Although British Columbia experiences many natural hazards, there is as yet no unified policy to promote natural hazard management
in the province. The problem is not in the quantity and quality of geoscience assessment of natural hazards, but instead,
it is suggested, in the isolation of that work from broader risk perspectives and in the lack of clarity of division of responsibilities
between various levels of government. The example of recent changes in perception of the terrain stability problem illustrates
how natural hazard problems are driven by social and political priorities rather than by geoscience priorities.

Although it has many merits, the voluminous literature on urban governance gives scant attention to the actual involvement and positioning of business elites and businesses within Public-Private Partnerships. There is also little consensus among academics as to why the private sector become involved in such schemes. This paper begins to address these issues through a critical empirical examination of how and why the private sector is involved with three English Town Centre Management (TCM) partnerships and the Business Improvement District (BID) subsidiaries all three partnerships have recently developed. In order to do this, the empirical study is guided by a conceptual framework that foregrounds the relationship between (a) the opening up and monitoring of ‘institutional space’ by partnerships and the state, and (b) the motivations and ‘constrained agency’ of the business elites. The paper demonstrates that the positioning of the private sector is more multifarious and fractured than previous studies of urban governance have suggested. It also reveals that business elites and businesses view their participation as an ‘investment’ that needs to accrue significant financial returns and that partnership and state officials are highly selective in their choice of ‘who governs’. 相似文献

Neoliberalism and natural resource management: Agri-environmental standards and the governing of farming practices 总被引:1,自引:0,他引:1
Private standards and certification schemes are widely acknowledged as playing an increasingly important role in agri-environmental governance. While much of the existing research concludes that these mechanisms consolidate the global extension of neoliberalism – enhancing the power of corporate actors to the detriment of smaller producers – we argue that this overlooks the complex ways in which standards are used by governments and farmers in the governing of farming practices. Focusing specifically on a process standard – Environmental Management Systems (EMS) – promoted by the Australian government as a way of verifying the ‘clean and green’ status of agricultural exports, we examine how one regional group of producers has sought to use EMS standards in practice. Our analysis of a case study in the state of Victoria appears to confirm that EMS was a successful instrument for the extension of neoliberal governance, reinforcing the production of neoliberal subjectivities and practices amongst farmer participants and enabling the government to compensate for gaps in environmental provision. However, it would be a mistake to interpret the development of this EMS scheme as an example of naïve farmers manipulated by the state. In practice, farmers used the opportunities provided by government funding to undertake actions which expressed their own agri-environmental values and practices. Establishment of an EMS and associated eco-label enabled producers to demonstrate and extend their capacity to act as good environmental stewards. The inland capture fisheries of the Mekong represent critical sources of nutrition in rural diets in a region that faces endemic food and nutritional deficits. However within regional development debates that prioritize utilising the waters of the Mekong to generate electricity, capture fisheries are often presented as ultimately doomed, and therefore as an unfortunate, but necessary trade-off for hydropower. At the heart of these debates, lie contested definitions of development. The notion that fisheries could or should be traded-off for some other form of development exemplifies this tension.This paper draws on anthropological approaches to policy analysis based on discourse and narratives. We begin by placing the conventional wisdom regarding the place of fisheries in regional development under closer scrutiny. We then explore the potential for a counter narrative based around food and food sovereignty, in which fisheries and fishers are drivers, rather than costs of development. We argue that fisheries provide a range of livelihood and developmental values that cannot be replaced and that their management continues to hold potential for strengthening independence and self-reliance. In doing so, we build on empirical evidence from the Lao PDR, a country with a rich capture fishery but also endemic food crises, and also a national policy commitment to both poverty reduction and extensive large-scale hydropower development. As such, this paper attempts to reframe the debate on development in the Mekong. The paper has wider significance for considering how a broader focus on food and food producers can generate alternative development pathways. 相似文献
