Achieving a balance between fishing capacity and fishing opportunities is one of the major challenges in European fisheries. One way to achieve this is to introduce individual tradable quotas or similar management measures. In several mackerel and herring fisheries in the Northeast Atlantic, such systems have already been introduced on a national basis and the long term economic gains of this have been acknowledged. This paper takes this a step further and investigates the potential economic gains from introducing individual tradable quotas between countries. Overall, the results show that the gross cash flow can be improved by 21% by allowing the mackerel and herring quotas to be traded internationally in the Northeast Atlantic. This rent gain arises mainly from increased productivity by allowing tradability between areas and fleets. The analysis also shows that the Danish pelagic fleet will gain from increasing its share of mackerel and herring quotas, whereas the Irish fleets are incentivised to sell quota, if individual quotas are allowed to be traded among countries. This result is in line with the qualitative analyses that show that Irish fishermen targeting herring in the Celtic Sea are negatively oriented towards international individual tradable quotas, whereas the Danish pelagic fishermen have strong preferences for international individual tradable quotas.  相似文献

针对无源微波遥感时间分辨率高可以克服云层影响获取地表温度的问题,该文应用AMSR-E微波亮度温度数据,分别选取了基于发射率估计的单通道反演法和多通道线性拟合法反演东北地区地表温度。在原有方法的基础上提出算法改进:对单通道反演法按照植被生长周期在生长季与非生长季分别建立发射率估计方程,探究各微波通道在每种地表覆被类型的反演能力并组合反演精度最高的通道,将微波极化差异指数作为表征发射率参数加入多通道拟合方程。结果显示,获取的地表温度剔除水体和冰雪无效像元后可用性达到100%,改进后的单通道反演法均方根误差由3.58~4.6降低至2.0~3.1,在75%的区域的误差小于2 K;多通道拟合法的最终均方根误差为2.6~3.5,同样有较高精度且只使用微波亮温数据就能获取地表温度。  相似文献

利用美国国家环境预报/大气研究中心(NCEP/NCAR)再分析月平均数据分析了1960—2009 年夏季东北冷涡的异常特征,研究了夏季东北冷涡与同期淮河流域降水的关系,发现:东北冷涡偏强时,淮河流域的降水很可能偏多,东北冷涡偏弱时,淮河流域的降水很可能偏少。东北冷涡异常强年,淮河流域高低层环流具有斜压性,且低层有显著的正涡度发展,促进了上升对流运动活跃发展。而东北冷涡活动异常频繁,有利于引导潮湿阴冷的北方气流南下,与东亚夏季盛行的西南暖湿气流在淮河流域上空交汇,在上升运动的触发下,导致淮河流域降水明显增多;东北冷涡弱年的情况正好相反。  相似文献

台风北移变性并入东北冷涡是造成东北地区夏季大范围暴雨的主要形式之一, 但其中的热动力结构变化特征及其物理机制尚不清晰。本文利用美国国家环境预报中心(NCEP)的再分析资料对一次台风变性并入东北冷涡过程进行动力诊断分析, 分析结果显示:冷涡冷空气的不断侵入以及台风移动形成的相对冷平流使得台风暖心结构消亡, 其低层低压辐合和高层高压辐散结构消失, 变性并入东北冷涡后气旋整层偏冷, 低层出现冷中心。台风变性并入东北冷涡过程中, 冷涡中心附近高空急流南侧的反气旋切变抑制气旋直接往高空发展, 而急流轴左侧的热动力分布特征有利于垂直涡度的发展, 变性后的气旋环流向冷涡的移近有利于急流轴维持倾斜, 从而促进气旋向高空冷涡倾斜发展。同时, 冷空气在气旋低层附近堆积导致等假相当位温线发生倾斜, 造成垂直涡度在气旋中层倾斜发展。台风变性并入东北冷涡后, 高空冷涡槽底的正垂直涡度平流促进气旋由中层直接向高层发展, 而高空冷涡槽底急流促进正垂直涡度平流的维持。气旋高空环流的发展反过来削弱了东北冷涡的高层环流, 导致高空冷涡中心出现北撤。  相似文献

