European coasts are coming under increasing threat as a result of climate change from erosion and flooding. While coastal defences such as sea walls have been constructed since Roman times to protect human settlements from the sea, it is now increasingly recognised that these defences are unsustainable. The security provided by ‘hard’ engineered defences has encouraged development on the coast, and the defences themselves have led to the loss of intertidal habitat and the natural protection it provides.An alternative to maintaining ‘hard’ defences (hold-the-line) to protect land from increasing sea levels is managed realignment, where the engineered defences are deliberately breached. By allowing the coastline to recede to a new line of defence further inland, intertidal habitat is created providing natural protection from flooding and erosion.The study evaluates the economic efficiency—using cost–benefit analysis—of various managed realignment scenarios compared to a strategy of holding-the-line within the Humber estuary in North-east England. The results of this analysis show that managed realignment can be more economically efficient than holding-the-line over a sufficiently long time period—generally greater than 25 years. Sensitivity analysis demonstrates that results are more sensitive to the amount and value of intertidal habitat generated than they are to the amount and value of carbon stored by this habitat. Cost–benefit analysis is viewed as one component of a wider policy appraisal process within integrated coastal management. 相似文献

Climate change is identified as a major threat to wetlands. Altered hydrology and rising temperature can change the biogeochemistry and function of a wetland to the degree that some important services might be turned into disservices. This means that they will, for example, no longer provide a water purification service and adversely they may start to decompose and release nutrients to the surface water. Moreover, a higher rate of decomposition than primary production (photosynthesis) may lead to a shift of their function from being a sink of carbon to a source. This review paper assesses the potential response of natural wetlands (peatlands) and constructed wetlands to climate change in terms of gas emission and nutrients release. In addition, the impact of key climatic factors such as temperature and water availability on wetlands has been reviewed. The authors identified the methodological gaps and weaknesses in the literature and then introduced a new framework for conducting a comprehensive mesocosm experiment to address the existing gaps in literature to support future climate change research on wetland ecosystems. In the future, higher temperatures resulting in drought might shift the role of both constructed wetland and peatland from a sink to a source of carbon. However, higher temperatures accompanied by more precipitation can promote photosynthesis to a degree that might exceed the respiration and maintain the carbon sink role of the wetland. There might be a critical water level at which the wetland can preserve most of its services. In order to find that level, a study of the key factors of climate change and their interactions using an appropriate experimental method is necessary. Some contradictory results of past experiments can be associated with different methodologies, designs, time periods, climates, and natural variability. Hence a long-term simulation of climate change for wetlands according to the proposed framework is recommended. This framework provides relatively more accurate and realistic simulations, valid comparative results, comprehensive understanding and supports coordination between researchers. Conservation practitioners have scrutinized the credibility and effectiveness of community-based natural resource management, noting its romantic misconceptions about communities and their capacities. Early approaches failed to acknowledge the heterogeneity of collective agents, the synergy between decentralization and neoliberalism, or the need to affirm rural peoples’ entitlements to resources. A Maori community’s attempt to restore Lake Whakaki on New Zealand’s east coast confirms many of these critiques. The restoration confronts institutional ambivalence, obstructive forces from beyond the zone of Maori influence and non-correspondence between community and catchment dynamics. Fulfilment of the project requires exogenous resources and authority, but state conservation agencies are ambivalent towards local demands for self-determined development. Nonetheless, an uncommon degree of agency which is grounded within community aspirations for sovereignty suggests that the motivational characteristics of community retain their importance in debates about integrated conservation and development. 相似文献

An integral part of post-socialist transformation under the Washington Consensus has been the privatisation of previously state owned and/or co-operative farms. In many instances, there have been attempts at ‘turning back the clock’ to pre-War conditions, including land ownership structures. Frequently, the result has been the division of large, economically efficient units into numerous, small and economically barely viable private plots. Following accession to the European Union, these re-constituted peasant-scale structures pose a major challenge to the Union’s agricultural policy. As this paper demonstrates, a simple transfer of western European practices, such as land consolidation, is not possible. The particular legacies of the communist system have given land ownership particular values, legitimacy and personal identity, and emotional bonds. Simple technocratic solutions, as applied in the West earlier, are thus not feasible. Consequently, the paper points out, new forms and instruments of tackling disadvantageous agricultural structures need to be found. 相似文献
