MPAs and stakeholder education are marine conservation cornerstones, but data to assess adherence to regulations and the success of educational methods are missing. Local MPAs have been established to protect inter-tidal mudflats and shore users from bait collection which is a contentious worldwide issue. Video cameras monitored activity and confirmed if collectors adhered to the rules at three UK sites with different MPA systems. An educational approach (a voluntary code leaflet) was also assessed through stakeholder discussion and observation. Fareham Creek and Dell Quay supported a considerable number of collectors with none observed at Pagham Harbour. At Fareham Creek bait dug areas were evident in discrete patches in unprotected and protected areas, but observed collectors mainly used the latter. The failure to exclude collectors is due to the lack of enforcement. At Dell Quay virtually all dug areas were outside protected areas and was confirmed by the camera footage. Success is attributed to regular on-the-ground ‘unofficial’ enforcement by the managing NGO. Of the retailers, 75% had heard of the code and the majority stated they followed it. However, none of the 26 collectors observed followed a key rule (e.g. backfilling holes). Local marine conservation is relatively cheap and can be effective, but only if: management matches the actual pressure; scientific evaluation for all components (including education) is integrated from the beginning; adequate site enforcement is included; education methods are active, two-way and sustained.  相似文献

Marine spatial planning (MSP) has a need for spatial delimitation and for the identification of spatial classes. This paper reports on the findings of a pilot study that was undertaken to test the development of a data informed spatial typology for the Baltic Sea. The Baltic Sea is a comparatively shallow sea with nine adjoining countries and intense anthropogenic activities. The aim of the study was to assess the applicability and value of such a spatial typology for MSP. A spatial typology with seven different spatial classes was identified. The approach used here to identify a spatial typology could be used for seas worldwide.  相似文献

Although significant advancements on protecting marine biodiversity and ecosystems of the Mediterranean Sea have been made, much remains to be done to achieve the targets set by the Convention for Biological Diversity (and the Barcelona Convention) and ratified by the 21 Mediterranean governments. Particularly, these targets require the design and implementation of an ecologically representative network of marine protected areas that covers 10% of the Mediterranean surface by 2020. Despite the many efforts to gather spatial information about threats to the Mediterranean and conservation planning initiatives that identify sensitive areas for conservation, we are far from achieving this target. In this paper, we briefly review existing and proposed conservation initiatives at various scales throughout the Mediterranean to recognise those that have political endorsement and those that serve more as lobbying tools. We then propose a model process that can be applied to advance marine spatial planning within the eleven ecologically and biologically significant areas (EBSAs) through a multi-step process designed for moving conservation forward in this particularly complex region. The proposed process combines tenets of professional urban/regional planning and systematic conservation planning. As shown with two specific examples, despite some conventional wisdom, there is enough information on the Mediterranean Sea to move forward with ecosystem-based marine spatial management for conservation purposes using the EBSAs as a starting point - and the time is right to do so.  相似文献

The present study evaluates the potential of Hymeniacidon heliophila as bioindicator of PAH contamination. For this, concentration of 33 PAH was determined in organisms from sites with different contamination level including the heavily polluted Guanabara Bay, Rio de Janeiro, and less impacted coastal areas. PAH concentration and typology were determined in sponges collected from different depths and in two different seasons. The brown mussel broadly studied as bioindicator was also sampled from the same sites for comparison. Both species provided similar information on total PAH concentration which is related to site contamination level. Sponges, however, revealed slight tendency to accumulation of combustion-derived PAH in relation to petrogenic compounds. Differences in PAH typology between species may derive from the interspecific variation in particle size ingestion. Different hydrocarbon typologies were observed in sponges from dry and wet season and PAH concentration varied with depth. H. heliophila may be used as an alternative approach to investigate the presence and sources of PAH in estuarine areas.  相似文献

The marine diamond deposits of southern Africa owe their existence to fluvial transport down the Orange River to the South Atlantic. On the coast, they were moved, sorted and concentrated by high-energy sea and wind conditions to create a veneer of diamondiferous gravels on the sea floor. Large scale, offshore production by De Beers Marine commenced in 1989 in Namibian waters. The company now acts as a contractor for Namdeb, a corporation owned jointly with the Namibian governments. Some junior public companies also produce diamonds by large-scale mechanized means and conduct extensive exploration programs. Two important developments have occurred recently. Firstly, equipment for the recovery of diamonds from the seabed has been successfully borrowed from other industries. Large drills from onshore civil engineering have been modified for marine sampling and mining. Remotely controlled, seabed-mounted, excavational systems have assumed a major role. The new systems allow both evaluation sampling and subsequent mining to be undertaken by similar or the same equipment, making the results compatible. They permit highly selective extraction and enhanced recovery of the gravels from irregular bedrock in water approaching 200 m deep. But none is universally applicable offshore, each being the preferred system under different conditions. Secondly, the total output of sea diamonds from Namibian waters has increased to 0.8 million carats annually and now exceeds that from all the country's onshore sources. An industry has become established. Corporate and individual perseverence, government encouragement, new technology, shareholders' risk finance, and De Beers' diamond marketing have all played a role in the success. Future diamond production may increase as companies meet the challenge of working lower grade, higher volume deposits, which will require new approaches to the mining process. With a decrease in the physical risk of marine mining, the most variable inputs in operational planning and production forecasting are recovered grade and throughout rate, together with equipment availability. The importance of reliable grade estimation from sufficient sampling density is widely perceived, but the greatest performance risk can involve the predicted excavation rate and ''mineability'' of the seabed sediments. Published reserve statements would benefit from a requirement to specify the planned mining method, the consequent cutoff grade to be employed, and whether or not test mining has been undertaken.  相似文献

