青藏高原山区某公路滑坡滑动机理及其稳定性分析

以青海省南部省道红土山段滑坡为例,在分析区域地质概况和滑坡特征的基础上,对滑坡机理及影响滑坡的因素进行分析,确定滑坡滑动模式;选取合理的计算参数进行滑坡稳定性计算,根据计算结果对滑坡稳定性进行分析。得到以下结论:产生滑坡体病害的主要原因是滑坡所处区域冻土深度较大,区域冬夏温差大,地表水下渗后冻胀,次年夏初消融,这使粘性土及泥岩泥化,粘聚力降低,周而复始,滑体不断蠕动下滑。采用传递系数法对滑坡在不同工况下的稳定性进行计算,结果表明,在天然状态下滑坡浅层滑面处于蠕动变形状态,深层滑面基本稳定;在考虑暴雨和地震的条件下,滑坡处于不稳定状态。      

Calculation of seismic transmission speed of HTI medium

During the seismic wave propagation process, as for the anisotropic lower medium, the speed is a function of the propagating direction. This article focuses on solving the problem how to get the transmittance angle and speed, knowing the upper seismic wave propagation velocity and the angle of incidence conditions. The main theories used Snell law, Christoffel equation and speed characteristics. Taking the HTI medium as an example, the authors give the detailed solving process and draw the space velocity characteristic curve.     

Foreword

This special issue is based on the presentations at the 13th Annual General Meeting of the Asian Forum for Polar Sci- ences （AFoPS-13） in New Delhi on 6-7 August 2012, chaired by Dr. Shri Rasik Ravindra, Director of National Center for Antarctic and Ocean Research of India. To strengthen both scientific and logistic collaboration among Asian countries in- volved in polar research is AFoPS＇s main purpose. During the AFoPS-13, it was decided to publish the AFoPS proceedings annually by each member countries in turn to demonstrate progresses in Polar Science of Asian countries. On the meeting, China was given the great honor to publish the first AFoPS proceedings as a special issue of the Advances in Polar Science （APS）, which is a peer-reviewed journal, published in English. APS is a comprehensive scientific journal dedicated to polar research in all scientific disciplines.     

改进的HASM-AD算法及在空间变量模拟的应用分析

高精度曲面建模(HASM)可以显著提高空间曲面模拟的精度,但是计算速度低限制了该模型的进一步应用。为了提高HASM模型的计算效率,本文对HASM-AD算法作了改进,通过在计算过程中为采样点添加索引,避免了计算过程中对采样点信息的重复查找操作;同时,在遍历独立计算单元时实时计算第一类、第二类基本量及克式符号,避免了全局存储上述变量所需要的额外内存消耗。数值试验表明,由于将全局线性方程组求解问题转化为局部独立计算单元(5×5栅格)内的方程组求解,改进的HASM-AD算法显著提高了计算效率,同时降低了模型运行过程中的内存消耗。最后,本文以全国陆地降水空间分布模拟分析作为实例,验证改进的HASM-AD算法模拟精度及计算效率,模拟结果表明,改进的HASM-AD算法模拟结果精度优于其他HASM算法(以HASM-PCG为例),并且计算效率优势更为明显,实现全国10km分辨率的降水分布模拟耗时仅为4s。表明改进的HASM-AD算法提高了计算速度,并且适于大尺度的空间变量模拟应用。     

对核查矿区块段“漂移对比法”的初步认识

矿产资源利用现状调查项目具体工作方法的重点和难点之一便是块段对比。本方法工作量很大、对比过程繁琐、数据量巨大且对比及计算过程中很容易出错,经过我省鸡东煤炭矿区储量核查示范项目、鹤岗煤炭矿区核查试点项目及全国各地一年多的实践,研究出一系列新的块段对比方法,如基本块段对比法、块段“漂移对比法”、“大块段”对比法、矿体对比法及矿权对比法等。这些方法的灵活运用大大简化了块段对比工作,极大地推动了项目的顺利进行。下面,笔者主要谈谈对块段“漂移对比法”的认识。     

把服务当做自己应尽的职责和义务

为适应经济发展需要,行政审批也在提速,包括行政机构改革提到的合并权力交叉重叠机构,规范行政审批程序、减少审批环节和网络化办公等措施的出台,在很大程度上提高了行政部门的审批和办事效率。但是,行政审批的效率与当前经济发展步伐和节奏仍存在一定差距,很多环节仍需改善和加强。     

A generalized limit equilibrium method for the solution of active earth pressure on a retaining wall

In this paper, a generalized limit equilibrium method of solving the active earth pressure problem behind a retaining wall is proposed. Differing from other limit equilibrium methods, an arbitrary slip surface shape without any assumptions of pre-defined shapes is needed in the current framework, which is verified to find the most probable failure slip surface. Based on the current computational framework, numerical comparisons with experiment, discrete element method and other methods are carried out. In addition, the influences of the inclination of the wall, the soil cohesion, the angle of the internal friction of the soil, the slope inclination of the backfill soil on the critical pressure coefficient of the soil, the point of application of the resultant earth pressure and the shape of the slip surface are also carefully investigated. The results demonstrate that limit equilibrium solution from predefined slip plane assumption, including Coulomb solution, is a special case of current computational framework. It is well illustrated that the current method is feasible to evaluate the characteristics of earth pressure problem.     

浅谈如何规范国土资源行政执法程序

程序合法是国土资源依法行政的基本要求。在基层国土资源行政执法实践中,行政执法主体不执行法律规定操作程序的现象并不鲜见,也会遇到因违反法定程序导致具体行政行为无效、被撤销及败诉的尴尬局面。     

松阳县：给党员干部违建下“猛药”

随着“轰隆隆”几声巨响,8月24日,西屏街道北山村4幢党员户违法建筑被依法强制拆除,拆除面积达3000多平方米。这是自“三改一拆”工作开展以来,我县给党员干部违建行为下的又一剂“猛药”。“这次北山村的党员户违法建筑,违反了‘四个零违建’的要求,必须予以拆除。”县“三改一拆”办公室负责人说,这些房屋都是在未取得任何审批手续的情况下,非法买卖土地违法抢建的,拆除之前,执法人员曾多次到户宣传相关法律法规,同时发放了限期拆除通知书,但违建户拒不拆除,县“三改一拆”三年行动领导小组按照法律程序,组织执法人员进行了强制拆除。     

山东省曹县城区地热资源评价

通过地球物理勘探、水文地质调查、钻孔和抽水试验,结合区域水文、气象和地质等资料,对山东省曹县城区地热地质条件、热储赋存条件有了初步认识,结合CD1号探采结合地热孔,对孔隙、岩溶裂隙型含水热储层及许庄复合热储层地热资源量进行了计算,对地热水资源进行了开发利用评价。
