The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts. We studied how the extensive diversion of Colorado River water, induced by dams and agricultural activities of the last 70 years, affected the growth rates of two abundant bivalve mollusk species (Chione cortezi and Chione fluctifraga) in the northern Gulf of California. Shells alive on the delta today (‘Post-dam’ shells) grow 5.8–27.9% faster than shells alive prior to the construction of dams (‘Pre-dam’ shells). This increase in annual shell production is linked to the currently sharply reduced freshwater influx to the Colorado River estuary. Before the upstream river management, lower salinity retarded growth rates in these bivalves. Intra-annual growth rates were 50% lower during spring and early summer, when river flow was at its maximum. Growth rates in Chione today are largely controlled by temperature and nutrients; prior to the construction of dams and the diversion of the Colorado River flow, seasonal changes in salinity played an important role in regulating calcification rates.Our study employs sclerochronological (growth increment analysis) and geochemical techniques to assess the impact of reduced freshwater influx on bivalve growth rates in the Colorado River estuary. A combination of both techniques provides an excellent tool to evaluate the impact of river management in areas where no pre-impact studies were made. 相似文献

Biogenic barium, mostly in the barite (BaSO4) form, has been proposed as a tracer for export production in the ocean. Here we report on biogenic barium (Baxs) and particulate organic carbon (POC) fluxes from sediment traps deployed at the DYFAMED site in the Northwestern Mediterranean Sea. Baxs fluxes display average values of 37 ± 45 and 50 ± 58 μg/m2/d at 200 and 1000 m respectively, and are linearly correlated to POC fluxes (mean values of 7.9 ± 9.3 and 6.8 ± 6.8 mg C/m2/d at 200 and 1000 m). Export production estimates, calculated using published Baxs- or POC-based algorithms, all fall below or close to the lower limit of potential export values proposed in the literature. This work clearly demonstrates the usefulness of Baxs as a tracer of oceanic export production in the Northwestern Mediterranean Sea. However, development of a quantitative export production proxy requires a clear understanding of the underlying cause(s) for the observed spatial variations in the relationship between Baxs and POC fluxes. The present study confirms that the processes leading to barite formation differ between margin and open-ocean sites and probably account for much of the regional variability in the POC/Baxs ratio. 相似文献

Managing marine fisheries using output controls in the form of individual transferable quotas (ITQs) can be an attractive alternative to more traditional input controls. There are now a number of examples of where ITQ-managed fisheries have been able to reduce the impact of the major management problems in global fisheries, namely, gross over-capitalisation and effort. However, ITQs are not the perfect management tool and one of the lesser known consequences of ITQ-managed fisheries where ITQs consist of a harvest right is the implicit relationship between ITQ property rights and rights of access to the fishing grounds. This implicit spatial right to the grounds can provide obstacles in the way of allocating water-space within fishing grounds for alternative uses such as marine-protected areas, large-scale aquaculture, and wind farms.