England is about to embark on the introduction of an integrated approach to the management of its marine environment, known as marine planning. The management of human activity in the marine environment is a central function of marine planning; therefore, stakeholder involvement will be crucial for the successful development and subsequent implementation of marine plans. The range of stakeholder activities, their connection to the marine environment and interest in its management are likely to vary considerably on a local, regional and national scale. It is realistic to assume that it will not be possible to involve every stakeholder all the time; therefore in order to develop efficient and effective stakeholder involvement during the marine planning process it is sensible to determine who to involve, when to involve them, and how to involve them from the outset. This paper discusses the role of stakeholders in the marine planning process through consideration of the results of a stakeholder analysis, which was informed by primary data collated from stakeholders within the Solent. The paper concludes with a proposed mechanism, comprising different organisational units, for managing stakeholder involvement in the marine planning process.  相似文献

The small, genetically distinct population of Indo-Pacific bottlenose dolphins (Tursiops aduncus) in Port Stephens, New South Wales (NSW), is the target of the largest dolphin-watching industry in Australia and falls within the recently created Port Stephens—Great Lakes Marine Park. The effectiveness of Speed Restriction Zones (SRZs) as a management tool in this area was investigated during their second year of implementation by comparing dolphin usage and behaviour to adjacent Control Zones (CZs) of similar habitat. For this purpose, boat-based surveys and focal follows of dolphin groups were carried out in the zones between August 2008 and August 2009. Results showed that SRZs were more intensely used by dolphin-watching boats in summer. There was no change in dolphins’ behaviour and group structure in the presence of dolphin-watching boats in SRZs when compared to dolphin groups within CZs in any season. Dolphin groups including calves used SRZs less during summer. The latter may indicate a shift in area utilisation for those groups during intense boat traffic by dolphin-watching operators. CZs were more important than SRZs as foraging grounds for dolphins in summer. This indicates that SRZs as specified are not effective at minimising boating impacts and that the location of these zones should in time be revised. This is important information for management of dolphin-watching within this marine park and an example of adaptive management in progress. Moreover these results are relevant for conservation of dolphins and the management of dolphin-watching industries elsewhere, particularly new industries, where management strategies may incorporate marine protected areas including zoning plans.  相似文献

Ecosystem-based management is more successful when a great diversity of stakeholders is engaged early in a decision-making process. Implementation of the California Marine Life Protection Act (MLPA) has been stakeholder-based, coordinating the participation of a wide range of people including divers, fishermen, conservationists, local officials, business owners and coastal residents. Although commercial and recreational fishermen have actively participated throughout the MLPA implementation process, and research related to California’s sport and commercial fisheries has been integrated into the process, pier and shore anglers have been relatively unengaged as stakeholders. This study was completed to generate information about pier angler understanding and sentiment towards marine protected areas (MPAs), as well as to educate anglers on the MLPA implementation process in southern California and inform them on involvement opportunities. Of the 3030 pier anglers surveyed over 12 months, 78% only fish for subsistence from piers and from shore (never from boats); 84.6% are of non-White/Euro-American ethnicity and speak English as a second language; and 82% indicated that they were supportive of establishing a strong network of MPAs in southern California, specifically fully-protective no-take marine reserves. This study is an example of an alternative and customized method of outreach designed to reach a unique and previously unengaged stakeholder group, which stands to be affected by the implementation of the MLPA in California. Engaging such non-traditional stakeholders in public policy may be critical for decision makers to gauge all views from those standing to be affected by a policy—not just the views of those that regularly attend policy meetings—and for the ultimate success of policy implementation and community support.  相似文献

Addressing social and economic considerations is crucial to the success of Marine Protected Area (MPA) planning and management. Ineffective social assessment can alienate local communities and undermine the success of existing and future MPAs. It is rare to critique the success of methods used currently to incorporate social and economic considerations into MPA planning. Three Australian MPA planning processes covering three states and incorporating federal and state jurisdictions are reviewed in order to determine how potential social impacts were assessed and considered. These case studies indicate that Social Impact Assessment (SIA) is under-developed in Australian MPA planning. Assessments rely heavily on public participation and economic modelling as surrogates for dedicated SIA and are followed commonly by attitudinal surveys to gauge public opinion on the MPA after its establishment. The emergence of issues around public perception of the value of MPAs indicates the failure of some of these proposals to adequately consider social factors in planning and management. This perception may have potential implications for the long term success of individual MPAs. It may also compromise Australia's ability to meet international commitments for MPA targets to gazette at least 10% of all its marine habitats as MPAs. Indeed, this is demonstrated in two of the three case studies where social and economic arguments against MPAs have been used to delay or block the future expansion of the MPA network.  相似文献

The Marine and Coastal Access Act 2009 is now enacted into law. This paper looks at predictions made about new law by one of the authors, Peter Jones, in his paper The Marine Bill: Cornucopia or Pandora's Box [1] and assesses how successful the Act has been in turning aspirations into law. The paper focuses on the following areas: ecosystem protection, stakeholder engagement, marine spatial planning and the provision of a network of highly protected marine reserves, and raises concerns that the ecosystem approach has progressively been dropped in the drafting process of the legislation. Concerns are raised that the new Inshore Fisheries and Conservation Authorities have similar inherent conflicts of interest to those exhibited by Sea Fisheries Committees, which they sought to replace. The effectiveness of marine planning is questioned, as there appear to be inbuilt loopholes for public authorities to avoid complying with the marine plans. The draft marine policy statement (MPS), published in July 2010, includes appropriate environmental safeguards, but the MPS has not yet been formally adopted. The absence of a concrete target for highly protected marine reserves means there is a danger that designations under the Act may have little effect on the ground. In conclusion the Act provides some new mechanisms for marine protection, but arguably does not yet provide a framework for implementing the ecosystem approach and is not an end in itself.  相似文献
