通过耦合投入产出分析方法和结构分解模型,探讨2002~2010年区域碳排放转移的演变特征、驱动因素及其地理源特征。研究发现:2002~2010年流出和流入河南省的贸易隐含碳排放均处于不断增加的趋势,其中流出贸易隐含碳排放主要是受外部最终需求的影响,且主要集中在中国的中部和东南部地区,而流入贸易隐含碳排放则主要是受本地最终需求和本地最终产品结构的影响最为显著,且主要来源于中国的东部、东北部和中部地区。研究还发现,为减轻贸易对区域碳排放及其减排责任的影响,开展区域合作来共同减排比单个地区独自应对更为有利,但在区域合作中各地区的获益程度可能会有所差别。  相似文献

采用表观能源消费数据进行分能源品种和分行业类型的碳排放总量核算,利用基于IDA理论和Kaya恒等式的LMDI模型对碳排放总量变化进行多要素的分解分析,在解析人口规模效应、经济产出效应、能源强度效应对碳排放影响机理的同时,进一步纳入人口结构性因素、产业结构性因素和能源结构性因素对碳排放的影响。以广州市为例,对其2003—2013年产业活动和居民消费2个部门碳排放的主要驱动因素进行时间序列分析,并定量研究各个影响因子在2003—2005、2005—2010和2010—2013年3个不同发展阶段的作用机理,主要研究结论如下:1)广州市能源消费及其碳排放前期以煤炭为主,近年来以石油为主,同时外购电力对广州市的能源消费结构优化影响显著。2)各影响因子对广州市碳排放总量变化的作用机理与影响机制在3个发展阶段各不相同,不同发展阶段的发展措施和政策背景对于各个影响因子的碳排放效应影响显著。3)总体分析,经济产出效应和人口规模效应是产业部门碳排放增长的最主要贡献因子;工业能源消费强度效应、工业能源消费结构效应和经济结构效应是遏制产业部门碳排放增长的最主要贡献因子。城镇居民收入效应是居民消费碳排放增长的最主要贡献因子,城镇居民能源消费强度效应是遏制居民消费碳排放增长的最主要贡献因子。  相似文献

因区域间贸易而转移的碳排放对于全球各个国家或者地区的碳排放核算及其减排责任划分具有重要而深远的影响。通过构建多区域投入产出分析模型和基于扩展的STIRPAT模型,本文核算了全球39个主要国家基于消费责任制的碳排放,并在此基础上深入探讨了全球环境压力的影响因素问题。研究发现:首先,从以净流出为主的中国和俄罗斯来看,尽管贸易给这些地区带来了大量的资源,但随之会产生严重的区域生态环境问题。而对于美国和欧盟等地区来说,这些国家或者地区通过全球贸易规避了大量的碳减排责任。此外,在全球贸易中,区域净流出的贸易隐含碳排放越小,基于消费责任制核算的区域碳排放量就越大,故而在全球减排目标分配中承担的减排任务也需相应地增加。全球贸易隐含碳排放净流出量较大的地区主要位于亚洲和东欧等地,而净流出量最小的地区主要是以西欧和北美等高度发达的经济体为主。其次,就基于消费责任制核算下的全球环境压力而言,人口因素和富裕程度是导致全球环境压力不断增加的两个重要因素,而提高生产技术水平以及逐渐提高清洁能源在总能源消费中的比重是推动全球节能减排、缓解全球环境压力的有效途径。  相似文献

Quantitative analysis of the impact factors in energy-related CO2 emissions serves as an important guide for reducing carbon emissions and building an environmentally-friendly society. This paper aims to use LMDI method and a modified STIRPAT model to research the conventional energy-related CO2 emissions in Kazakhstan after the collapse of the Soviet Union. The results show that the trajectory of CO2 emissions displayed U-shaped curve from 1992 to 2013. Based on the extended Kaya identity and additive LMDI method, we decomposed total CO2 emissions into four influencing factors. Of those, the economic active effect is the most influential factor driving CO2 emissions, which produced 110.86 Mt CO2 emissions, with a contribution rate of 43.92%. The second driving factor is the population effect, which led to 11.87 Mt CO2 emissions with a contribution rate of 4.7%. On the contrary, the energy intensity effect is the most inhibiting factor, which caused–110.90 Mt CO2 emissions with a contribution rate of–43.94%, followed by the energy carbon structure effect resulting in–18.76 Mt CO2 emissions with a contribution rate of–7.43%. In order to provide an in-depth examination of the change response between energy-related CO2 emissions and each impact factor, we construct a modified STIRPAT model based on ridge regression estimation. The results indicate that for every 1% increase in population size, economic activity, energy intensity and energy carbon structure, there is a subsequent increase in CO2 emissions of 3.13%, 0.41%, 0.30% and 0.63%, respectively.  相似文献

