一种城市公交线网分布的可视化分析方法

可视化分析技术在分析交通数据、发现交通问题及辅助决策扮演着越来越重要的角色,成为一项重要的智能交通技术。为了更加直观地展示城市公交线网空间分布的疏密情况,本文基于北京市公交线路矢量数据,采用直接可视化和聚集可视化两种方法对公交线网的空间分布进行了分析。通过对原数据处理计算得到了基于北京市主干道的公交线路分布数据并进行了直接可视化;同时利用HTML5的Canvas绘制热力图的方法对原数据进行了聚集可视化,根据可视化结果对北京市公交线路空间分布情况进行了分析。该方法对城市公交线网规划和优化有实用价值和意义。     

信息化测绘在规划管理工作中的精准服务

当下我国行政审批制度改革,事权下放,全国部分城市开始试行行政审批与技术审查相分离。在此背景下,信息化测绘“一站式”精准服务规划管理审批整个流程也就成为可能。本文分析了规划测量服务规划管理的现状,并在此基础上通过实例,探讨了在信息化测绘体系下,如何运用技术手段达到既有测绘信息的整合、挖掘和利用,从而实现精准服务规划管理。     

业务协同视角下基于GIS的“五规融合”平台

以建立统一空间规划体系为目标,近年来全国各地相继开展了多规融合探索。要从根本上解决多规融合问题,核心是要解决多规涉及部门间的业务协同。本文基于业务协同研究,结合珠海市实际,探索提出了“五规融合”数据共享、规划编制协同、项目策划生成等业务协同机制,并以GIS技术为基础,对“五规融合”平台建设的设计思路与功能实现进行了探讨。     

What has happened in Spain? The real estate bubble,corruption and housing development: A view from the local level

How have the recent real estate, mortgage and financial crises affected different countries, territories and cities? How have the different public and private stakeholders behaved and how accountable have they been for the origin and development thereof? What links are there among the local, national and global contexts in the crises? Recent geographic research ought to attempt to answer these questions, but there have, however, been few in-depth studies on the link between urbanisation, financial markets and the global crisis. The present paper analyses one of the principal causes of Spain’s recent evolution: urbanisation of the territory, the start and consequences of housing bubble; our study emphasises the differential elements in relation to the crisis in other countries. We study in greater depth the municipality of Torrelodones, which constitutes a reference due to the appearance of a residents’ movement opposed to the development process and which is a perfect example of the dynamics that led to the economic and social crisis. We describe in detail the lack of any strategic vision, participation or transparency in town planning decision-making, the processes by which reports and inspections were doctored, and the mechanisms of corruption of public decision-making in town planning. Finally, we analyse the concrete manner in which huge losses in mortgage markets occurred, with the collapse of the real estate bubble and the financial markets, which subsequently forced a State bailout.     

广州新型智慧城市应用探索:城乡规划的智慧化管理

新技术尤其是信息技术的快速发展为新型智慧城市的建设提供了条件,城市规划管理作为城市建设的前端环节,在新型智慧城市建设中发挥着重要的作用。规划管理"一张图"平台、多规合一信息联动平台等围绕新技术而形成的规划管理新手段,极大地提高政务效率,也倒逼新型智慧城市的规划管理更加智慧化。本文以广州市为例,分析城乡规划智慧化管理历程,从决策层、管理层、实施层、技术层和数据层5个维度探索城乡规划智慧化应用,构建城乡规划智慧化管理体系,关注智慧化提升城乡规划与管理能力,运用信息系统构建五年空间规划体系、一张图管理和实施评估、多源数据辅助规划决策等城乡规划智慧化方式,为相关城市建设新型智慧城市应用提供支撑。     

不同城市规划的生态质量差异对比研究

为定量分析不同城市规划理念带来的生态质量差异,本文以福州市在不同时期规划建设的2座体育场馆为例,基于Sentinel-2A遥感影像,应用新型遥感生态指数RSEI分析对比了这2座体育场馆的生态效应。在全面分析其主要地表覆盖信息的基础上,探讨了二者之间生态质量差异的原因。研究发现,采用传统理念规划的福建省奥林匹克体育中心的生态指数RSEI均值为0.39,而实行绿色生态规划的海峡奥林匹克体育中心的RSEI均值为0.42,优于福建省奥林匹克体育中心。总的看来,海峡奥体中心在规划中采用透水铺装和不勾缝的铺装形式,加大绿地斑块面积以及预留风道等绿色措施有效地提高了地表湿度、降低了地表温度和干度,从而对该体育中心的生态质量起到积极的作用。     

Planners to the rescue: Spatial planning facilitating the development of offshore wind energy

The development of offshore wind energy has started to take place surprisingly quickly, especially in North European waters. This has taken the wind energy industry out of the territory of planning systems that usually govern the siting of wind farms on land, and into the world of departmental, sectoral regulation of marine activities. Although this has favoured the expansion of offshore wind energy in some respects, evidence suggests that the practice and principles of spatial planning can make an important contribution to the proper consideration of proposals for offshore wind arrays. This is especially so when a strategic planning process is put in place for marine areas, in which offshore wind is treated as part of the overall configuration of marine interests, so that adjustments can be made in the interests of wind energy. The current process of marine planning in the Netherlands is described as an illustration of this.     

HELCOM Baltic Sea Action Plan - A regional programme of measures for the marine environment based on the Ecosystem Approach

The Helsinki Commission (HELCOM) Baltic Sea Action Plan, adopted by the coastal countries of the Baltic Sea and the European Community in November 2007, is a regional intergovernmental programme of measures for the protection and management of the marine environment explicitly based on the Ecosystem Approach. The Action Plan is structured around a set of Ecological Objectives used to define indicators and targets, including effect-based nutrient input ceilings, and to monitor implementation. The Action Plan strongly links Baltic marine environmental concerns to important socio-economic fields such as agriculture and fisheries and promotes cross-sectoral tools including marine spatial planning. Due to complementarities with the European Union (EU) Marine Strategy Framework Directive, the Action Plan is in essence a pilot for this process without neglecting the important role of the Russian Federation - the only Baltic coastal country not a member of the EU.     

协同式电网规划系统设计

利用GIS技术进行电网管理和规划是实现电力信息化、建设数字电力的必由之路。论文在分析电网规划的特点基础上,将计算机支持的协同工作思想引入电网规划设计中,以ArcSDE GeoDatabase的版本操作和基于权限控制的数据表技术,作为空间数据协同操作和业务属性数据协同操作的技术基础,建立了协同式电网规划系统,系统的实践应用证明了系统的高效性和先进性。     

莱芜市钢城区畜禽养殖用地管理的现状及建议

随着我国畜牧业的发展,饲养方式和结构发生了很大的变化,对规模化养殖提出了新的要求,该文结合莱芜市钢城区实际,对畜牧养殖用地方面当前存在问题进行了系统的分析,对今后的用地管理提出了切实可行的建议。
