilt of the surface of the lithosphere. The OBIT system has a sensitivity of 10-8 radian, which is enough to detect the ongoing subduction in months or years. The OBIT may give an answer to the question whether there are fluctuations in the subduction rate.Two OBITs were successfully deployed on a seaward slope of the Kuril Trench by the newly built French deep submersible, Nautile. The OBITs were installed on the northwest shoulder of Erimo seamount, at a depth of 3930 m, in the Kuril Trench. In order to attain stable long-term observations of crustal deformations, the sensing unit was cemented onto bare rock by mortar. We have not yet had an opportunity to recover the data.The life of the instruments is expected to be more than five years. An acoustic data transmission system has been developed for the OBIT data recovery. The stored data can be retrieved at any moment during the observation period, with no need to retrieve the instruments nor to interrupt the observation, by use of the acoustic system. The acoustic system has a high data transmission rate as well as extremely low power consumption. This will be the first long-term crustal deformation measurement on the sea floor.  相似文献

Numerical experiments of fictitious small bodies with initial eccentricities e=0.1 have been performed in the overlapping region of the 3/1 mean motion resonance and of thev 6 secular resonance 2.48a2.52AU for different values of the initial inclination 16°i20°. An analysis for thev 6 secular resonance shows that the topology is different from the one found outside the overlapping region: the critical argument for thev 6 resonance in the overlapping region rotates in opposite direction as compared to the purev 6 region. In the 3/1 resonance region the secular resonancev 5 is dominant, and some secondary secular resonances asv 6v 16 andv 5 +v 6 are present.  相似文献
