人工增雨防雹是直接为工农业生产服务的公益性事业,有利于促进草木植被生长,可有效地扑救森林、草场火灾,是保护和改善生态环境的重要措施;可以减轻大气污染程度,改善空气质量,有益于人们的身心健康;可以缓解工业、农业和人民生活用水供需矛盾,促进社会经济可持续发展。分析表明,凡是降水量明显偏少的年份,粮食大都减产;年降雨量多的年份,粮食大都增产。这表明,人工增雨消雹对于经济建设和社会发展尤其是对农业生产有着重要的意义。  相似文献

The Internet has often been portrayed as the ultimate leveler of information where existing hierarchies of power and privilege are undermined by meritocracy. Some websites and functions are, however, more equal than others. In particular, search engines such as Google have been a key means to construct meaning out of disorder. This ordering (or enclosing of the Internet commons), however, comes at a cost as a location within the top 10 Google search results, marks the boundary (albeit a fluid one) between the core and the periphery of the Internet. The recent incorporation of spatial elements into the Google indexing raises fresh and geographically relevant concerns. This article focuses on the construction, access and use of Google derived rankings to deploy geo-referenced information in the physical environment and the way this melding of code and place affects how people interact with place. Using the theoretical concept of DigiPlace this article analyzes how Google Maps and Google Earth are structured and shape what appears (and what does not) in cyberspace and DigiPlace. Of particular concern are the implications of a private corporation controlling this new space.  相似文献

Counting pedestrians on a street and visitors entering a store is a method used to measure the attractiveness of these places. Their volumes are governed by daily, weekly, monthly and yearly cycles and are subject to random influences. This must be taken into account especially where comparison counts reveal changes. When single streets or stores are counted, it must be ascertained whether this figure is representative of the whole city centre and its retailing. Pedestrian volumes can be used for adjusting interview samples to the distribution in time and space of the city centre visitors. Counts of the qualitative characteristics of the pedestrian with respect to composition of groups reveal that surveys among pedestrians are biased in relation to the size of the group. Special attention in surveys should be given to the linking of activities. Whereas much emphasis is given to the accessibility of the city centre from outside, the ‘inner accessibility’ of the city centre is just as important. Long distances are often walked and many destinations visited. This is best recorded by conducting interviews at public transport stops and car parks. The attractiveness of the city centre depends not only on its physical structures but very much on the subjective perception of them; therefore judgements on accessibility, goods and services offered and the urban ambiance should be recorded. Retailer's attitudes concerning the qualities of the city centre should also be compiled for comparison. While ocean acidification (OA) poses a significant threat to ocean-related ecosystems and communities reliant on marine fisheries, aquaculture, and coral reef systems, limited public understanding and awareness can prevent coastal regions from being able to adequately assess the need for OA adaptation or mitigation. This study assessed public understanding of OA and how social and demographic factors influence the public’s concern for OA. The analysis was based on 311 questionnaires from full-time Alaska residents. The results showed that most Alaskans self-reported to have a basic awareness of OA, and subsequently were able to recognize that CO2 emissions related to human activity are the dominant driver of changing ocean conditions. However, there was a low recognition of how natural variability in the marine environment affects OA, and most respondents were not very confident in their understanding of OA-related science. Moreover, even though many communities in Alaska are reliant on commercial and subsistence fishing activities, the respondents had a low awareness of fisheries-related OA risk. Given the ongoing debate associated with climate change research, evaluating CO2 mitigation efforts through the perspective of OA could give individuals an unbiased way to assess the pros and cons of more intensive efforts to curb CO2 emissions. Furthermore, using OA communication to enhance the understanding of how natural variability influences OA around the state and the potential economic implications for Alaska fisheries would help residents and stakeholders make informed decisions when considering fisheries management plans, food security, and job diversity as OA intensifies. Solidifying the understanding that any reduction in pH and intensification of OA can have implications for marine species that are irreversible on human timescales will reinforce not only that OA is an immediate concern, but also the importance of taking action now.  相似文献

Maritime safety has become a major concern in Korea. As an alternative to improve maritime safety, the Korean government is considering enhancing infrastructure associated with maritime safety, in the form of a vessel traffic service (VTS) facility for high density waterways. This study estimates the public value of a VTS facility construction project using the contingent valuation (CV) method. A CV survey using person-to-person interviews was administered to 400 randomly selected households to elicit their willingness to pay (WTP) for the project. Overall, the respondents accepted the contingent market, and on average, Korean households were willing to pay a significant amount toward the project. The mean WTP for the project is estimated to be approximately KRW 4149.5 (USD 3.7) per year per household, which is statistically significant. The estimate of the fiduciary benefit to Korean households is approximately KRW 11.07 billion (USD 9.91 million) per year for five years. The results are expected to be useful for policy-makers in determining the economic feasibility of a VTS.  相似文献

In this paper we discuss the importance of framing the question of public acceptance of sustainable energy transitions in terms of values and a ‘whole-system’ lens. This assertion is based on findings arising from a major research project examining public values, attitudes and acceptability with regards to whole energy system change using a mixed-method (six deliberative workshops, n = 68, and a nationally representative survey, n = 2441), interdisciplinary approach. Through the research we identify a set of social values associated with desirable energy futures in the UK, where the values represent identifiable cultural resources people draw on to guide their preference formation about particular aspects of energy system change. As such, we characterise public perspectives as being underpinned by six value clusters relating to efficiency and wastefulness, environment and nature, security and stability, social justice and fairness, autonomy and power, and processes and change. We argue that this ‘value system’ provides a basis for understanding core reasons for public acceptance or rejection of different energy system aspects and processes. We conclude that a focus on values that underpin more specific preferences for energy system change brings insights that could provide a basis for improved dialogue, more robust decision-making, and for anticipating likely points of conflict in energy transitions.  相似文献

Fecal indicator levels in nearshore waters of South Florida are routinely monitored to assess microbial contamination at recreational beaches. However, samples of sand from the surf zone and upper beach are not monitored which is surprising since sand may accumulate and harbor fecal-derived organisms. This study examined the prevalence of fecal indicator organisms in tidally-affected beach sand and in upper beach sand and compared these counts to levels in the water. Since indicator organisms were statistically elevated in sand relative to water, the study also considered the potential health risks associated with beach use and exposure to sand. Fecal coliforms, Escherichia coli, enterococci, somatic coliphages, and F(+)-specific coliphages were enumerated from sand and water at three South Florida beaches (Ft. Lauderdale Beach, Hollywood Beach, and Hobie Beach) over a 2-year period. Bacteria were consistently more concentrated in 100g samples of beach sand (2-23 fold in wet sand and 30-460 fold in dry sand) compared to 100ml samples of water. Somatic coliphages were commonly recovered from both sand and water while F(+)-specific coliphages were less commonly detected. Seeding experiments revealed that a single specimen of gull feces significantly influenced enterococci levels in some 3.1m(2) of beach sand. Examination of beach sand on a micro-spatial scale demonstrated that the variation in enterococci density over short distances was considerable. Results of multiple linear regression analysis showed that the physical and chemical parameters monitored in this study could only minimally account for the variation observed in indicator densities. A pilot epidemiological study was conducted to examine whether the length of exposure to beach water and sand could be correlated with health risk. Logistic regression analysis results provided preliminary evidence that time spent in the wet sand and time spent in the water were associated with a dose-dependent increase in gastrointestinal illness.  相似文献
