面向电子政务的业务型GIS研究

我国近年来将建设电子政务作为社会经济信息化的突破口。随着人们对电子政务认识的不断深化和各类电子政务系统功能的不断提升 ,电子政务的建设对GIS数据和技术也提出了强烈的需求。分析了GIS面临的新机遇和挑战。提出了以业务型GIS应对电子政务对GIS数据和技术的需求 ,从而将GIS融入当前社会经济信息化建设的主流中 ,讨论了业务型GIS的概念与特点 ,给出了一种基于sybase公司的PB窗口插件和mapinfo公司的Mapxtreme的B/S解决方案     

The UK Climate Change Programme and communication with local authorities

Drawing on results of a 2003 survey of environmental officers in every Local Authority (LA) in England and Wales, this paper assesses the reception and response of local government to the information being provided through the UK Climate Change Programme. Over three quarters of respondents (n=184) felt they did not have access to the best information about the impacts of climate change on their areas. Although up-to-date information is freely available from a number of official Government sources, those official sources are not consulted as consistently as the media or as intensively as the internet, despite being consistently regarded as much more accurate, credible, and appropriate to LA needs. We interpret this apparent contradiction between LA officer confidence in official sources and their relatively infrequent use as a consequence, first, of technical–cognitive and practical–temporal difficulties accessing and understanding official sources of climate change information and, second, of concerns about the practical relevance of that information for the administrative functions of local government and thus for any meaningful response by LAs to climate change. Our survey recorded considerable levels of stress, cynicism, and futility among LA officials that not only complicate communication efforts but also call into question the central assumption of the UK Climate Change Programme that simply making more locally specific information about climate change impacts available will motivate appropriate action.

Networking for Local Agenda 21 implementation: Learning from experiences with Udaltalde and Udalsarea in the Basque autonomous community

Local Agenda 21 (LA21) is widely regarded as a key tool for implementing sustainability policies since local authorities are closer to ordinary people and some local managers and politicians have the ability to adapt organisations to new managerial atmospheres and social demands. However, local governments tend to lack the right economic, human and knowledge resources. Consequently, in the search for local sustainable development, networking and collaborative approaches to LA21 can help local authorities save resources and share knowledge and best practices. Although both research and politicians have tended to focus on LA21, we believe Regional Agenda 21 (RA21) needs to be emphasised as a complementary tool. This paper examines successful innovative practices in the Basque Autonomous Community (BAC) over a 4-year period, with a view to shedding light on the theoretical literature and to aiding regional and local authorities. Although research on policy networks has produced useful results, we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the BAC, the present article offers an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for LA21 promotion. Although LA21 implementation has been studied before, evidence about networking at regional level is scarce. Other regions in developing countries could use this approach to achieve successful policy networks.

多排埋入式抗滑桩在武隆县政府滑坡中的应用

武隆县政府滑坡规模巨大,滑坡体长280～340 m,滑坡体厚15～35 m,滑坡推力最大达9 000 kN/m,采用一排抗滑桩难以抵挡如此巨大的滑坡推力。设计采用了多排埋入式抗滑桩进行支挡,将桩的长度减小了约1/3,节省了工程投资。介绍了该滑坡采用埋入式抗滑桩的设计计算方法,重点介绍了采用有限元强度折减法对多排桩的推力及桩的长度设计与计算,供同行或类似工程参考。
