This paper examines four broad policy and public responses to the American Dust Bowl in the 1930s as a way of exploring how society today could address our own “food crisis”. More particularly, in the Dust Bowl some argued that solutions would be found by engineers and farmers who would develop new ways of watering dry fields. A second group believed that inappropriate political and economic incentives had led to bad farming practices prior to the drought and this contributed to wide-spread erosion. To this group, the best solutions included governmental regulation of farm practices. A third group focused on the welfare of individuals, arguing that creating a social safety net to protect marginalized families was the highest priority. Finally, there were commentators who advocated for a smaller scale, ecological, and holistic approach to farming. Today, the same four perspectives are present in debates about how to maintain global food security in light of population growth, high energy prices and climate change. Exploring the similarity of the discourses between today's food crisis and the one that hit American society 80 years ago reveals that advocates of the four different camps are motivated by very different principles. Briefly, proponents of technological solutions base many of their arguments on the assumption that human ingenuity is capable of producing extremely productive food systems. The managerial arguments, by contrast, are based on the idea that the natural environment can be rationally and efficiently managed using scientific principles. The social welfare narrative seeks to create a more equitable food system. Finally, the ecological and holistic narrative argues that diverse, small scale and local food systems are a prerequisite for long term sustainability. The primary contribution of this paper, therefore, is to expose these deeply held ontological tensions as a way of arguing that policy makers today must de-politicise arguments and use the principles embedded in all four narratives when designing programmes to ensure that the 21st century does not face a repeat of the crisis of the 1930s.  相似文献

Assessing the environmental impact due to consumption of goods and services is a pivotal step towards achieving the sustainable development goal related to responsible production and consumption (i.e. SDG 12). Household appliances plays a crucial role and should be assessed in a systemic manner, namely considering all life cycle stages, technological efficiency, and affluence aspects. The present study assess the impact of such household appliances used in Europe, and tests scenarios of potential impact reduction at various scales. Life cycle assessment is applied to 14 different household appliances (ranging from dishwashers to television devices) selected to build a set of representative products, based on their economic value and diffusion in households in Europe. Related impacts are calculated with the Environmental Footprint method for calculating a Consumer Footprint “appliances” for the baseline year 2010. A number of scenarios encompassing eco-solutions on a technical level, changes in consumption pattern, behavioral changes, as well as the combination of all these aspects are run to estimate the Consumer Footprint related to household appliances for the year 2030, compared against this baseline scenario. The baseline Consumer Footprint is confirming the importance of the use phase in leading the impacts in almost all impact categories. Testing different scenarios concludes that there is a reduction of the impact for most of the categories (with up to 67% for the ozone depletion potential, and still around 35% for the global warming potential), while two of the here examined impact categories (i.e. land-use and mineral resource depletion) show an overall potential that is even negative – i.e. the results of all scenarios are higher than the ones of the 2010 baseline scenario. The increase in purchase and use of such appliances may offset energy efficiency benefits in some of the examined categories. Hence, the assessment of sustainability of appliances consumption should always include several scales, from the efficiency of the products (micro scale), to the improvement of the energy mix (meso scale), up to accounting for socio-economic drivers and patterns of consumption affecting the overall appliances stock (macro scale).  相似文献

受资源禀赋制约,我国铁矿砂供需缺口较大,导致其进口量在近年表现为跳跃式增长,经济成本也居高不下。对铁矿砂征收17%的进口环节增值税,不仅使得政策导向模糊不清,而且易引发国内资源开发热潮及诱发成本推动型通货膨胀,进而不利于国家宏观调控管理。为了进一步挖掘政策潜力,使得优惠的进口环节增值税政策能够对铁矿砂进口产生促进作用,并减轻对下游产业发展的成本压力,建议取消当前铁矿砂的进口环节增值税。  相似文献

