Sustainable imaginaries and the green roof on Chicago’s City Hall

The concept of an imaginary has a long history of describing a society’s collective understanding of how the world works. This article introduces the concept of the sustainable imaginary as a society’s understanding and vision of how resources are being used and should be used to ensure socio-environmental reproduction. Incorporating John Allen’s modalities of power makes it possible to see exactly how those resources are being used within and outside of city government. This article employs the sustainable imaginary via the example of the green roof on Chicago’s City Hall. This structure exemplifies appropriate relationships within and with city government, the ways in which imaginaries are performed and reiterated, and how local environments interact with global discourses to produce specific discursive and material outcomes.     

Fragmented participation in management of the fishery for small pelagic fish in South Africa – inclusion of small-rights holders is a complex matter

The reasons why most small-rights holders do not participate in management of the fishery for small pelagic fish (‘small pelagics’) in South Africa, despite legislation and policy encouraging their participation, were analysed. Membership of the Small Pelagics Management Working Group (SPMWG), the main participatory governance organ, is limited to representatives of recognised stakeholder associations. Rights holders therefore have to belong to a stakeholder association, which then selects a member or members to represent them on the SPMWG. Small quotas and the difficulties of sourcing capital mean that small-rights holders are not able to invest in infrastructure. Besides, most of the small-rights holders and their companies lack experience and management skills to survive independently in this highly competitive industry, which is based on high volume and low profit margins. As a result, most of the small-rights holders have no option but to enter into complex catching and processing agreements with vessel- and factory owners belonging to the existing recognised stakeholder associations. For the small-rights holders, it does not make sense to join these associations or even to form their own if they cannot actively participate in the industry independently. Greater participation by small-rights holders should start with their genuine integration into the industry through improved ability to invest in infrastructure and through management skills development. Most likely, this will require an interventionist approach by government.

Cities on the global real estate marketplace: urban development policy and the circulation of financial standards in two French localities

ABSTRACT

Departing from localized accounts of the role of local governments in the financialization of the built environment, this article outlines their contribution to the process through increasing attendance at global real estate fairs such as the Marché international des professionnels de l’immobilier (Mipim), where they showcase investment opportunities. Following urban political economy approaches centered on the transcalar intermediations of financialization, Mipim is conceptualized as a site of the circulation of the expectations of investors that involves spatial and temporal dimensions. Based on a comparison of two local authorities in France, namely the Grand Lyon metropolitan authority and Saint-Ouen municipality, the article examines the motives, modalities, and outcomes of their attendance. If both committed to the event despite opposite political agendas, the impact of Mipim has been more significant in the case of the Grand Lyon, where the metropolitan authority adjusted not only the type of showcased projects over the years, but also their content as well as its local planning strategy. The article explains why and how, and discusses under which conditions Mipim is not a mere display showcase, but instead can actively contribute to the adjustment of urban space and governance to the requirements of financial markets.

为保护大堡礁独特的生态系统,澳大利亚制定多部法案,启动"大堡礁滨海湿地保护项目"。健全的多功能分区保护制度、可操作性较强的环境管理费征收制度和独具特色的船舶管理措施,已成为大堡礁海洋公园管理中的亮点。2012年6月,澳大利亚联邦政府宣布计划建成全球最大的海洋保护区,这是进一步加强大堡礁海洋公园管理的机遇。     

云南省政务信息化建设的现状与未来发展

文章介绍了近年来云南省政务信息化的建设情况,对今后云南省政府办公厅电子政务的建设目标和任务进行了讨论,并对国家电子政务建设提出了若干建议,指出了当前出现的突出问题。     

我国新型智慧城市发展现状与趋势

2016年以来,我国城市信息化发展进入了新型智慧城市时代,其发展现状呈现三个方面的特点:一是政策法规保障新型智慧城市建设,表现在多项政策的全方位推进、"十三五"规划及网络安全法的保障,以及国家发展改革委等25部委的统筹;二是基础设施支撑新型智慧城市发展,涵盖了物联网的蓬勃发展、大数据的创新发展、云计算中心的构建,以及卫星与导航技术保障;三是高效服务牵引新型智慧城市应用,体现在互联网+政务服务、深化试点工作提升,以及移动应用新亮点等。论文还分析了模式创新引领新型智慧城市发展趋势,包括电子商务的规模发展、网络约车服务的蓬勃发展、移动互联网的生活化应用,以及"互联网+政务"的发展活力。     

电子政务与数字中国地理空间基础框架

在对电子政务和数字中国地理空间基础框架的基本概念、内容和体系结构进行深入描述之后,指出电子政务非常需要数字中国地理空间基础框架的支撑,集中体现为：数字中国地理空间基础框架是电子政务的空间定位平台,可以为电子政务提供空间辅助决策支持,并可为电子政务提供清晰易读的可视化工具;与此同时,电子政务为数字中国地理空间基础框架的建设提供了新的应用空间和发展机遇。

面向电子政务的业务型GIS研究

我国近年来将建设电子政务作为社会经济信息化的突破口。随着人们对电子政务认识的不断深化和各类电子政务系统功能的不断提升 ,电子政务的建设对GIS数据和技术也提出了强烈的需求。分析了GIS面临的新机遇和挑战。提出了以业务型GIS应对电子政务对GIS数据和技术的需求 ,从而将GIS融入当前社会经济信息化建设的主流中 ,讨论了业务型GIS的概念与特点 ,给出了一种基于sybase公司的PB窗口插件和mapinfo公司的Mapxtreme的B/S解决方案
