On April 27, 1993, a large landslide in the Tully Valley, Onondaga County, NY, destroyed three houses and resulted in the evacuation of four others; it also triggered a loss of potable drinking water for about 15 homes north of the slide area and affected a total of 20 ha of land. In the 7 years following this slide, several studies have been conducted by federal and state environmental agencies and by local universities. The goal of these investigations has been to determine what caused this slide, document the history of past landslides in the region, and establish whether future slides are likely to occur. This paper reports on the results of these investigations and examines their effect on the Tully Valley community.  相似文献

This article explores the relationship between historical memory, urban space, and photography by way of a case study: the place-specific public art of the Guatemalan photographer and human rights activist, Daniel Hernández-Salazar. As one of a growing number of Latin American artists committed to combating the “institutionalized forgetfulness” of human rights violations throughout the hemisphere, Hernández-Salazar deploys geographically-rich photographic installations to help his society remember its difficult past. The installations, known as Street Angel, are like ghosts haunting the graves of the murdered, fortresses of the powerful, bastions of the complicit. By shedding light on these ghostly angels, this article reveals the important role of photography, as a crucial vehicle of memory, in bearing witness to the unimaginable horrors that consumed much of the twentieth century, as well as that technology’s limitations. It also shows how remembrances of those atrocities depend on urban space for their grounding, articulation, and maintenance. Finally, by probing the artistic impulse and political sensibility that created Guatemala City’s angels of memory, it makes the case that, in the combustible political climate of post-war Central America, the work of remembering the past is not an antiquarian exercise: the labor of memory is a fundamental component of building a just society.

This article examines the dislocations produced when competing understandings of public space come into contact. Focusing on Montpellier, France, where an urban renewal program has seen portions of the city-centre renovated, the article considers the breaking apart of a North African commercial cluster under the guide of French heritage protection. Arguing that such action is tiedto municipal urban politics and wider trajectories that place diverse identities in a separate category, I trace the process through which a plaza encompassed in the urban renewal program has been labelled as “empty” and “dead” space. Suggesting that the relocation of a well-used outdoor food market is an instance of public space being deliberately emptied of its social and civic function, I argue that such sites are better defined as “municipal spaces”, entities that are firmly in the realm of the state, rather than ones within the purview of diverse publics.  相似文献

More than one billion people worldwide receive cash or in-kind transfers from social protection programs. In low-income countries, these transfers are often conditioned on participation in labor-intensive public works to rehabilitate local infrastructure or natural resources. Despite their popularity, the environmental impacts of public works programs remain largely undocumented. We quantify the impact on tree cover of Ethiopia’s Productive Safety Net Program (PSNP), one of the world’s largest and longest-running public works programs, using satellite-based data of tree cover combined with difference-in-differences and inverse probability treatment weighting methodologies. We find that the PSNP increased tree cover by 3.8% between 2005 and 2019, with larger increases in less densely populated areas and on steep-sloped terrain. As increasing tree cover is considered an important strategy to mitigate global warming, our results suggest a win–win potential for social safety net programs with an environmental component.  相似文献

Rapid soybean expansion in South America has been linked to numerous socio-environmental problems, including deforestation in sensitive biomes. As a major importing region of soybeans, wider public awareness has also put pressure on the European Union. Different governance initiatives involving various groups of stakeholders have sought to address these issues. However, what is identified as a relevant problem, as a region of interest or which actors are mentioned in this context are all matters of claims-making processes between different groups and mediated through various channels of communication. This study uses a text-mining approach to trace the construction of socio-ecological problems related to soybean expansion and the actors and regions linked with these issues in public discourse. The focus lies on print media from the European Union, but several additional sources are included to investigate the similarities and differences between various communication channels and regions. These include newspaper articles from producing countries and international news agencies, scientific abstracts, corporate statements, and reports from advocacy groups gathered from the mid-1990s to 2020. The results show that European mass media have shifted their focus from consumer labeling, health, and concerns over genetically modified organisms towards more distant or abstract phenomena, such as deforestation and climate change. This has been accompanied with a broader view on different stakeholders, but also with a strong regional focus on the Amazon biome. There has also been much less attention on direct concerns for communities in producing regions, such as land conflicts or disputes over intellectual property rights. We conclude that while European public spheres appear to become more receptive to issues related to impacts in sourcing regions, there remains a narrow focus on specific problems and regions, which reflects a fundamental asymmetry in different stakeholders' ability to shape transnational deliberations and resulting governance processes.  相似文献

