试论高技术局部战争条件下的军事地理研究

本文以现代战争的特点、军事思想和军事理论的发展变化为指导，对高技术局部战争条件下军事地理研究内容、技术手段、方法等方面的变化和发展方向进行了探索性研究。     

民国中期湖南洞庭湖区耕地空间格局重建

土地覆被变化是影响气候系统的重要因素,在全球气候变化研究中具有重要的研究意义,网格化的历史土地利用数据集广泛应用于各类全球变化模式。本文以民国中期军事地形图为基础数据源,以现代行政区划为底图,重建了该时期湖南洞庭湖地区耕地的空间分布。同时为了与最新的HYDE 3.1数据集进行对比,在此基础上获得空间分辨率为10 km×10 km的耕地数据,结果表明：① 民国中期湖南洞庭湖区总耕地面积约为11 432.01 km ²,占研究区域面积的44%,其中汉寿县、华容县、鼎城区和澧县等地耕地面积分布最多,且以围堤耕地为主。分布相对较少的地区有临澧县、汨罗市、岳阳县,以非围堤耕地为主;② 该时段内洞庭湖区耕地垦殖率较大,最大值超过90%,其中高垦区（垦殖率>40%）范围占研究区面积61%,且主要分布在河湖港汊和冲积平原地貌单元上;中低垦区（<=40%）范围占研究区面积39%,主要分布在环湖丘陵地貌单元上;③ 与HYDE 3.1数据对比发现,单位格网（10 km×10 km）内重建的耕地面积结果误差大于40%的比例为17%,且表现为受河流分布影响为主。湖区相对周围重建结果差异更大,HYDE 3.1数据集重建区域尺度较大,较难考虑到小区域范围的水系分布状况,导致其在湖南洞庭湖区重建精度相对较低。     

GIS analysis of the trafficability determined by slope in the eastern Tyrol front (WWI,Eastern Alps): a military history reading

In the autumn of 1914, Austria-Hungary began to prepare for the possibility of an Italian offensive by building field fortifications, which formed the Tyrol Defense Line (TDL). Mountainous areas, such as the area of the TDL, present obstacles to trafficability in large part caused by terrain slope. On the eastern Tyrol front, steep slope obstructed trafficability when the Italians attacked the TDL and represented, in turn, an advantage for the Austro-Hungarian defense. This paper focuses on the assessment of the conditions of trafficability determined by slope in the eastern Tyrol front, using a GIS cost distance analysis. Key sources were the maps of Austrian and Italian official histories, parameters derived mainly from Marinelli’s slope classification, and from the interpretation of the particular historical circumstances. The advantages and disadvantages were considered from the perspective of the defensive and offensive and their significance for the history of this conflict. In particular, these were related to the perimeter to be defended by alternative Austro-Hungarian lines.

在简要介绍海洋磁场重力场基本特征基础上,全面分析了海洋磁场重力场信息军事应用研究的现状与问题,对该研究领域的发展方向作了展望,对我国相关技术发展提出了建议。     

无居民海岛保护利用中的军民融合法律政策研究

为了对无居民海岛的环境与自然资源进行更好的保护,作者通过对国家政策和学界相关文献的浏览和分析,发现将军民融合战略融入到无居民海岛的环保工作中,将有效弥补《海岛保护法》的缺陷,在促进军民融合发展战略的落实的同时,可以兼顾环境保护效的质量和经济发展的效益,更好地维护国家主权和国家生态安全。     

Towards a genealogy of tropical architecture: Historical fragments of power‐knowledge,built environment and climate in the British colonial territories

In this paper, we trace the history of tropical architecture beyond its supposed founding moment, that is, its institutionalization and naming‐as‐such, in the mid‐twentieth century. We note that many of the planning principles, spatial configurations and environmental technologies of tropical architecture could be traced to knowledge and practices from the eighteenth century onwards, and we explore three pre‐1950s moments of ‘tropical architecture’ in the British empire through building types such as the bungalow, military barrack and labourers' housing in the tropics. Unlike the depoliticized technical discourse of tropical architecture in the mid‐twentieth century, this earlier history shows that so‐called tropical architecture was inextricably entangled with medical and racial discourses, biopolitics and the political economy of colonialism. We argue that tropical architecture should not be understood as an entity with a fixed essence that is overdetermined by a timeless and unchanging external tropical nature. Rather, tropical architecture should be understood as a set of shifting discourses that privilege tropical nature, especially climate, in various ways as the prime determinant of built form according to different constellations of sociocultural and technoscientific conditions. We thus see ‘tropical architecture’ not as a depoliticized entity but as a power‐knowledge configuration inextricably linked to asymmetrical colonial power relations.

本文在探讨和分析现代军事地理学和传统军事地理学特征的基础上,论述了现代军事地理学科学化与理论化的基本含义与内容,指出了科学化与理论化的意义与作用。文章还对现代军事地理学的结构体系作了一定的探讨分析并给出了一个结构体系图。

浅析俄罗斯北极战略中的关键因素

北极地区是俄罗斯的重要关注领域,其战略重要性正在迅速提升。俄罗斯决心通过政治、经济和军事手段成为北极核心国家。俄政府于2008年制定了《截至2020年及之后俄罗斯联邦北极地区国家政策》,旨在维持俄罗斯“北极领导国家”的地位。结合俄罗斯在极地的一系列举措,从经济、法律、军事和地缘政治这几个角度分析俄罗斯北极政策中的关键内容,同时关注当前俄罗斯在极地区域的政策与2001年由俄罗斯总统普京签署的《俄罗斯联邦至2020年期间的海洋政策》中的北极战略中所呈现出的态度之间的差别。最后,从有利因素和制约因素两方面评估俄罗斯北极政策目标的实施前景。
