依法管理促进测绘事业全面发展——谈谈《河南省测绘管理条例》的贯彻与实施问题

根据《中华人民共和国测绘法》，结合河南省测绘事业发展的实际，新修订的《河南省测绘管理条例》于2004年11月26日经河南省第十届人民代表火会常务委员会第十二次会议审议通过，2005年3月1日正式实施。新修订的《河南省测绘管理条例》和《中华人民共和国测绘法》，是各级人民政府及其测绘主管部门进行测绘监督管理和测绘行政执法的法律依据，是各类测绘单位和测绘从业人员从事测绘活动的行为规范。     

复杂模型重力位场快速正反演方法及应用

提要 本文详细讨论了一种三维重力位场快速正反演方法。作者在前人工作的基础上,对算法作了行之有效的改进,通过对反演中的不稳定因素进行各种理论模型试算,得出保证迭代反演稳定收敛的准则,编制出可在微型机IBM—PC上运行的人机对话式自动正反演程序。本文还对各种不均质模型进行了模似计算并将该方法应用于某含油气沉积盆地的双层界面构造研究,揭示出了储油有利地段。     

安徽：整改不到位不恢复农转非审批

近日，安徽省国土资源厅就恢复农用地转用和征地审批有关问题发出通知。通知强调，凡是在治理整顿期间违反土地集中统一管理规定、国土资源部和省政府批办违法案件未上报处理结果和存在问题整改不到位的市、县，将暂停恢复农用地转用和征地的审批。恢复农用地转用和征地审批后，各地要严格按照国家和省有关法律法规和国务院《决定》、《安徽省人民政府关于深化改革严格土地管理有关问题的通知》及《安徽省国土资源厅、安徽省发展和改革委员会关于下达2005年全省土地利用计划的通知》要求，

Study on numerical simulation to water lowering in an open coal mine digging

In view of the situation of excavation of open coal mine for the underground water disaster,we should carry out simulation studies for the numerical value of the water lowering project and improve the accuracy and the level of the water lowering project.On the basis of the hydrological geological conditions of certain open mine digging,a more reasonable seepage numerical model was built according to MODFLOW.It was simulated in advance that the process of the confined water level descending with the time,and combining with the actual observations to test the correctness of the model.The calculation showed that the results coincided well with the results of actual measurement.Based on this,different water lowering numerical simulations were built for the open coal mine digging.It could be simulated and forecast that the changes of the groundwater level in drainage process within and outside the mine pit,and it was quantitatively assessed that the possible water lowering result of the opencast water drainage process,which provide an important basis for the actual water lowering project and the possible project disposal.
