Addressing social and economic considerations is crucial to the success of Marine Protected Area (MPA) planning and management. Ineffective social assessment can alienate local communities and undermine the success of existing and future MPAs. It is rare to critique the success of methods used currently to incorporate social and economic considerations into MPA planning. Three Australian MPA planning processes covering three states and incorporating federal and state jurisdictions are reviewed in order to determine how potential social impacts were assessed and considered. These case studies indicate that Social Impact Assessment (SIA) is under-developed in Australian MPA planning. Assessments rely heavily on public participation and economic modelling as surrogates for dedicated SIA and are followed commonly by attitudinal surveys to gauge public opinion on the MPA after its establishment. The emergence of issues around public perception of the value of MPAs indicates the failure of some of these proposals to adequately consider social factors in planning and management. This perception may have potential implications for the long term success of individual MPAs. It may also compromise Australia's ability to meet international commitments for MPA targets to gazette at least 10% of all its marine habitats as MPAs. Indeed, this is demonstrated in two of the three case studies where social and economic arguments against MPAs have been used to delay or block the future expansion of the MPA network. 相似文献

Marine renewable energy is likely to be an important part of UK energy policy over the next decades. A start has already been made, but to generate power on a significant scale requires the use of vast areas of ocean, on which there are competing claims. Legislation, and in particular the Energy Act 2004, goes a long way towards giving developers the legal infrastructure they need, to invest with confidence. But it is far from perfect, in dealing with important competing rights. This article has a narrow (but important) focus. It assumes that there are no problems over jurisdiction or international law. It is concerned principally with the rights of UK citizens. The issue is about reconciling the generation of large-scale marine renewable energy with other legitimate uses of the sea, and in particular fishing and navigation rights. 相似文献

This paper presents an evaluation of the role of marine citizenship in improving marine environmental health and marine governance. Marine citizenship describes the rights and responsibilities of an individual towards the marine environment, which support the achievement of marine policy objectives at the national level. It is argued that marine citizenship requires an enhanced awareness of marine environmental issues, an understanding of the role of personal behaviour in creating and resolving marine environmental issues, and a shift in values to promote marine pro-environmental behavioural choices. It is concluded that the value shift is likely to be produced by the development of an altered relationship between the state and the individual, in which the expectations placed on citizens by the state are extended to include marine pro-environmental behaviour. Due to the fear of the consequences of climate change, many scientists today advocate the research into—but not deployment of—geoengineering, large-scale technological control of the global climate, to reduce the uncertainty around its efficacy and harms. Scientists propose in particular initiating field trials of stratospheric aerosol injection (SAI). This paper examines how the meanings of geoengineering experimentation, specifically SAI field trials, are reconfigured in the deliberation of the lay public. To this end, we conducted focus groups with Japanese citizens in June 2015 on the geoengineering concept and SAI field trials. Our main findings are as follows: the ‘climate emergency’ framing compelled the lay public to accept, either willingly or reluctantly, the need for ‘geoengineering research’; however, public discourse on SAI field trials was ambiguous and ambivalent, involving both tensions and dilemmas in understanding what the SAI field trial is for and about. Our results exhibit how the lay public wrestles with understanding the social, political, and ethical implications of SAI field trials in multiple dimensions, namely, accountability, controllability, predictability, and desirability. The paper argues that more clarity in the term ‘geoengineering research’ is needed to facilitate inclusive and pluralistic debates on geoengineering experimentation and not to preemptively arrive at a consensus that ‘we need more research.’ We conclude that ambivalence about both the pros and cons of geoengineering experimentation seems to be enduring; thus, instead of ignoring or repressing it, embracing ambivalence is required to keep the geoengineering debate democratic and inclusive. 相似文献

Endangered species live inside the world's most densely populated cities. In the United States, the Fish and Wildlife Service is responsible for the protection and recovery of endangered species – wherever those species are found. Unfortunately, very little is known about urban endangered species policy or programs. This paper presents a comparative analysis of the five largest cities in the United States and examines issue of governance around conservation. Cities have a responsibility to steward the environment, but through the 1973 Endangered Species Act, the Fish and Wildlife Service has a legal mandate to protect endangered species throughout the country. Thus, this paper asks: What is the USFWS doing inside cities to recover endangered species? What are cities doing? Conservation is a shared duty but it is not clear that anyone is taking responsibility for urban endangered species. 相似文献

Abstract This paper explores the dynamics behind the changing regimes of urban renewal and its social impacts in Taiwan. Before the 1980s, the state was willing to solely shoulder the job of urban renewal with a wholly supportive financial budget and land appropriation law, while in the 1990s it became financially overburdened due to its renewal policy. Around the year 2000, the state turned towards promoting urban regeneration as a key business model. Through this historical exposition, the Taiwanese story of state transformation in urban renewal policy brings two issues to the fore. The first issue is the learning process concerning the policy of public-private partnership (PPP) initiatives. Trans-border policy mobility connects and constitutes cities, such as Taipei, with other places, such as London, through visits and seminars attended by policy makers and experts. However, policy transferred from abroad is “localized” in the learning process and used to prioritize the regeneration of public lands in the urban area. The PPP model is transformed in the face of domestic political struggles. The second issue is the social exclusion as a result of property-led regeneration. Rather than playing the role of an impartial institutional moderator, the state privileged landowners and developers and sacrificed the rights of tenants to stay put. By doing so, the state secures political support from landowner-cum-citizens and initiates a political culture of property in which local citizenship is predicated on ownership. 相似文献

Seabed sediment textural parameters such as mud, sand and gravel content can be useful surrogates for predicting patterns of benthic biodiversity. Multibeam sonar mapping can provide near-complete spatial coverage of high-resolution bathymetry and backscatter data that are useful in predicting sediment parameters. Multibeam acoustic data collected across a ~1000 km2 area of the Carnarvon Shelf, Western Australia, were used in a predictive modelling approach to map eight seabed sediment parameters. Four machine learning models were used for the predictive modelling: boosted decision tree, random forest decision tree, support vector machine and generalised regression neural network. The results indicate overall satisfactory statistical performance, especially for %Mud, %Sand, Sorting, Skewness and Mean Grain Size. The study also demonstrates that predictive modelling using the combination of machine learning models has provided the ability to generate prediction uncertainty maps. However, the single models were shown to have overall better prediction performance than the combined models. Another important finding was that choosing an appropriate set of explanatory variables, through a manual feature selection process, was a critical step for optimising model performance. In addition, machine learning models were able to identify important explanatory variables, which are useful in identifying underlying environmental processes and checking predictions against the existing knowledge of the study area. The sediment prediction maps obtained in this study provide reliable coverage of key physical variables that will be incorporated into the analysis of covariance of physical and biological data for this area. 相似文献
