Despite the widely accepted need for ecosystem-based management of coastal and marine systems, many managers struggle with how to put these principles into practice. Commonly voiced concerns include complicated and expensive implementation, prohibitive data requirements, and lack of testing with long-term applications. We address some of these perceived barriers by providing guidance on strategies and approaches that can be used for the steps of one ecosystem-based management process, the integrated ecosystem assessment framework, including scoping, defining indicators, setting thresholds, risk analysis, management strategy evaluation, monitoring and evaluation. Importantly, we demonstrate how an ecosystem-based management approach can be utilized in a variety of contexts which vary widely in data quality and availability, governance structure, and time frame. We then illustrate the suggested steps in the process by exploring two case studies that represent realistic ends of the data/governance/time frame spectrum: Puget Sound, Washington, USA and Raja Ampat, Indonesia. By providing concrete suggestions for how to move forward with key steps in an integrated management process, we show that ecosystem-based management is feasible from a range of starting points and that for any given starting point there are numerous productive paths forward.  相似文献

A strong earthquake occurred in Wenchuan County, Sichuan Province, China, on May 12, 2008. Shortly after the earthquake, the Turner-Fairbank Highway Research Center of the Federal Highway Administration, in partnership with the Research Institute of Highways, the Ministry of Communication of China, led a reconnaissance team to conduct a post-earthquake bridge performance investigation of the transportation system in the earthquake affected areas. The U.S.transportation system reconnaissance team visited the area during July 20-24, 2008. This paper presents the findings and lessons learned by the team.  相似文献

Greater Cook Strait (GCS) lies between the North and the South Islands of New Zealand. Its location at the convergence of the Pacific and Indo-Australian tectonic plates leads to interesting bathymetry with an adjacent shallow shelf and deep ocean trench as well as numerous crossing faults and complex shoreline geometry. Our purpose in this study is to examine tides and currents in GCS and, in particular, identify the major forcing mechanisms for the residual currents. Toward this end, we use an unstructured-grid numerical model to reproduce the tides and currents, verify these results with observations and then use the model to separate the various forcing mechanisms. The physical forcing includes nonlinear generation from tides and tidal currents, differences in sea level between the Pacific Ocean and Tasman Sea boundaries, density variations, wind stress and river discharge into GCS. Each of these mechanisms is important in different areas.  相似文献

作者针对目前我国基础设施抗震设计时遇到的问题,给出了以下建议:①根据地震作用水平,对结构不同部位、不同构件制定不同的设计目标,明确设计构件所用的强度、延性参数指标;②我国地震动区划图提供的地震动参数仅仅是中震水平(地震重现期475年),实际发生的地震可能远远超过中震水平,在基础设施设计时应对大震(罕遇地震)有所考虑,甚至应考虑超预期地震发生后的应对、应急措施;③提高最低设防水准,并非是提高一度设防,应通过确定最小地震动参数满足最低设防要求,并在地震动区划图中以地震重现期代表地震危险程度;④对于Ⅵ度以下设防地区的基础设施结构物,都应按照Ⅵ度设防标准设计并考虑采取相应的抗震措施.  相似文献

The ecologically and socio-economically important marine ecosystems of Europe are facing severe threats from a variety of human impacts. To mitigate and potentially reverse some of these impacts, the European Union (EU) has mandated the implementation of the Marine Strategy Framework Directive (MSFD) in order to achieve Good Environmental Status (GES) in EU waters by 2020. The primary initiative for achieving GES is the implementation of coherent networks of marine protected areas (MPAs). Marine reserves are an important type of MPA in which no extraction is allowed, but their usefulness depends upon a number of ecological, management, and political factors. This paper provides a synthesis of the ecological effects of existing European marine reserves and the factors (social and ecological) underlying their effectiveness. Results show that existing European marine reserves foster significant positive increases in key biological variables (density, biomass, body size, and species richness) compared with areas receiving less protection, a pattern mirrored by marine reserves around the globe. For marine reserves to achieve their ecological and social goals, however, they must be designed, managed, and enforced properly. In addition, identifying whether protected areas are ecologically connected as a network, as well as where new MPAs should be established according to the MSFD, requires information on the connectivity of populations across large areas. The adoption of the MSFD demonstrates willingness to achieve the long-term protection of Europe's marine ecosystems, but whether the political will (local, regional, and continent wide) is strong enough to see its mandates through remains to be seen. Although the MSFD does not explicitly require marine reserves, an important step towards the protection of Europe's marine ecosystems is the establishment of marine reserves within wider-use MPAs as connected networks across large spatial scales.  相似文献

