新疆特种旅游资源开发探讨

本文对新疆特征旅游进行了分析并提出了开发规划设想。在此基础上提出了特种旅游资源的概念,并深入地探讨了其内涵的特征;同时进一步分析了新疆特种旅游资源形成的地学基础,从地学等角度对新疆特种旅游资源进行了分类及评价。     

城市交通系统与土地利用结构关系研究

阐述了城市交通系统与土地利用结构的内涵及其相互之间循环的作用与反馈关系,并指出城市交通规划的重要性及其过程中城市活动系统分析的意义。     

Protected areas as a double edge sword: An analysis of factors driving urbanisation in their surroundings

Protected areas (PAs) are the most effective tools to protect biodiversity and ecosystem services. They have proven to be effective in stopping extensive land use conversion in well-conserved terrestrial ecosystems. However, land cover changes around PAs threaten biodiversity and ecosystem services within their limits and reduce ecological connectivity. In this study, we analysed the urban sprawls on the boundaries of 159 PAs (national, regional, and natural parks) in Spain, using 2.5 and 5 km non-protected buffer zones from 1990 to 2018. We clustered PAs based on biophysical and socio-economic characteristics and modelled urban sprawl in different buffers and periods. Hierarchical clustering revealed three groups of PAs: (a) proximate urban parks, (b) mountainous parks, and (c) parks in the Madrid autonomous region. We found that urbanisation in the surroundings of PAs in Spain has nearly doubled since 1990. General linear models explained a significant proportion of the urbanisation trends observed, with the number of municipalities in the boundary of the PA, the distance to a main road, and the distance to a big city acting as the most important drivers of urban sprawl. Our results also show that some PAs exert significant effects on urbanisation trends in their surroundings through the park-view effect. Finally, we highlight three coexisting phenomena that might explain the observed urban sprawl processes: (a) PAs attracting urbanisation in their surroundings due to the park-view effect, (b) PAs as a deterrent for urban sprawl within their limits, and (c) PAs occupying residual areas among previously urbanised lands.     

国土空间总体规划温室气体核算模型

城市的低碳发展对于应对气候变化及实现我国“碳达峰、碳中和”目标起着至关重要的作用。在新的国土空间规划体系下,国土空间总体规划对城市的低碳发展影响重大。为解决现有的城市温室气体核算中存在的问题,使总体规划促进城市低碳发展,构建了国土空间总体规划温室气体核算模型。该模型基于“空间布局—用地类型—部门划分—模型方法”的框架,采用自上而下与自下而上相结合的方法,与国土空间规划要素紧密结合;建立了市域和中心城区两个层次的碳排放核算方法,并解决了中心城区的碳排放核算问题,可进行国际间比较;解决了总体规划能源预测不完善的问题,提出了不同的核算方法供灵活选择,与完全基于用地类型的方法相比,降低了不确定性。最后基于模型提出了评估总体规划低碳发展水平的核心指标与参考指标。     

Kenya’s Secondary Cities Growth Strategy at a Crossroads: Which Way Forward?

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.     

The neighborhood council: Where ‘top-down’ engages with ‘bottom-up’

The paper examines the neighborhood council from the perspective of its contribution to town planning. Within the context of planning in Israel, two distinct models of neighborhood council and their relationship to the municipal planning administration in two different towns are considered. Their potential as a new arena of planning at the neighborhood level is evaluated, including the ability to mediate between ‘bottom-up’ and ‘top-down’ planning processes, and to offer a planning framework that combines local with professional knowledge.     

Planning for Tsunami: Reducing Future Losses Through Mitigation

The National Tsunami Hazard Mitigation Program is a multi-faceted approach that encompasses tsunami identification, alert and warning systems and a comprehensive approach to tsunami risk reduction. This paper describes efforts to promote land use planning and development practices that reduce tsunami risk by local elected government and administrative officials. Seven Principles of Tsunami Risk Reduction are presented that range from risk assessment to site planning criteria.Regional Administrator, California Governors Office of Emergency Services and Manager, California Integrated Seismic Network, Earthquake and Tsunami Program
