加入WTO后地方政府行政管理体制创新研究

我国加入WTO后,作为成员方政府,在享受WTO规则规定的权利时,必须承担并遵守其所有的规则,这对我国地方政府是一个巨大的挑战和压力。转变政府职能,改革政府机构,完善政府规范,更新管理方式,是适应WTO规则,地方政府行政管理体制创新的基本途径和必然选择。     

数字化转型背景下的政务办事地图

当前我国正深入推进“放管服”改革,全面加快在线政务服务平台建设,对测绘与地理信息工作提出了新的要求。本文以浙江省政务服务网点便民手册编制工作为切入点,围绕流程再造和数据共享,实现办事网点和政务服务事项办事地址的协同更新,构建以地理位置为核心的政务办事地图系统,并在浙江政务服务网和浙里办APP的多个模块中应用,为群众、企业提供“跑哪办、办什么、怎么办”服务的地图入口,并取得了较好的应用效果,对其他地区具有借鉴意义。     

Democracy and the environment revisited: The case of African fisheries

This article develops and tests three hypotheses concerning the effects of levels of democracy on levels of overfishing in Sub-Saharan Africa. The results show that the more democratic a country is, the more successful it is in protecting marine environments. However, this effect disappears during turbulent times and periods of rapid political change. The analysis also shows that democracy has a stronger effect on environmental performance than do levels of corruption and government effectiveness.     

广播电视政务信息系统的研究与设计开发

本文介绍了应用于从总局到各省、地市、县级广播电影电视行业单位,对广播电视技术、宣传、传输、覆盖、交易情况、从业人员情况、企事业单位财务状况、固定资产情况、及广播电视机构等专业统计指标和与之相关的国民经济与社会发展重要指标进行协同管理和分析的广播电视政务信息系统的软件功能体系结构和与之相对应的数据库体系结构和角色控制体系。实现广播电视各级政府部门的信息标准化管理,并为各级政府的决策支持做出贡献。     

大型关系型数据库技术在电子政务系统中的应用

目前大型关系型数据库技术被广泛地应用于地理信息系统的建设中,因为应用大型数据库管理数据可以方便地实现数据的共享交换,备份恢复,并发控制,安全保障等。本文介绍了大型关系型数据库ORACLE在电子政务应用系统中对空间数据,非空间数据,专题数据以及其他各种统计数据的管理与应用,浅谈了笔者在基于ORACLE系统的电子政务示范工程应用系统建设过程中所得到的一些体会。     

空间分析WEB服务在电子政务中的应用

电子政务是世界各国为应对全球信息化的挑战而积极倡导的五大应用领域之一.在电子政务的建设中,地理信息系统(GIS)因为其强大的空间信息表达、处理功能以及日臻成熟的技术被认为是电子政务信息服务的最理想的基础平台;在政务信息服务中,空间辅助决策分析是不可缺少的内容,空间信息为决策服务是应用的必然要求.本文结合当前我国电子政务建设实际情况,在整合GIS相关技术的基础上,探讨了空间分析为空间辅助决策提供决策分析服务的实现方法和一些具体实际应用.     

国外政府加强矿产勘查的主要措施

在市场经济条件下,政府对商业性矿产勘查工作起着关键性的作用。但由于各国国情不同,在矿业发展周期的不同阶段,政府加强矿产勘查所采取的措施也不尽相同。国家矿业发展的兴盛期,政府加强基础性、战略性、前瞻性的地质调查工作,实施一系列大型公益性地质调查计划或矿产勘查促进计划,获得大量新的基础地质信息和勘查信息,有效地促进矿产勘查工作,提高提供信息服务的能力。而国家矿业不景气时,则采取国家投资（基金）、补贴或减税等过渡措施,促进筹资和引资,保持稳定的矿产勘查投入,创造良好的矿产勘查发展环境,从而推动国家经济社会的发展。详尽分析了国外政府在加强矿产勘查中所采取的有力措施,从中总结经验,为中国矿产勘查工作提供参考与借鉴。     

The impact of slow growth policies on local economies: Through housing boom and bust

This case study considers the economic implications of various growth policies in the Sacramento region over the last decade. Counties and cities throughout the Sacramento region have varying policies and attitudes toward residential and commercial growth. Over the last decade we have seen extremes in development in the region, from the Roseville area which experienced a residential and retail explosion, to Davis, which has restricted growth to relatively few projects. Growth has impacted property and sales tax revenue, and city and county expenditures. Changes in the housing market and the economy over the past few years have had a large impact on new construction activity. This paper examines how cities and counties in the Sacramento region have weathered the housing boom and bust, based on their growth policies during the past decade. The relationship between growth policies, measured by building permits, local government revenue, housing markets, and employment is assessed. Comparisons are presented through charts and panel data regression. Rapid development leads to higher levels of sales tax revenue, coupled with greater volatility in sales tax revenue. Employment rises more quickly in areas that have a high level of non-residential construction relative to residential construction.     

The fiscal-geographic nexus: An overview of fiscal impact assessment in local policy development

Fiscal impact assessments exist to provide decision makers with the tools to make informed decisions regarding local government finances. Every type of change in a community will have a unique impact on the local economy. This impact cannot be evaluated without careful attention to the particular geographic setting of the study. Unfortunately, geography is currently underutilized in the practice of fiscal impact analysis. This paper argues that the increased application of geographic tools is a key to improving the accuracy of fiscal impact reports.