岳家营暗河的水流多来自于通海杞麓湖水,30年前岳家营暗河水质相对较好,基本上符合饮用水标准.但近年来由于杞麓湖受到污染,水质达到劣Ⅴ类,导致岳家营暗河地下水受到污染,主要超标项有汞、镉、亚硝酸盐和氰化物等,已不符合生活饮用水标准.针对地下水污染加剧状况,建议:1.沿湖控制污水排放;2.加强水质监测;3.提高公众环境意识并加强地下水保护宣传力度.  相似文献

According to Madeley’s (2003) comparative framework of state–church relations in Europe, Poland is part of the historic Northeast-Southeast multi-confessional culture belt. The aim of this paper is to analyse the historic relationships between the Polish state and church in relation to this framework with special attention to the post-Second World War period and to the consequences for the Polish religious landscape. In contrast to the multi-confessionality of the historic Polish polities, after the Second World War Poland became a mono-confessional, Roman-Catholic country. Territorial changes, the resettlement of people and the annihilation of the Jewish population by the Nazis were responsible for this religious homogenisation. Consequently, the relationship between state and church was almost completely confined to the relationship with the Roman-Catholic Church. During the 45 years of communist dominance, that church became the largest public organisation independent of the state authorities and played the most important role in the struggle against the ‘atheisation’ of Polish society as a consequence of the strong support for the church by the majority of people. The post–1989 period is characterised by a liberalisation towards non-Catholic religious communities and – after an initial reluctance – a positive attitude of the Polish Roman-Catholic Church (strongly supported by the Polish Pope John Paul II) towards the Polish membership of the European Union.

This article addresses concerns that the multilateral trade regime centered in the WTO and the emerging climate regime may conflict in ways that could be damaging to either or both. The article discusses the institutional and diplomatic context of these concerns, and it identifies the kinds of issues that are in question. The analysis suggests that there are opportunities for win—win outcomes in the interactions of the two regimes, for instance in the possibility of reducing fossil fuel subsidies. However, there are also problematic areas where they intersect. A core issue—and as yet an unresolved one—is whether and how emission credit trading and other activities envisioned by the Kyoto Protocolwould be subject toWTOrules. The resolution of this issue will affect many other issues as well. Additional specific issues about the interactions of particular provisions inWTOagreements and theKyoto Protocol are analyzed in a subsequent companion article in Climate Policy.  相似文献

The Low-Carbon Society (LCS) research project (Strachan et al., 2008) is to be congratulated for providing a rich, useful source of models to inform and precipitate discussion of policy options for moving towards a low-carbon society. This commentary explores additional considerations that warrant inclusion in any policy discussion: the feasibility of political will and leadership, the limitations of technical feasibility, and clarity about what ‘the price of carbon’ means. Difficulties exist with establishing carbon prices due to differences in energy prices between countries and the distinction between baseline (existing policies) and additional parts. An alternative may be to place more emphasis on the energy price for mitigation, along with other indicators (energy efficiency, carbon intensity, renewable power diffusion) for comparison. A policy is proposed, based on the energy price combined with an emphasis on accelerating technological innovation and overcoming barriers to the adoption of energy efficiency measures.  相似文献

Abstract

To comply with the Kyoto Protocol, signatory nations have implemented a policy template of reducing greenhouse gas emissions mainly from the electricity generation and heavy industry sectors. This article shows how, in the case of France, a policy style based on ‘environmental meso-corporatism’ has largely exhausted this ‘standard recipe’. To consider how far France has developed fresh solutions, two phases of climate policy-making in the 2000s are analysed. Increased recourse to new environmental policy instruments is identified, but implemented through the institutional routines of ‘environmental meso-corporatism’. The article argues that although this policy style has proved relatively well adapted to regulating the technologies of production, it has little purchase on cultures of consumption within the residential and transport sectors. Faced with new challenges, policymakers have proved better equipped to reform policy content than policy style. But France shows some reluctance to resolve the problem of limited policy reach.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献