The climate crisis demands a strong response from policy-makers worldwide. The current global climate policy agenda requires technological change, innovation, labour markets and the financial system to be led towards an orderly and rapid low-carbon transition. Yet progress has been slow and incremental. Inadequacies of policy appraisal frameworks used worldwide may be significant contributors to the problem, as they frequently fail to adequately account for the dynamics of societal and technological change. Risks are underestimated, and the economic opportunities from innovation are generally not assessed in practice. Here, we identify root causes of those inadequacies and identify them to structural features of standard analysis frameworks. We use a review of theoretical principles of complexity science and the science of dynamical systems and formulate a generalisation of existing frameworks for policy analysis and the appraisal of outcomes of proposed policy strategies, to help better identify and frame situations of transformational change. We use the term “risk-opportunity analysis” to capture the generalised approach, in which conventional economic cost-benefit analysis is a special case. New guiding principles for policy-making during dynamic and transformational change are offered.  相似文献

Building upon recent work on other major fossil fuel companies, we report new archival research and primary source interviews describing how Total responded to evolving climate science and policy in the last 50 years. We show that Total personnel received warnings of the potential for catastrophic global warming from its products by 1971, became more fully informed of the issue in the 1980s, began promoting doubt regarding the scientific basis for global warming by the late 1980s, and ultimately settled on a position in the late 1990s of publicly accepting climate science while promoting policy delay or policies peripheral to fossil fuel control. Additionally, we find that Exxon, through the International Petroleum Industry Environmental Conservation Association (IPIECA), coordinated an international campaign to dispute climate science and weaken international climate policy, beginning in the 1980s. This represents one of the first longitudinal studies of a major fossil fuel company’s responses to global warming to the present, describing historical stages of awareness, preparation, denial, and delay.  相似文献

Efforts to deliver on net zero emissions targets are set to rely on carbon dioxide removal (CDR) methods. Democratic, trustworthy and socially intelligent research, development, demonstration and deployment of CDR methods in aid of net zero will be highly dependent on how different publics evaluate them, and ultimately which groups support or oppose them. This paper develops a novel, nationally representative method for the multi-criteria appraisal of five policy relevant CDR methods – plus an option not to pursue CDR at all – by members of the British public (n = 2,111). The results show that the public supports the inclusion of CDR in UK climate policy. CDR methods often characterised as ‘natural’ or ‘nature-based’ are appraised more highly than ‘technological’ ones, in the descending order: habitat restoration, afforestation, wood in construction, bioenergy with carbon capture and storage, and direct air carbon capture and storage. Yet, there is no significant disagreement in the appraisal of technological methods and they therefore may be less polarizing, suggesting that popular preconceptions of what is natural – and therefore more attractive – may be holding them back. CDR methods being mainly developed by public sector and non-governmental organisations are also appraised more highly than those being developed by private interests. Regional differences in option appraisal reveal where particular CDR methods are more or less likely to be supported or opposed; stressing the importance of matching physical requirements for CDR with appropriate social contexts. Demographic and socio-economic analyses show that people who appraise CDR methods most highly tend to be older respondents, male, or of a higher social grade. Finally, those with hierarchical worldviews and who voted ‘leave’ in the UK’s referendum on EU membership are less supportive of CDR than those with egalitarian worldviews and who voted ‘remain’.  相似文献

This study examines New York’s internationally acclaimed High Line with regard to the democratic ideal of urban parks as places of social mixing among diverse groups in the city. Observational surveys were conducted to assess the levels of racial/ethnic diversity among visitors to the High Line and four other Manhattan parks, and census data were collected on the race/ethnicity of residents in surrounding neighborhoods, the borough of Manhattan, and New York City. The data show that the High Line crowd is overwhelmingly White, to a degree that is far out of line with the racial/ethnic demographics of the borough and city, that the level of racial homogeneity significantly exceeds that of other comparable parks, and that the lack of diversity cannot be explained by neighborhood composition. The author concludes that the High Line is failing as a democratic public space and draws on the work of political scientist E. E. Schattschneider to assert the importance of diversity in public spaces.  相似文献