Like tree rings, high‐resolution soil sampling of low‐permeability (low‐k) zones can be used to evaluate the style of source history at contaminated sites (i.e., historical pattern of concentration and composition vs. time since releases occurred at the interface with the low‐k zone). This is valuable for the development of conceptual site model (CSM) and can serve as an important line of evidence supporting monitored natural attenuation (MNA) as a long‐term remedy. Source histories were successfully reconstructed at two sites at Naval Air Station Jacksonville using a simple one‐dimensional (1D) model. The plume arrival time and historical composition were reconstructed from the time initial releases that were suspected to occur decades earlier. At the first site (Building 106), the source reconstructions showed relatively constant source concentrations, but significant attenuation over time in the downgradient plume in the transmissive zone, suggesting MNA may not be an appropriate remedy if source control is a requirement, but attenuation processes are clearly helping to maintain plume stability and reduce risk. At the second site (Building 780), source concentrations in the transmissive zone showed an approximately a one order of magnitude over time, but apparently less attenuation in the downgradient plume. The source reconstruction method appeared to reflect site remediation efforts (excavation, soil vapor extraction) implemented in the 1990s. Finally, a detailed analysis using molecular biological tools, carbon isotopes, and by‐products suggests that most degradation activity is associated with high‐k zones but not with low‐k zones at these source areas. Overall, the source reconstruction methodology provided insight into historical concentration trends not obtainable otherwise given the limited long‐term monitoring data.  相似文献

Abstract. Granitoids and related rocks of eastern Australia can be classified according to their metallogenic potential using a scheme based on compositional character, degree of compositional evolution, degree of fractionation, and oxidation state. The scheme is based on empirical and theoretical considerations and satisfactorily describes the known distribution of granite‐related mineralisation. The granitoids range from unevolved, mantle compatible compositions to highly evolved and fractionated. They exhibit age‐ and region‐specific variations in silica content, compositional evolution and oxidation state. The most unevolved intrusive igneous rocks comprise those of the Ordovician of the Lachlan Orogen, and the Devonian of the New England Orogen. Strongly fractionated and evolved I‐type granites occur in western Tasmania, the southern New England Orogen, and far north Queensland. Other fractionated suites tend to occur relatively rarely in the Lachlan Orogen and elsewhere. Oxidation states vary markedly. The most consistently oxidised rocks occur in the Ordovician of the central Lachlan Orogen, and the northernmost New England Orogen. The Carboniferous I‐types of the northeastern Lachlan Orogen are consistently more oxidised than other Lachlan Orogen I‐types. Gold‐rich, Cu‐poor systems associated with felsic I‐types in eastern Australia are associated with W‐Mo mineralised suites with gold occurring within a predictable metallogenic zonation. Gold mineralised I‐types comprise weakly to moderately oxidised, high‐K granitoid suites that, at least in the east Australian context, have low K/Rb ratios and show strong fractionation trends. Gold is readily removed from granitic magmas through the early precipitation of sulfides, or to a lesser extent by magnetite. Crystallisation of Fe‐poor, silica‐rich granitic magmas in a relatively narrow oxidation window between the FMQ and NNO buffers may provide conditions where retention of Au in magmas in felsic granitic magmas is optimised.  相似文献

Recently published activity–composition (ax) relations for minerals in upper amphibolite‐ and granulite facies intermediate and basic rocks have expanded our ability to interpret the petrological evolution of these important components of the lower continental crust. If such petrological modelling is to be reliable, the abundances and compositions of phases calculated at the interpreted conditions of metamorphic equilibration should resemble those in the sample under study. Here, petrological modelling was applied to six granulite facies rocks that formed in different tectonic environments and reached different peak metamorphic pressure–temperature (PT) conditions. While phase assemblages matching those observed in each sample can generally be calculated at PT conditions that approximate those of peak metamorphism, a consistent discrepancy was found between the calculated and observed compositions of amphibole and clinopyroxene. In amphibole, Si, Ca and A‐site K are underestimated by the model, while Al and A‐site Na are overestimated; comparatively, in clinopyroxene, Mg and Si are generally underestimated, while Fe2+ and Al are typically overestimated, compared to observed values. One consequence is a reversal in the Fe–Mg distribution coefficient (KD) between amphibole and clinopyroxene compared to observations. Some of these mismatches are attributed to the incorrect partitioning of elements between the predicted amphibole and clinopyroxene compositions; however, other discrepancies are the result of the incorrect prediction of major substitution vectors in amphibole and clinopyroxene. These compositional irregularities affect mineral modal abundance estimates and in turn the position and size (in PT space) of mineral assemblage fields, the effect becoming progressively more marked as the modal abundance of hornblende increases; hence, this study carries implications for estimating PT conditions of high‐temperature metabasites using these new ax relations.  相似文献
