对加快开发赣北某复杂类型金矿的几点认识

本文针对赣北某复杂类型金矿目前勘查及民采现状,认为进一步扩大勘查范围,提高勘探程度,才能为下一步矿区开发提供资源保证,文中还着重介绍了近年来矿区民采活动所取得的一些成功经验,对如何加快开发该金矿谈了几点认识。     

Atmospheric driving mechanisms of extreme precipitation events in July of 2017 and 2018 in western Japan

The occurrence of extreme precipitation events is now a serious concern in recent years in Japan. This study explores the atmospheric driving mechanisms of two extreme precipitation events occurred during 5–6 July 2017 and 5–8 July 2018 over western Japan. We identified that the atmospheric transport of large amounts of moisture and wind streams with wind speed of minimum 15 m s⁻¹ from south of Japan towards north on the days before these torrential precipitation events are mainly responsible for the July 2017 and July 2018 floods over western Japan. However, the contributions from the moisture advections (both vertical and horizontal) to the atmospheric water budget plays key roles to intensify the precipitations during the said torrential events. We also find that the prominent moisture flux convergence and well-developed moist conditions mainly maintain these heavy precipitation events over the downpour affected area. Our overall analysis suggests that the atmospheric factors driving to all these two heavy precipitation events are qualitatively robust and vital to explain the mechanism of extreme precipitations.     

高速公路团雾分级预警研究

团雾和高速公路团雾的定义内涵外延尚未统一,没有标准定义。为有效预防高速公路团雾天气灾害,减少因高速公路团雾所造成的交通事故,有必要规范高速公路团雾分级预警标准。基于高速公路团雾的水平能见度和水平尺度等监测数据,借鉴部分学者专家的意见和建议,确定团雾和高速公路团雾的定义。分析高速公路团雾的特征、成因、时空分布及团雾的危害,统计分析高速公路团雾多发路段的交通事故数据资料与AWMS气象监测数据资料,确立高速公路团雾与车辆交通安全性关系。依据同车道前后车辆的相对停车视距和安全停车距离等分析,评估车辆在不同水平能见度数值条件下,行驶在团雾区域内外车辆发生交通事故的危险性大小,遵照相关法律、条例、标准及其规范,按水平能见度数值范围和覆盖路面长度划分高速公路团雾预警等级。研究结果表明:(1)高速公路团雾的水平尺度一般小于5 km,水平能见度通常小于200 m。(2)高速公路团雾具有多发性,时空分布不均,多发生于当日22时次日08时。(3)高速公路团雾的事故率高,造成的交通事故比较严重。(4)可以根据团雾特征和潜在危害性确定团雾和高速公路团雾定义的内涵外延,给出术语定义。(5)可根据高速公路团雾的水平能见度、交通事故、停车视距等分析,划分预警级别,规范监测和预报预警服务,减少交通事故的发生。     

对流风暴的移动和演变对下游地区对流降水影响的个例分析

利用加密自动气象观测站资料、多普勒天气雷达资料、葵花卫星资料及 ERA5 再分析资料,对 2019 年海上卫星发射气象保障过程中 6 月 1 日上游对流风暴的移动和演变造成山东半岛对流降水的机制进行了分析。结果表明：1）辐合线与干线重合触发新生对流单体形成潍坊风暴,潍坊风暴东移过程中强度增强和聊城风暴进入烟台后转向造成山东半岛一带出现对流降水。2）潍坊风暴在偏西气流引导下向偏东方向移动,沿着辐合线向着高温高湿的方向传播,强度增强。聊城风暴进入烟台后,在西西北气流的引导下转向东南方向移动,向着水汽辐合区传播,风暴水平尺度增长。3）聊城风暴进入烟台后传播方向与 850 hPa风的方向相反,潍坊风暴发展阶段的传播方向与850 hPa风的反方向不同,二者之间有交角,850 hPa风速太小不足以影响风暴的传播运动。4）在重大活动气象保障过程中,短时临近监测非常重要。高分辨率卫星云图积云新生时间早于雷达观测到的新生单体的时间,可以提前发现对流初生和传播的先兆。多普勒天气雷达和加密自动气象观测站资料相互结合,可以综合判断对流风暴的平流和传播运动。对于本地动力强迫较弱或者处于天气系统边缘时,要考虑上游对流风暴的移动对下游地区的影响。     

The neighborhood council: Where ‘top-down’ engages with ‘bottom-up’

The paper examines the neighborhood council from the perspective of its contribution to town planning. Within the context of planning in Israel, two distinct models of neighborhood council and their relationship to the municipal planning administration in two different towns are considered. Their potential as a new arena of planning at the neighborhood level is evaluated, including the ability to mediate between ‘bottom-up’ and ‘top-down’ planning processes, and to offer a planning framework that combines local with professional knowledge.     

研究局部场地条件对地震动影响的响嘡遥测台阵

对原有的响嘡三维场地条件影响台阵进行了扩建改造。增设了一个深度为47m的测井,对钻孔土样进行了土动力学测试,弥补了缺乏详细土层特性资料的缺陷。新老测井观测点均架设了电话线路,实现了观测中心与台阵之间的远程监控和数据传输。已经获取的一批中小地震近场记录可以用来进行盲测研究。     

A Critical Evaluation of Structural Reform Considerations in ‘Rates and Taxes: A Fair Share for Responsible Local Government’

In its landmark report entitled Rates and Taxes: A Fair Share for Responsible Local Government, the Commonwealth House of Representatives Standing Committee on Economics, Finance and Public Administration (2003 Commonwealth House of Representatives Standing Committee On Economics, Finance and Public Administration [‘Hawker Report’] ( 2003 ) Rates and taxes: a fair share for responsible local government , Commonwealth of Australia, Canberra . [Google Scholar]) considered the plight of Australian local government given its very wide terms of reference involving local government's roles and responsibilities, current funding arrangements, municipal capacity, council expenditure, scope for rationalisation, and the findings of the Commonwealth Grants Commission Review (2001 Commonwealth Grants Commission (CGC) ( 2001 ) Review of the Operation of Local Government (Financial Assistance) Act 1995 , Canberra . [Google Scholar]) of the Local Government (Financial Assistance) Act 1995. The authors of the ‘Hawker Report’ brought down 18 recommendations, two of which dealt directly with the thorny question of structural reform. This paper seeks to provide a critical assessment of those aspects of the Report that concern structural reform in Australian local government.

A Critical Note on ‘Eco‐Civic Regionalisation’ as the Basis for Local Government Boundaries in Australia

The notion of ‘eco‐civic regionalisation’ has been applied recently to New South Wales by Brunckhorst, Coop and Reeve (2004 Brunckhorst D Coop P Reeve I 2004 An eco‐civic regionalisation for rural New South Wales: final report to the NSW government Institute for Rural Futures and Centre for Bioregional Resource Management, University of New England, Armidale  [Google Scholar]) in order to identify the appropriate administrative boundaries for ‘socio‐civic’ regions and ‘biophysical’ regions. On the basis of this analysis, they recommended inter alia that 49 future non‐metropolitan ‘local government areas’ be established. This proposal was adopted with alacrity by advocates of the NSW government's program of compulsory council amalgamation, including official ‘Facilitators’ appointed by the State government to draft formal consolidation proposals. This paper disputes the applicability of ‘eco‐civic regionalisation’ as the foundation for local government boundaries in Australia.