The relationship between economic development and energy consumption is revealed by employing cointegration theory, the index decomposition method, and a log-linear regression approach based on a case study of Jilin Province, China. The results suggest: 1) the economic development and energy consumption are interdetermined, whose relationship is positive and long-term. The economic development is highly depending on the energy in Jilin Province. 2) Under the condition of other unchanged factors, the change of industrial energy efficiency contributes to the energy saving, while that of industrial structure increases the energy consumption. 3) The industrial structure change enhances the energy intensity, but the energy utility efficiency change lowers it. From the view of contribution to the energy consumption, the contribution of industrial structure was more than that of the energy utility efficiency in 2000-2011. 4) In 2000-2011, the comprehensive energy intensity change and hydroelectricity energy intensity change were related to all industrial structures' change, and the influencing factors about structure of oil energy intensity change were more than those of coal energy intensity change; from the impact degree, agricultural proportion decreased exerted an positive and greater effect on lowering the energy intensity of comprehensive energy and hydroelectricity, and industrial one did on coal and natural gas. Some conclusions can be drawn as follows: the major way to promote the coordinated development of the industrial economy and energy consumption is to optimize the industrial structure by increasing the proportion of the tertiary industry and low energy consumption industrial sectors and to enhance the energy utility efficiency.  相似文献

The spatially explicit reconstruction of historical land-cover datasets plays an important role in studying the climatic and ecological effects of land-use and land-cover change(LUCC). Using potential natural vegetation(PNV) and satellite-based land use data, we determined the possible maximum distribution extent of forest cover in the absence of human disturbance. Subsequently, topography and climate factors were selected to assess the suitability of land for cultivation. Finally, a historical forest area allocation model was devised on the basis of the suitability of land for cultivation. As a case study, we used the historical forest area allocation model to reconstruct forest cover for 1780 and 1940 in Northeast China with a 10-km resolution. To validate the model, we compared satellite-based forest cover data with our reconstruction for 2000. A one-sample t-test of absolute bias showed that the two-tailed significance was 0.12, larger than the significant level 0.05, suggesting that the model has strong ability to capture the spatial distribution of forests. In addition, we calculated the relative difference of our reconstruction at the county scale for 1780 in Northeast China. The number of counties whose relative difference ranged from-30% to 30% is 99, accounting for 74.44% of all counties. These findings demonstrated that the provincial forest area could be transformed into forest cover maps well using the model.  相似文献

Based on the final analysis data with horizontal resolution of 1°× 1°(four times a day) from the National Centers for Environmental Prediction(NCEP), a typical Northeast China cold vortex(NCCV) during the spring of 2010 was examined with the quasi-Lagrange- form eddy flux circulation(EFC) budget equation. Results indicated that the mechanisms that account for the development, maintenance, and attenuation of the cyclone varied with levels and stages. Displacement of the cyclone and transports by background environmental circulations dominated the variation of the cyclone in the middle and upper levels, whereas displacement and divergence associated with the cyclone dominated the evolution of the NCCV in the middle and lower levels. Moreover, interactions between the NCCV and other subsynoptic weather systems were important for the development of the cyclone, and the pattern of background environmental circulations was also important for the evolution of the NCCV, since the cyclone enhanced(weakened) as it moved from areas of low(high) vorticity to high(low) ones.  相似文献

Our understanding of the significance of sound production to the ecology of deep-sea fish communities has improved little since anatomical surveys in the 1950s first suggested that sound production is widespread among slope-water fishes. The recent implementation of cabled ocean observatory networks around the world that include passive acoustic recording instruments provides scientists an opportunity to search for evidence of deep-sea fish sounds. We examined deep-sea acoustic recordings made at the NEPTUNE Canada Barkley Canyon Axis Pod (985 m) located off the west coast of Vancouver Island in the Northeast Pacific between June 2010 and May 2011 to determine the presence of fish sounds. A subset of over 300 5-min files was examined by selecting one day each month and analyzing one file for each hour over the 24 h day. Despite the frequent occurrence of marine mammal sounds, no examples of fish sounds were identified. However, we report examples of isolated unknown sounds that might be produced by fish, invertebrates, or more likely marine mammals. This finding is in direct contrast to recent smaller studies in the Atlantic where potential fish sounds appear to be more common. A review of the literature indicates 32 species found off British Columbia that potentially produce sound could occur in depths greater than 700 m but of these only Anoplopoma fimbria and Coryphaenoides spp. have been previously reported at the site. The lack of fish sounds observed here may be directly related to the low diversity and abundance of fishes present at the Barkley Canyon site. Other contributing factors include possible masking of low amplitude biological signals by self-generated noise from the platform instrumentation and ship noise. We suggest that examination of data both from noise-reduced ocean observatories around the world and from dedicated instrument surveys designed to search for deep-sea fish sounds to provide a larger-scale, more conclusive investigation into the role, or potential lack thereof, of sound production.  相似文献
