Environmental degradation and other socio-economic problems are too often discerned in contemporary pastoral systems in the wake of global economic change. This paper identifies cases where pastoral people respond to external pressures and opportunities in positive ways and adapt to changes. We hope that by doing this a framework of pastoral adaptations can be developed. The first part of this paper focuses on impacts of global economic change, which are mostly negative in nature. Through an extensive literature search in geography, anthropology, range management, and development field, the second part introduces cases that we categorize as positive adaptations.  相似文献

The Global Rainforest Mapping (GRFM) project was initiated in 1995 and, through a dedicated data acquisition policy by the National Space Development Agency of Japan (NASDA), data acquisitions could be completed within a 1.5-year period, resulting in a spatially and temporally homogeneous coverage to contain the entire Amazon Basin from the Atlantic to the Pacific; Central America up to the Yucatan Peninsular in Mexico; equatorial Africa from Madagascar and Kenya in the east to Sierra Leone in the west; and Southeast Asia, including Papua New Guinea. To some extent, GRFM project is an international endeavor led by NASDA, with the goal of producing spatially and temporally contiguous Synthetic Aperture Radar (SAR) data sets over the tropical belt on the Earth by use of the JERS-1 L-band SAR, through the generation of semi-continental, 100m resolution, image mosaics. The GRFM project relies on extensive collaboration with the National Aeronautics and Space Administration (NASA), the Joint Research Center of the European Commission (JRC) and the Japanese Ministry of International Trade and Industry (MITI) for data acquisition, processing, validation and product generation. A science program is underway in parallel with product generation. This involves the agencies mentioned above, as well as a large number of international organizations, universities and individuals to perform field activities and data analysis at different levels.  相似文献

This article presents an analysis of the relationship between urban governance restructuring, and global, national, and local action through a case study of the Toronto city‐region. The Toronto city‐region recently underwent a massive reorganization of its governance structures, functions, and jurisdictional boundaries. This restructuring raises questions about why these changes occurred at this particular juncture in the region's history. Why did the city that had always been known in the academic and political discourse as the “city that works” stop “working”? What global and national forces might have accounted for such a radical restructuring? And what did local action contribute? These questions are explored in both historical and contemporary contexts by drawing on insights from regulation theory, urban regime theory, and an analysis of Canada's changing fiscal federalism. This approach informs the role that institutions — regardless of their origin or territorial scope — play in sustaining a local accumulation system, and how this “local” accumulation grounds a national regulatory mode and regime of accumulation. The approach also explores the relationship between regime and regulation theories in the context of policy formation and institution building. The study concludes that the current policy set is incapable of resolving the region's crisis tendencies. Notwithstanding external forces, the current policy set is not inevitable. Globalization does not predetermine all spatial‐economic outcomes.  相似文献

This article argues that little attention has been paid to the territorial and socioeconomic impact of consumer–service globalization on Third World countries. It specifically examines the economic role of tourism in Mexico and its limited effect on the country's regional development. Despite governmental support in order to enhance economic growth, currency receipts, and employment, tourism contributes less than 5 percent to the gross domestic product, and the majority of tourism–related jobs are precarious and low–skilled. The promotion of luxury resorts in coastal areas has led to highly concentrated and fast–growing enclaves of mainly foreign investment. However, this strategy has failed to stimulate productive links between tourist centers and their hinterlands and has led to large–scale urbanization characterized by a considerable lack of basic services for the resident population.  相似文献
