Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.Policy relevanceCapacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities. 相似文献

With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature. 相似文献

社会—生态系统(SES)由社会子系统、生态子系统及两者的交互作用构成,具有不同于社会系统或生态系统单独具有的结构、功能和复杂特征。社会—生态系统适应性治理旨在通过适应性的社会权利分配与行为决策机制,使社会—生态系统能够在动态条件下可持续地保障人类福祉。适应性治理理论的形成受到“公共池塘资源管理”“韧性”和“治理”3方面理论的影响,并为“转型治理”与“协作治理”提供了建构基础。该理论具有以下3个主要目的:① 理解和应对社会—生态系统多稳态、非线性、不确定性、整体性以及复杂性;② 建立非对抗性的社会结构、权利分配制度以及行为决策体系,匹配社会子系统与自然子系统;③ 通过综合方法管理生态系统,使其可持续提供生态系统服务。因此,面对人类行为主导地表过程的“人类世”,实现适应性治理有助于应对社会—生态系统的复杂性与不确定性。鉴于中国的生态环境正处于迅速变化时期,且中国与世界各国间的相互影响日益复杂,未来研究可重点关注以下3个方面:① 理解耦合系统的多元互动过程,增强适应能力;② 强调社会—生态系统的整体性研究;③ 提高环境变化背景下理解和预测系统动态的能力。 相似文献

伴随金融风暴引发了全球资本重组,资本的空间修复客观要求以新的跨界区域治理模式组织资本与劳动力关系,而中国传统跨界产业园区建设路径依赖于区域发展中“省-地方”分层设权治理模式。以珠三角地区的深汕特别合作区为例,通过深度访谈与文本分析法,发现深汕特别合作区形成的多主体共同参与、分工合作的协同共治型区域治理模式是在传统路径依赖基础上的一次制度创新。通过分析模式产生的产业经济背景、政策制度背景与现实发展概况,并解构深汕特别合作区行政组织架构、空间发展政策及利益分配机制,发现省政府的放松管制与资源注入,地方政府的优势互补、分工协同是协同共治型区域治理模式的本质特征,而这一区域治理模式的产生将会对中国区域产业政策与空间政策及政府职能转型提供新的经验与启示。 相似文献

碳关税是各国高度关注的贸易问题,因涉及各国经贸利益,南北国家在碳关税问题上分歧很大。任何有关碳关税的政策措施,都会引起发展中国家的强烈反对。因此,部分发达国家试图另辟蹊径,在国际贸易中通过增加生产标准、碳标签等技术要求,以比较隐蔽的方式实现执行碳关税的目的。文中将这些隐蔽的但能起到碳关税执行效果的政策措施归纳为隐形碳关税,并定义隐形碳关税是指那些虽然没有在边境环节征收碳关税,但与征收碳关税起到相同贸易壁垒作用的,对发展中国家出口产品和服务构成限制的政策和措施。隐形碳关税比较典型的表现形式包括生产标准、碳标签等措施。这些措施本身是政策中性的,并不构成隐形碳关税,但如果叠加了转移应对气候变化成本、限制发展中国家产业发展等目的,这些措施的性质便不再中性,而成为现实中的贸易壁垒。隐形碳关税的治理应该是国际气候治理进程的一个部分,《联合国气候变化框架公约》则应是隐形碳关税治理的主要国际平台。无论是在气候公约内还是气候公约外的治理机制,隐形碳关税的国际治理都应遵循气候公约的相关原则,尤其是共同但有区别责任原则,区别对待发达和发展中国家的责任和义务,充分发挥生产标准、碳标签等措施的积极环境效用,同时约束其不当使用,建立公平、互信、务实的国际合作模式,实现气候治理与经济发展的协同。 相似文献

A dramatic escalation of extreme climate events is challenging the capacity of environmental governance regimes to sustain and improve ecosystem outcomes. It has been argued that actors within adaptive governance regimes can help to steer environmental systems toward sustainability in times of crisis. Yet there is little empirical evidence of how acute climate crises are navigated by actors operating within adaptive governance regimes, and the factors that influence their responses. Here, we qualitatively assessed the actions key governance actors took in response to back-to-back mass coral bleaching – an extreme climate event – of the Great Barrier Reef in 2016 and 2017, and explored their perceptions of barriers and catalysts to these responses. This research was, in part, a product of collaboration and knowledge co-production with Great Barrier Reef governance actors aimed at improving responses to climate crises in the region. We found five major categories of activity that actors engaged with in the wake of recurrent mass coral bleaching: assessing the scale and extent of bleaching, sharing information, communicating bleaching to the public, building local resilience, and addressing global threats. These actions were both catalyzed and hindered by a range of factors that fall within different domains of adaptive capacity; such as assets, social organization, and agency. We discuss the implications of our findings as they relate to existing research on adaptive capacity and adaptive governance. We conclude by coalescing insights from our interviews and a participant engagement process to highlight four key ways in which the ability of governance actors, and the Great Barrier Reef governance regime more broadly, can be better prepared for, and more effectively respond to extreme climate events. Our research provides empirical insight into how crises are experienced by governance actors in a large-scale environmental system, potentially providing lessons for similar systems across the globe. 相似文献

The development of regional governance for the protection of the environment, sustainable use of natural resources and conservation of its biodiversity is unquestionably a cornerstone of international environmental law and policy. With regard to marine and coastal issues, it has mainly been taking place through Regional Seas programmes, Regional Fishery Bodies and Large Marine Ecosystems mechanisms. Based on a similar geographical approach, however, these regional mechanisms raise concerns relating to their coordination and efficiency, and possibly overlap in what they aim to achieve. Coastal-marine systems in small island developing states of the Caribbean are highly vulnerable to both current and future climate change. Societies navigate these changes in part through processes of governance and the institutions through which governance takes place. The concept of institutional adaptive capacity is used to explore how governance processes and institutional arrangements can be adapted to match the scale and extent of climate change in a case study of the Soufriere Marine Management Area, St. Lucia. Institutional adaptive capacity is analyzed based on the following factors: institutional variety, analytical deliberation and nesting and networks. The analysis is based on 36 semi-structured interviews conducted with key informants from NGOs, cooperatives, management authorities and government agencies. The findings suggest that governance to address climate change in the case study is contingent upon developing holistic, integrated management systems, improving flexibility in existing collaborative decision making processes, augmenting the capacity of local management authorities with support from higher-level government, exploring opportunities for private–social partnerships, and developing adequate social–environmental monitoring programs. These findings have potential implications and lessons for similar settings throughout the Caribbean. 相似文献
