南海北缘东部盆地油气资源研究

南海北缘东部的珠江口盆地及台西南盆地蕴藏着十分丰富的油气资源，根据区域构造背景、盆地发育分布的特点及中、新生代的油气地质条件，结合含油气构造、油气田、油气井的分布规律，利用油气资源评价的理论、方法，对区内的油气资源进行了综合研究，并按照油气资源状况划分出油气富集区、油气潜力区、油气远景区，在此基础上，再进一步划分出4条油气富集带、11条油气潜力带、8条油气远景带，充分显示了该区石油、天然气的分布规律和油气地质特点，为商业性的勘探开发和理论研究奠定了基础。     

东部沿海滩涂和浅海资源大开发之我见

介绍了浙江东南沿海的台州市及所属玉环县、温州市及所属乐清市、瓯海区等地面实施海洋“蓝色工程”的丰富实践和新鲜经验。文中借鉴浙东南沿海大开发的成功经验,结合我国东部沿海其它地区特别是苏北沿海的实际,提出了做出滩涂开发利用、发展海洋经济的总体战略构想。     

A brief catalogue of failures: Framing evaluation and learning in fisheries resource management

We propose a framework for enabling a systematic evaluation of a fisheries resource management system, which we define as a feed-back mechanism coupled to a fishery. The resource management system includes four basic functions: diagnostics, intervention, goal setting, and decision making. This model allows for the development of an evaluation framework for fisheries resource management by facilitating a typology of failures. We suggest that the potential for systemic and interdisciplinary learning will be significantly enhanced through the process of developing such a framework.     

Sea Grant in Latin America?: Adapting the US Sea Grant model of linked applied research,extension, and education to a Latin American Context—Is there a fit?

This paper explores the application of the US Sea Grant model of applied research, extension, and education to two case studies in Latin America: Coastal Ecuador and the Gulf of Fonseca. The analysis is based on a series of meetings and roundtables with in-country partners and leaders of the US Sea Grant program. We conclude that the Sea Grant model provides an institutional structure that Latin America lacks and the model's features would improve governance of marine and coastal resources through more effective linkages between coastal communities, universities, and policy/decision makers at local, national, and international levels.

论宁波东南港湾地区水资源的开发利用途径

本文在１９８９年对宁波市水资源进行调查的基础上，进一步分析了东南港湾地区水资源的特点及利用现状，并由此而提出了解决水源的对策。     

Participation and fisheries management in Costa Rica: From theory to practice

Participatory fisheries management has been increasingly proposed as a useful management approach to address fisheries problems. However, the criteria regarding its applicability and measures of success still seem unclear. This study reviews the main concepts and theory behind two participatory resource-management approaches and compares them to the reality of fisheries management in Costa Rica. The analysis shows that while the implementation of a participatory approach in fisheries management should be encouraged, it is essential to keep in mind the possible limitations these approaches have. Furthermore, it seems important to improve institutional coordination and develop social, legal and economic policies that will allow the state, together with coastal communities, to contribute in an effective way to fisheries management.     

海洋作业渔船管理系统的设计与运行试验

对渔政管理指挥系统建设项日中的业务软件部分渔船管理系统的设计方案进行了介绍。根据我国渔洋作业渔船的实际管理模式，提出了渔船管理系统设计方案。系统通过网络化的业务处理和管理流程，规范渔船建造、审批、登记以及捕捞许可证发放等管理业务，实现渔船控制指标的统一分配，以控制捕捞业发展规模和保护我国的渔业资源。系统以Microsoft VB6．0，Delphi6．0开发，在Window98／2000／XP环境下运行。通过运行试验，对系统运行环境进行了评估，为渔政管理信息化的建设、系统升级提供了经验和技术依据。
