Cairns is exposed to the well-known natural hazards oftropical cyclone, flood, stormsurge and thunderstorm, but is also exposed to thelesser-known hazards of landslip, earthquake and dam break flooding. Recommendations fortreating the risks associated with these hazards have been made that will involve amulti-disciplinary approach to treatment strategies, require the cooperation of allthree levels of government, involve public utility authorities and private enterprise andinvolve the community as a whole.This paper summarises the suggested mitigation treatmentoptions, presented to the Cairns City Council and identified in the LocalGovernment Disaster Mitigation Project conducted in Cairns in 1999/2000 by theQueensland Department of Emergency Services.  相似文献

Within the past fifteen years, glacial lake outburst floods have become an activetopic of discussion within the development community focused on Nepal. Suchfloods endanger thousands of people, hundreds of villages, and basic infrastructuresuch as trails and bridges. The flood risk is also a major impediment to hydroelectricdevelopment in several river basins. Unlike most other mountain hazards in Nepal,reducing the possibility of outburst floods is technically feasible. The first attemptwithin Nepal to reduce the hazard of one lake by artificially lowering its water levelwas partially completed in June 2000. Completing this task and beginning work onother hazardous lakes will require difficult decisions about risk by downstream residentsand substantial investment from the international aid community.  相似文献

Drought is a normal, recurrent feature of climate that affects virtually all countries to some degree. The number of drought-induced natural disasters has grown significantly since the 1960s, largely as a result of increasing vulnerability to extended periods of precipitation deficiency rather than because of an increase in the frequency of meteorological droughts. This increase in drought-induced natural disasters has resulted in a considerable growth of interest in drought mitigation and preparedness worldwide. The purpose of a national preparedness plan is to reduce societal vulnerability to drought through the adoption of preventive, anticipatory policies and programs. This paper describes a ten-step planning process that nations can follow to develop a drought preparedness plan. This process, originally developed in 1987, has been the basis of discussions at training seminars on drought preparedness for developing nations in Africa, Asia, and Latin America. It has also been adopted, with appropriate modifications, by state or provincial governments and by municipalities. The process is intended to be flexible so that governments can add, delete, or modify the suggested steps, as necessary.Published as Paper No. 10946, Journal Series, Nebraska Agricultural Research Division. Wetland mitigation banking is an American neoliberal environmental policy that has created a functioning market in `ecosystem services', commodities defined using the holistic measures of ecological science. The development of this market is discussed as a project of environmental governance, defined as the nation-state's regulation of ecological relations within its territory towards stabilizing capitalist relations of power and accumulation. I argue that the wetland banking industry serves as a bellwether that presages problems that other strategies of neoliberal environmental governance will experience. Ethnographic, economic and ecological data from the Chicago-area wetland banking industry inform a discussion of two major obstacles to neoliberal strategy: the problem of relying on ecological science to define the unit of trade, and the problem of aligning the somewhat independent relations of law, politics, markets and ecosystems across an array of spatial scales. Theoretical guidance is sought from recent work on `social natures' and from the Regulationist approach to institutional political economics.  相似文献

Natural disasters like floods, tornadoes, tropicalcyclones, heat and cold wavewreak havoc and cause tremendous loss ofproperty all over the world. Most ofthe natural disasters are either dueto weather or are triggered due toweather related processes.Extreme weather events claimed thousands oflives and caused damage on vastscale. Recent super cyclone which affectedOrissa in 1999, Bangladesh cyclone of1970 and Hurricane Andrew in 1992 areexamples of some of the more damagingtropical cyclones which affected developingas well as the developed world. Heatand cold waves are also extreme events,which cause enormous losses in terms oflives lost and human discomfort and ailmentsarising out of them. The heat waveof 1995 and 1998 are still fresh in the mindof the Indian public. The estimated lossof human lives due to heat wave in 1998 was morethan 15,000. Economic losses asa result of these disasters and in particular inassociation with tropical cyclones haveincreased enormously over the last three decades.During 1961–1991, total loss oflives from drought alone was 1,333,728 overthe whole world. In terms of economiclosses, there is 8–10 fold increase from thebase figure of 1960. The socio-economicimpact of natural disaster is complex dependingupon the vulnerability of the placeand mitigation strategies that are put in place.Meteorology plays a crucial role in forewarningpeople about the severe/extremeweather systems and a constant endeavour by themeteorological services worldover has gone a long way towards minimizing thelosses caused by natural disasters.The paper summarises the natural disasterstatistics over south Asia and the possibleprediction strategies for combating theirsocio-economic impacts.  相似文献

After dividing the source regions of the Yellow River into 38 sub-basins, the paper made use of the SWAT model to simulate streamflow with validation and calibration of the observed yearly and monthly runoff data from the Tangnag hydrological station, and simulation results are satisfactory. Five land-cover scenario models and 24 sets of temperature and precipitation combinations were established to simulate annual runoff and runoff depth under different scenarios. The simulation shows that with the increasing of vegetation coverage annual runoff increases and evapotranspiration decreases in the basin. When temperature decreases by 2oC and precipitation increases by 20%, catchment runoff will increase by 39.69%, which is the largest situation among all scenarios.  相似文献
