我国经济的全球化及其对城镇体系的影响

本文分析了自我国实行开放政策以来,经济加快融入世界经济体系,进出口贸易与利用外资迅速扩展的情况。由于沿海地区与内陆地区社会经济发展水平及区位条件的差异,沿海地区获得更多的发展机会,从而在一定程度上影响了我国城镇体系的变化,加速沿海原有新城镇群的发展,新城镇群的形成,但由此也带来了沿海城镇的外来暂住人口大量增加、交通拥挤、土地利用难以控制以及环境污染加重等问题,城镇之间的竞争多于协调,对城镇体系的发展不利。     

Tropical aquaculture: Need for a strong research base

The authors argue that tropical aquaculture could make a significant contribution to the world fish supply, but is hindered by the absence of an adequate research base. They outline the history of aquacultural research, analyse the problem of the lack of a sustained basic research programme for the development of tropical aquaculture, and propose solutions on the basis of successes in agricultural research.     

Korea's fisheries industry and government financial transfers

The Korean fisheries industry has long played a role as a national food industry with agriculture. Fisheries products supply about 39.2% of animal proteins that Korean people need. The industry, however, is facing great challenges including international arguments for reduction or abolition of fishery subsidies. Therefore, it is urgent for us to review the characteristics of fishery subsidies according to WTO, OECD, FAO and UNEP. This paper examines the status of Korean fishery industry, and to tackle the problems of the currently supported fishery policy funds, whose total amount in 1999 was more than 1 trillion Korean won with 77 fishery projects.     

Producers'' organizations and devolved fisheries management in the United Kingdom: Collective and individual quota systems

In the United Kingdom responsibility for the management of national catch quotas has since 1984 been extensively devolved to producers' organizations, Institutions created by the European Community in order to implement the common organization of the Community market for fish. The paper describes the development of the UK quota management system and the approaches adopted by different producers' organizations to the internal management of their quota allocations. Because of changes in the UK fishing vessel licensing rules as well as developments in the quota allocation system, there is an emerging market in quotas at both individual and collective levels. The implications of these developments are discussed, including the possible evolution, largely through industry-led innovation, of some sort of individual transferable quota (ITQ) system for the UK.     

Transferability of fishing rights: The Spanish case

Some authors defend the implementation of regulation mechanisms such as individual transferable quotas, that is, the capacity to assign every fisherman an individual right so that he can fish a certain quantity of a specific species during a concrete period of time, as the most efficient way to reach a greater resource assessment and to guarantee biological sustainability. Nevertheless, much attention has been brought to the fact that, since these rights can be sold, negotiated, exchanged or transferred by the owners, it can bring about a concentration process, which would not favour social equity.
