Despite decades of debate, participatory planning continues to be contested. More recently, research has revealed a relationship between participation and neoliberalism, in which participation works as a post-political tool—a means to depoliticize planning and legitimize neoliberal policy-making. This article argues that such accounts lack attention to the opportunities for opposing neoliberal planning that may be inherent within participatory processes. In order to further an understanding of the workings of resistance within planning, it suggests the notion of insurgent participation—a mode of contentious intervention in participatory approaches. It develops this concept through the analysis of various participatory approaches launched to regenerate the former airport Berlin-Tempelhof. A critical reading of participation in Tempelhof reveals a contradictory process. Although participatory methods worked to mobilize support for predefined agendas, their insurgent participation also allowed participants to criticize and shape the possibilities of engagement, challenge planning approaches and envision alternatives to capitalist imperatives.  相似文献

海洋空间规划是一个对海洋资源可持续开发利用的规划和管理过程。文章采用可视化工具CiteSpace,基于WOS核心合集和CNKI数据库,系统梳理分析2000—2020年海洋空间规划领域的国内外研究主题及其突现词演变路径。结果表明:当前国内外海洋空间规划相关研究数量总体呈上升趋势,美国、澳大利亚和英国3国占比超过50%,各机构间合作度较高、跨国交流活跃;国际方面,栖息地、海洋保护区域、渔业发展、生物多样性是热点研究方向,国内则更加关注陆海统筹和可持续发展;近20年来,国际研究趋势变化为"空间规划体系的构建-空间规划尺度的拓展及跨界研究-经验总结与环境保护",国内规划时期则从"空间规划政策综合管理-具体功能区划分-可持续发展"不断发展;在此基础上提出未来深入探索的重点领域以及建议。  相似文献

Environmental NGOs are increasingly called upon to respect human rights when undertaking conservation programs. Evaluating a family planning program running alongside marine management measures in Madagascar, we find that family planning services provided by an environmental NGO can support women’s reproductive rights. Family planning services allow the option of smaller families, and give more time to work, increased income and better health. These benefits do not translate into increased support for, or participation in, marine management, however, and women who are able to work more are typically fishing more. We identify patriarchal norms as a key factor preventing the family planning programme from manifesting in improved resource stewardship, limiting opportunities for women to participate fully in resource management meetings and diversify their livelihood outside traditional tasks, including fishing. We propose that a successful human rights-based approach must be more comprehensive, targeting multiple rights and challenging existing institutions and power structures.  相似文献

One of the main objectives of land-use change models is to explore future land-use patterns. Therefore, the issue of addressing uncertainty in land-use forecasting has received an increasing attention in recent years. Many current models consider uncertainty by including a randomness component in their structure. In this paper, we present a novel approach for tuning uncertainty over time, which we refer to as the Time Monte Carlo (TMC) method. The TMC uses a specific range of randomness to allocate new land uses. This range is associated with the transition probabilities from one land use to another. The range of randomness is increased over time so that the degree of uncertainty increases over time. We compare the TMC to the randomness components used in previous models, through a coupled logistic regression-cellular automata model applied for Wallonia (Belgium) as a case study. Our analysis reveals that the TMC produces results comparable with existing methods over the short-term validation period (2000–2010). Furthermore, the TMC can tune uncertainty on longer-term time horizons, which is an essential feature of our method to account for greater uncertainty in the distant future.  相似文献

The recent rise in agricultural commodity prices and the expectation that high price will persist have triggered a wave of farmland expansion in regions where land resources are still available. One such region is the former Soviet Union, where the collapse of socialism caused massive agricultural abandonment and where some of these lands are now being brought back into production. Yet, the extent and spatial patterns of recultivation, and what determines these patterns, remains unclear. We examined the extent of recultivation of abandoned agricultural land in Ukraine since 2007 using a new, satellite-based recultivation map and assessed the effect of biophysical and socioeconomic determinants on recultivation patterns using boosted regression trees. We found key predictors of recultivation to be related to the suitability of land for agriculture (i.e., soil quality, temperature). Accessibility to major cities was also important, with most recultivation happening closer to settlements, but this influence varied across Ukraine. Variables related to agricultural management (fertilizer input, mechanization) and demography were negligible in explaining recultivation in our analyses. These factors suggest that recultivation patterns were primarily driven by factors related to land productivity, with recultivation focusing on the most promising areas. Given the remaining large amount of unused agricultural land in Eastern Europe and the former Soviet Union, and considering that much abandonment occurred in areas only marginally suited to agriculture, our findings provide important insights into where recultivation can be expected to happen and thus for assessing the potential socioeconomic and environmental impacts of recultivation.  相似文献

There is an on-going process to establish Marine Conservation Zones (MCZs) in England, to form part of a coherent and representative network of marine protected areas under national and EU legislation. From 2009 to 2011, the MCZ process included strong participatory elements. Four regional multi-sector stakeholder groups developed MCZ recommendations collaboratively, in line with ecological guidance provided by the Government's nature conservation advisers. This guidance was based on Government policy principles, including that MCZs should be designated based on ‘best available evidence’. This paper analyses the multi-dimensional conflicts that emerged within the stakeholder group in south-west England, which were magnified by uncertainty about future MCZ management. In September 2011, after working through these conflicts through trade-offs and negotiations, the stakeholder groups jointly recommended 127 MCZs to Government. The process subsequently shifted to a top-down approach, with further stakeholder engagement limited to bilateral consultation. There was a concurrent shift in policy, from a broad-scale network-level focus towards single-feature conservation. A lengthy series of evidence reviews concluded that the existing evidence at the time was insufficient to progress with the designation of most sites, marking a clear departure from the policy principle of proceeding with the designation of a representative network based on ‘best available evidence’, and effectively undermining the work carried out by stakeholder groups. Though MCZ designation was originally timetabled for 2012, in November 2013 just 27 of the recommended 127 MCZs were designated in a first tranche. At the time, no clear timetable was in place for subsequent tranches.  相似文献

The Helsinki Commission (HELCOM) Baltic Sea Action Plan, adopted by the coastal countries of the Baltic Sea and the European Community in November 2007, is a regional intergovernmental programme of measures for the protection and management of the marine environment explicitly based on the Ecosystem Approach. The Action Plan is structured around a set of Ecological Objectives used to define indicators and targets, including effect-based nutrient input ceilings, and to monitor implementation. The Action Plan strongly links Baltic marine environmental concerns to important socio-economic fields such as agriculture and fisheries and promotes cross-sectoral tools including marine spatial planning. Due to complementarities with the European Union (EU) Marine Strategy Framework Directive, the Action Plan is in essence a pilot for this process without neglecting the important role of the Russian Federation - the only Baltic coastal country not a member of the EU.  相似文献