The use of shale gas is commonly considered as a low-cost option for meeting ambitious climate policy targets. This article explores global and country-specific effects of increasing global shale gas exploitation on the energy markets, on greenhouse gas emissions, and on mitigation costs. The global techno-economic partial equilibrium model POLES (Prospective Outlook on Long-term Energy Systems) is employed to compare policies which limit global warming to 2°C and baseline scenarios when the availability of shale gas is either high or low. According to the simulation results, a high availability of shale gas has rather small effects on the costs of meeting climate targets in the medium and long term. In the long term, a higher availability of shale gas increases baseline emissions of greenhouse gases for most countries and for the world, and leads to higher compliance costs for most, but not all, countries. Allowing for global trading of emission certificates does not alter these general results. In sum, these findings cast doubt on shale gas’s potential as a low-cost option for meeting ambitious global climate targets.

POLICY RELEVANCE

Many countries with a large shale gas resource base consider the expansion of local shale gas extraction as an option to reduce their GHG emissions. The findings in this article imply that a higher availability of shale gas in these countries might actually increase emissions and mitigation costs for these countries and also for the world. An increase in shale gas extraction may spur a switch from coal to gas electricity generation, thus lowering emissions. At the global level and for many countries, though, this effect is more than offset by a crowding out of renewable and nuclear energy carriers, and by lower energy prices, leading to higher emissions and higher mitigation costs in turn. These findings would warrant a re-evaluation of the climate strategy in most countries relying on the exploitation of shale gas to meet their climate targets.  相似文献

Is economic development compatible with mitigation? On the one hand, development should promote effective climate policy by enhancing states’ capacities for mitigation. On the other hand, economic growth creates more demand for production, thereby inhibiting emissions reduction. These arguments are often reconciled in the environmental Kuznets curve (EKC) thesis. According to this approach, development initially increases emissions in poor economies, but begins to lower emissions after a country has attained a certain level of development.

The aim of this article is to determine empirically whether the EKC hypothesis seems plausible in light of emissions trends over the birth and implementation of the Kyoto Protocol. Drawing on data from the World Bank World Development Indicators and World Resources Institute Climate Data Explorer, it conducts a large-N investigation of the emissions behaviour of 120 countries from 1990 to 2012. While several quantitative studies have found that economic factors influence emissions activity, this article goes beyond existing research by employing a more sophisticated – multilevel – research design to determine whether economic development: (a) continues to be a significant driver once country-level clustering is accounted for and (b) has different effects on different countries. The results of this article indicate that, even after we account for country-level clustering and hold constant the other main putative drivers of emissions activity, economic development tends to inhibit emissions reduction. They also provide strong evidence that emissions trends resemble the EKC, with development significantly constraining emissions reduction in the South and promoting it in the North.

POLICY RELEVANCE

This article contributes to the understanding of the (changing) role of economic development in shaping emissions activity. It demonstrates the need for a contextualized, country-specific approach for evaluating the effectiveness of economic development in promoting emissions reduction and uncovers new evidence in support of the EKC hypothesis.  相似文献

Although agriculture could contribute substantially to European emission reductions, its mitigation potential lies untapped and dormant. Market-based instruments could be pivotal in incentivizing cost-effective abatement. However, sector specificities in transaction costs, leakage risks and distributional impacts impede its implementation. The significance of such barriers critically hinges on the dimensions of policy design. This article synthesizes the work on emissions pricing in agriculture together with the literature on the design of market-based instruments. To structure the discussion, an options space is suggested to map policy options, focusing on three key dimensions of policy design. More specifically, it examines the role of policy coverage, instruments and transfers to farmers in overcoming the barriers. First, the results show that a significant proportion of agricultural emissions and mitigation potential could be covered by a policy targeting large farms and few emission sources, thereby reducing transaction costs. Second, whether an instrument is voluntary or mandatory influences distributional outcomes and leakage. Voluntary instruments can mitigate distributional concerns and leakage risks but can lead to subsidy lock-in and carbon price distortion. Third, the impact on transfers resulting from the interaction of the Common Agricultural Policy (CAP) with emissions pricing will play a key role in shaping political feasibility and has so far been underappreciated.

