Inclement weather creates a chronic hazard for Canadian travellers. Past studies indicate that road collision rates increase during precipitation, although the magnitude of theincrease varies from study to study, partly as a result of variations in weather and driving conditions,but also because of differences in methods. The goal of the current study is to improve ourunderstanding of the links between weather and travel risk in mid-sized Canadian cities by using astandardized method for analyzing data from six cities with different climates: Halifax-Dartmouth,Ottawa, Québec, Hamilton, Waterloo Region, and Regina. The study has four interrelated objectives: (1) Toconduct a sensitivity analysis to determine the extent to which risk estimates vary depending onthe criteria used to define precipitation events and `normal' conditions; (2) To compare therelative risk of collision and injury during precipitation relative to `normal' conditions; (3) Todetermine the extent to which weather-related risks vary fordifferent Canadian cities; and (4) To explore any differences in collision characteristics between events and controls, especially as theyvary from city to city. Results are based on a matched-pair analysis, using six-hour time blocks over afour-year period, 1995 to 1998. Results indicate only modest sensitivity to the criteria used to define precipitation events and `normal' conditions. On average, precipitation is associated with a 75 percentincrease in traffic collisions and a 45 percent increase in related injuries, as compared to `normal'seasonal conditions, but risk levels vary depending on the characteristics of the weather event.Both sensitivity to specific weather conditions and weather-related accident profiles vary from city tocity in ways that are not easily explained. 相似文献

This paper considers the ongoing political transformations in South Africa in the context of debates about good governance and participatory democracy. It first appraises the current transformations of local government in South Africa, focusing specifically on relationships between gender equality and citizenship on the one hand, and local government policy, legislation, and community participation on the other, and then explores meanings of participation and how they inform approaches towards local socio-economic development. The findings of primary research conducted with civil society organisations and black women in communities in the Cape Town metropolitan area are explored through three interrelated themes. First, the model of structured participation that is central to South Africa’s democratic transformation is assessed from the perspective of black women. Second, cultures of alienation, both within local governance structures and amongst black women and the extent to which recent restructuring is combating or contributing to these are explored. Third, how participation policies are dealing with conflict within and between target groups are analysed, whether stakeholder group politics obliterate important differences in interests and whether alternative structures might be more effective in terms of women’s participation and empowerment. Finally, the findings are interpreted in relation to theoretical concepts of good governance and participatory democracy, and the potential and problems of realising South Africa’s transformation process toward developmental local government are assessed. 相似文献

The aim of this paper is to identify the role of geographical information systems (GIS) in supporting retail planners in monitoring and analyzing retail development and growth. At first, a review about retail planning and its relevant issues is made. Second, GIS is defined together with its applications in retail planning. The third part discusses the created GIS application that is designed for two retail centers in Jeddah city, Saudi Arabia. This application is created to help planners in defining the distribution of retail demand, describing customers profile, analyzing trade areas and modeling retail flows. Two useful models have been produced by this study. One is called market penetration and the other is based on spatial interaction technique. There have been several claims, either explicit or by implication, either based on experimental evidence or on theoretical reasoning, that the wind stress is modified by the stage of development of the wind sea. However, the overall evidence is weak, because theories are still incomplete and because it is questionable whether the sea-state effect, which is of the order of 10%, can be separated from experimental noise, which is of the order of 20%. In this paper a rigorous statistical analysis of HEXMAX data is pursued in order to establish the significance of sea-state effects. It appears that the enhanced drag, especially at high winds, which has already been established by previous analyses, cannot be attributed to the effect of young waves. The analysis provides no clues for the actual mechanism, which could be related to breaking or shoaling waves. As the effect of sea-state on wind stress is much smaller than the experimental noise level, it is hard to detect. Nevertheless, HEXMAX seems to contain a wave effect that is at the edge of statistical significance. It is, however, not the wave age itself that influences the drag, but a parameter involving wave height.Because the HEXMAX evidence is only indicative, we conclude that the issue set out in this paper cannot be answered on the basis of the HEXMAX data alone. It is recommended that error analyses are also carried out for other relevant observational data sets and that new measurements with suppressed noise will be taken up. 相似文献
