Irrigation accounts for 70% of global water use by humans and 33–40% of global food production comes from irrigated croplands. Accurate and timely information related to global irrigation is therefore needed to manage increasingly scarce water resources and to improve food security in the face of yield gaps, climate change and extreme events such as droughts, floods, and heat waves. Unfortunately, this information is not available for many regions of the world. This study aims to improve characterization of global rain-fed, irrigated and paddy croplands by integrating information from national and sub-national surveys, remote sensing, and gridded climate data sets. To achieve this goal, we used supervised classification of remote sensing, climate, and agricultural inventory data to generate a global map of irrigated, rain-fed, and paddy croplands. We estimate that 314 million hectares (Mha) worldwide were irrigated circa 2005. This includes 66 Mha of irrigated paddy cropland and 249 Mha of irrigated non-paddy cropland. Additionally, we estimate that 1047 Mha of cropland are managed under rain-fed conditions, including 63 Mha of rain-fed paddy cropland and 985 Mha of rain-fed non-paddy cropland. More generally, our results show that global mapping of irrigated, rain-fed, and paddy croplands is possible by combining information from multiple data sources. However, regions with rapidly changing irrigation or complex mixtures of irrigated and non-irrigated crops present significant challenges and require more and better data to support high quality mapping of irrigation. 相似文献
The management of the sea has increased exponentially in the last half-century, and different academic disciplines have been vital in shaping this management. Human geography, despite its explicit focus on the human–environment nexus, has so far had little impact on human relations with the sea. Based on empirical research conducted in England and Scotland, we argue that human geography is uniquely placed to offer effective solutions to marine resource management problems, and that geographers have the potential to offer key insights into how human populations can best interact with the living seas. Three of the most important current scholarly ‘imaginations’ of the sea, and the policies they inform (economics and market-based management, conservation biology and area based protection, and anthropology and community management), are outlined. A potential ‘geographical imagination’ of the sea, drawing on key themes in contemporary scholarship is then presented, and grounded in empirical research. The aim of this paper is to shed new light on urban common property systems. We deal with urban commons in relation to urban green-space management, referring to them as urban green commons. Applying a property-rights analytic perspective, we synthesize information on urban green commons from three case-study regions in Sweden, Germany, and South Africa, and elaborate on their role for biodiversity conservation in urban settings, with a focus on business sites. Cases cover both formally established types of urban green commons and bottom-up emerged community-managed habitats. As our review demonstrates, the right to actively manage urban green space is a key characteristic of urban green commons whether ownership to land is in the private, public, the club realm domain, or constitutes a hybrid of these. We discuss the important linkages among urban common property systems, social–ecological learning, and management of ecosystem services and biodiversity. Several benefits can be associated with urban green commons, such as a reduction of costs for ecosystem management and as designs for reconnecting city-inhabitants to the biosphere. The emergence of urban green commons appears closely linked to dealing with societal crises and for reorganizing cities; hence, they play a key role in transforming cities toward more socially and ecologically benign environments. While a range of political questions circumscribe the feasibility of urban green commons, we discuss their usefulness in management of different types of urban habitats, their political justification and limitation, their potential for improved biodiversity conservation, and conditions for their emergence. ABSTRACTAs increasing evidence shows that the risks of climate change are mounting, there is a call for further climate action (both reducing global emissions, and adaptation to better manage the risks of climate change). To promote and enable adaptation, governments have introduced, or are considering introducing, reporting on climate risks and efforts being taken to address those risks. This paper reports on an analysis of the first two rounds of such reports submitted under the UK Climate Change Act (2008) Adaptation Reporting Power. It highlights benefits and challenges for reporting authorities and policymakers receiving the reports that could also inform other countries considering such reporting. For reporting authorities, benefits arise from the reporting process and resulting reports. These benefits include elevating climate risks and adaptation to the corporate level and with stakeholders, alongside facilitating alignment and integration of actions within existing risk management and governance structures. For policymakers, reporting provides enhanced understanding of climate risks and actions from a bottom-up perspective that can be integrated into national-level assessments and adaptation planning processes. The identified challenges are those related to capacity and process. These include limited risk and adaptation assessment capacities; relevance of climate change risks and adaptation in the context of other urgent risks and actions; reporting process effectiveness and robustness; and the provision of effective and sufficiently comprehensive support, including feedback.Key policy insights
Effective adaptation reporting needs to be designed and delivered so as to enhance the value of the reporting process and resulting reports both for those reporting and those receiving the reports, as well as from the broader policy perspective.
Providing a positive and supportive reporting environment is critical to encourage participation and facilitating contiuous learning and improvement, while also facilitating delivery of policy-relevant adaptation reports.
Contributions of adaptation reporting can be enhanced by an inclusive reporting requirement involving a broader organizational mix that enables more effective risk management and reporting that reflects associated (inter)dependencies and consistency with the more comprehensive post-2015 resilience agenda (Paris Agreement, Sendai Framework for DRR and UN Agenda 2030 SDGs).
Abstract Parties negotiating the Kyoto Protocol recently agreed that Clean Development Mechanism (CDM) investments can include carbon sequestration projects in developing countries. However, guidelines for achieving the socio-economic and environmental objectives of the CDM, and other concerns with sinks projects, have yet to be elaborated. Independently of the Kyoto process, international efforts have advanced to define and certify sustainably managed forests through processes, such as that of the Forest Stewardship Council (FSC). In this paper, the FSC-US principles and criteria for sustainable forest management are evaluated in light of current concerns for guiding afforestation and reforestation projects in the CDM. It is found that the FSC criteria would help to meet some of the objectives of the Kyoto Protocol, including provisions to reduce the risk of premature carbon loss, and features that could somewhat lessen leakage of emissions outside the project area. Existing FSC monitoring and verification procedures provide some, but insufficient, overlap with expected requirements for measuring carbon stock changes. FSC principles and criteria articulate stringent guidelines for meeting environmental and social goals that reflect years of negotiations between environmental, timber, human rights and labor interests. 相似文献
We describe the science motivation and development of a pair production telescope for medium-energy (∼5–200 MeV) gamma-ray polarimetry. Our instrument concept, the Advanced Energetic Pair Telescope (AdEPT), takes advantage of the Three-Dimensional Track Imager, a low-density gaseous time projection chamber, to achieve angular resolution within a factor of two of the pair production kinematics limit (∼0.6° at 70 MeV), continuum sensitivity comparable with the Fermi-LAT front detector (<3 × 10−6 MeV cm−2 s−1 at 70 MeV), and minimum detectable polarization less than 10% for a 10 mCrab source in 106 s. 相似文献
The ichthyofauna of the intermittently open Shellharbour Lagoon in southeastern Australia was sampled over 14 months to investigate factors influencing species composition. Zostera capricorni and bare sand habitats were sampled every two months with a fine-mesh seine. Of the 10 277 fish caught representing 19 families and 27 species, the most numerically dominant species were Pseudogobius olorum and Pseudomugil signifer. The most abundant economically important species were Acanthopagrus australis, Mugil cephalus and Myxus elongatus. Mean number of fish and species was significantly higher over Zostera than bare sand during months immediately after the estuary opened when juvenile marine fishes recruited, demonstrating the estuary's nursery function. In contrast to other intermittently open estuaries in Australia and South Africa, Shellharbour Lagoon's fish assemblage appears resilient to perturbation and does not undergo distinct seasonal variations. This may be a result of the estuary's short open phases providing less opportunity for marine fishes to enter. Perhaps more importantly, the less dramatic fluctuations in salinity between open and closed phases maintains salinity at a level intermediate of the tolerances of both marine and estuarine fishes. 相似文献