POLICY RELEVANCE

Following the 2015 Paris Agreement, European climate policy is at a crossroads. Achieving cost-effectively the 2030 and 2050 European targets requires all sectors to reduce their emissions. Yet, the cornerstone of European climate policy, the European Union Emissions Trading System (EU ETS), covers only about half of European emissions. Major sectors have been so far largely exempted from carbon pricing, in particular transport and agriculture. While transport has been increasingly under the spotlight as a possible candidate for an EU ETS sectoral expansion, policy discussions on pricing agricultural emissions have been virtually absent. This article attempts to fill this gap by investigating options for market-based instruments to reduce agricultural emissions while taking barriers to implementation into account.  相似文献

The shale gas boom in the United States spurred a shift in electricity generation from coal to natural gas. Natural gas combined cycle units emit half of the CO2 to produce the same energy as a coal unit; therefore, the market trend is credited for a reduction in GHG emissions from the US power sector. However, methane that escapes the natural gas supply chain may undercut these relative climate benefits. In 2016, Canada, the United States and Mexico pledged to reduce methane emissions from the oil and natural gas sector 40–45% from 2012 levels by 2025. This article reviews the science-policy landscape of methane measurement and mitigation relevant for meeting this pledge, including changes in US policy following the 2016 presidential election. Considerable policy incoherence exists in all three countries. Reliable inventories remain elusive; despite government and private sector research efforts, the magnitude of methane emissions remains in dispute. Meanwhile, mitigation efforts vary significantly. A framework that integrates science and policy would enable actors to more effectively inform, leverage and pursue advances in methane measurement and mitigation. The framework is applied to North America, but could apply to other geographic contexts.

This article analyses the implementation of emissions trading systems (ETSs) in eight jurisdictions: the EU, Switzerland, the Regional Greenhouse Gas Initiative (RGGI) and California in the US, Québec in Canada, New Zealand, the Republic of Korea and pilot schemes in China. The article clarifies what is working, what isn’t and why, when it comes to the practice of implementing an ETS. The eight ETSs are evaluated against five main criteria: environmental effectiveness, economic efficiency, market management, revenue management and stakeholder engagement. Within each of these categories, ETS attributes ? including abatement cost, stringency of the cap, improved allocation practices over time and the trajectory of price stability ? are assessed for each system. Institutional learning, administrative prudence, appropriate carbon revenue management and stakeholder engagement are identified as key ingredients for successful ETS regimes. Recent implementation of ETSs in regions including California, Québec and South Korea indicates significant institutional learning from prior systems, especially the EU ETS, with these regions implementing more robust administrative and regulatory structures suitable for handling unique national and sub-national opportunities and constraints. The analysis also shows that there is potential for a ‘double dividend’ in emissions reductions even with a modest carbon price, provided the cap tightens over time and a portion of the auctioned revenues are reinvested in other emissions-reduction activities. Knowledge gaps exist in understanding the interaction of pricing instruments with other climate policy instruments and how governments manage these policies to achieve optimum emissions reductions with lower administrative costs.

作为IPCC新一轮气候变化综合评估的组成部分,IPCC国家温室气体清单指南进入了正式的精细化阶段,将在2019年形成最终成果,与现有的《IPCC2006指南》合并使用,为“适用于所有缔约方的”《巴黎协定》的实施奠定基础。精细化工作分为提供新方法、更新已有内容、补充/澄清已有内容等三大类,共有107个“精细化点”,涵盖通用方法论、能源活动、工业过程、农业林业和其他土地利用、废弃物等各个领域和部门。中国共有12名专家参与此次工作。建议中国科研工作者尽快以英文著述的形式发表相关成果,提高中国文献的引用率;鉴于中国已具备根据最新指南要求编制清单的能力,建议未来国家温室气体清单的编制尽可能全面转向《IPCC2006指南》及其增补和精细化内容。  相似文献
