The probability of fractal determination of coastal types based on GIS is preliminarily discussed with China as an example. Finally, some significant conclusions are drawn: (1) The fractal dimension of coastline of the bedrock coast is larger than that of the plain coast on the same scale map; (2) As far as the bedrock coast is concerned, the larger fractal dimension of coastline of the bedrock coast on the same scale map indicates that the bedrock coast is probably not typical; (3) As far as the plain coast is concerned, the smaller fractal dimension of coastline of the plain coast on the same scale map indicates that it is probably the silt plain coast; (4) The different substantial compositions affect the fractal dimensions of coastlines of different coastal types. In general, the coast which lies in the north of the Hangzhou Bay consists of sand mainly, its surface is flat, and it is connected with the coastal plain, its landform is broad shoal, its total change is comparatively homogenous in the tidal dynamic process, and thus, the relatively smaller fractal dimension of coastline results from this. For the bedrock coast, there is more bedrock, the coastline is comparatively smooth and straight, being affected by the faults and ocean dynamic process, which result in the larger fractal dimension. 相似文献

The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts. 区域海洋地质数据库是中国地质调查局基础数据库的一个重要组成部分,是实现地质调查基础性与公益性战略部署的依托。根据区域海洋地质数据库建设的目标与任务,在数据结构和实施步骤等方面进行了初步研究。区域海洋地质数据库及其管理信息系统适合采取基于Web系统的三层体系结构,在数据构成上亦分为区域海洋地质调查原始资料与成果资料,其中元数据库的建设对数据库的应用非常重要,用户可以通过元数据了解数据的存在性、适宜性、有效性等,确定数据的使用方法,因此,元数据库的建设应采用国际已经普遍认可的ISO/TC211发布的ISO19115空间元数据标准。 相似文献

Being a littoral state, Malaysian maritime sectors provide the basis for the growth and development of marine-related activities. As the country enters the new millennium along with the ‘2020 Vision’ which serves as the basic template against which the economic performance of these sectors should be judged, it poses a new challenge for Malaysia in developing these sectors. This paper attempts to address three basic issues: Firstly, is there any national ocean policy in place? Secondly, are the maritime sectors adequately organized to play an important role in achieving the objectives? Thirdly, what are the opportunities available in developing the ocean?It can be seen that existing policies to develop comprehensive ocean governance have not received the full attention they deserve. Organizational structures governing the ocean for implementing national policies are well in place but in a fragmented and uncoordinated fashion. As a result, sectoral and intersectoral management problems were created such as multiple-use conflicts, overlapping of jurisdiction and duplication of efforts. Environmental problems have also not been properly addressed. A few sectors have been identified as offering opportunities to further develop the Malaysian maritime areas. Among these are marine education and human resources development, marine tourism and the seafood industry. 相似文献
