阜新地区决策气象服务技术方法研究

应用阜新地区多年降水和土壤墒情气象资料,研究并建立了针对阜新地区的“利用秋季降水预测春播关键期土壤底墒”、“利用3～4月降水预测春播关键期土壤增墒量”、“利用降水量预测降水渗透深度”和“利用墒情递减率预测旱情趋势”等决策气象服务技术方法,并投入业务使用。     

辽阳地区6～8月耗电量与气象条件关系及预报

根据2002～2004年辽阳地区逐日耗电量和气象资料,分析了6～8月耗电量与气象条件的关系。结果表明:耗电量对气温的变化最敏感,与日照、降水、相对湿度等气象要素也有一定的相关性。在此基础上建立多元回归预报模型,对每月的逐日平均、最大、最小耗电量进行预报,对建设节能型社会、提高用电效率具有应用价值。     

Creating local management legitimacy

How can legitimate local management be created in a situation initially lacking respect for both local authority and federal government regulations? This question is addressed through examination of the 18-year history of what became an effective local regulatory regime for clams in an aboriginal community in British Columbia, Canada. After considering structural conditions favoring local management in the fishery, the community, and governance arrangements, four stages in the development of legitimate local management are examined, considering the roles of regulatory, scientific, political, and moral legitimacy. Eight hypotheses regarding the larger question of legitimate fisheries regulations are confirmed or proposed.     

Artisanal fishing areas and traditional ecological knowledge: The case study of the artisanal fisheries of the Patos Lagoon estuary (Brazil)

One hundred and twenty-four fishing areas were identified and georeferenced according to fishermen's traditional ecological knowledge. Nearly 80% of the designations of the fishing areas were known by fishermen only and are registered for the first time. Fishermen identify fishing areas according to depth, wooden logs used to anchor fixed nets, gradation of water transparency, and traditional use of certain areas. This study reveals the richness of knowledge held by fishermen, it illustrates their solid straight relationship with the natural environment where they live, and shows the potential uses of TEK for fisheries management.
