Although agriculture could contribute substantially to European emission reductions, its mitigation potential lies untapped and dormant. Market-based instruments could be pivotal in incentivizing cost-effective abatement. However, sector specificities in transaction costs, leakage risks and distributional impacts impede its implementation. The significance of such barriers critically hinges on the dimensions of policy design. This article synthesizes the work on emissions pricing in agriculture together with the literature on the design of market-based instruments. To structure the discussion, an options space is suggested to map policy options, focusing on three key dimensions of policy design. More specifically, it examines the role of policy coverage, instruments and transfers to farmers in overcoming the barriers. First, the results show that a significant proportion of agricultural emissions and mitigation potential could be covered by a policy targeting large farms and few emission sources, thereby reducing transaction costs. Second, whether an instrument is voluntary or mandatory influences distributional outcomes and leakage. Voluntary instruments can mitigate distributional concerns and leakage risks but can lead to subsidy lock-in and carbon price distortion. Third, the impact on transfers resulting from the interaction of the Common Agricultural Policy (CAP) with emissions pricing will play a key role in shaping political feasibility and has so far been underappreciated.
POLICY RELEVANCE
Following the 2015 Paris Agreement, European climate policy is at a crossroads. Achieving cost-effectively the 2030 and 2050 European targets requires all sectors to reduce their emissions. Yet, the cornerstone of European climate policy, the European Union Emissions Trading System (EU ETS), covers only about half of European emissions. Major sectors have been so far largely exempted from carbon pricing, in particular transport and agriculture. While transport has been increasingly under the spotlight as a possible candidate for an EU ETS sectoral expansion, policy discussions on pricing agricultural emissions have been virtually absent. A decadal change in summer rainfall in the Asian inland plateau(AIP) region is identified around 1999. This decadal change is characterized by an abrupt decrease in summer rainfall of about 15.7% of the climatological average amount,leading to prolonged drought in the Asian inland plateau region. Both the surface air temperature and potential evapotranspiration in the AIP show a significant increase, while the soil moisture exhibits a decrease, after the late 1990s. Furthermore,the normalized difference vegetation index shows an apparent decreasing trend during 1999–2007. Three different drought indices—the standardized precipitation index, the standardized precipitation evapotranspiration index, and the self-calibrating Palmer drought severity index—present pronounced climate anomalies during 1999–2007, indicating dramatic drought exacerbation in the region after the late 1990s. This decadal change in the summer rainfall may be attributable to a wave-like teleconnection pattern from Western Europe to Asia. A set of model sensitivity experiments suggests that the summer warming sea surface temperature in the North Atlantic could induce this teleconnection pattern over Eurasia, resulting in recent drought in the AIP region. 相似文献
It is widely recognized that rainfall over the Yangtze River valley (YRV) strengthens considerably during the decaying summer of El Niño, as demonstrated by the catastrophic flooding suffered in the summer of 1998. Nevertheless, the rainfall over the YRV in the summer of 2016 was much weaker than that in 1998, despite the intensity of the 2016 El Niño having been as strong as that in 1998. A thorough comparison of the YRV summer rainfall anomaly between 2016 and 1998 suggests that the difference was caused by the sub-seasonal variation in the YRV rainfall anomaly between these two years, principally in August. The precipitation anomaly was negative in August 2016——different to the positive anomaly of 1998. Further analysis suggests that the weaker YRV rainfall in August 2016 could be attributable to the distinct circulation anomalies over the midlatitudes. The intensified "Silk Road Pattern" and upper-tropospheric geopotential height over the Urals region, both at their strongest since 1980, resulted in an anticyclonic circulation anomaly over midlatitude East Asia with anomalous easterly flow over the middle-to-lower reaches of the YRV in the lower troposphere. This easterly flow reduced the climatological wind, weakened the water vapor transport, and induced the weaker YRV rainfall in August 2016, as compared to that in 1998. Given the unique sub-seasonal variation of the YRV rainfall in summer 2016, more attention should be paid to midlatitude circulation——besides the signal in the tropics——to further our understanding of the predictability and variation of YRV summer rainfall. 相似文献
