A spectrum from 1.2 to 2.5 μm of Uranus' small satellite Miranda obtained in June 1999 reveals strong water-ice signatures. It confirms the existence of a 2.0-μm water feature previously detected on Miranda and shows a strong second broad 1.5-μm water-ice absorption feature. The spectra also reveal a weak absorption band at 1.65 μm that is indicative of crystalline water ice. Reflectance models which combine the new spectra with new photometry indicate that the spectra are characteristic of a mostly water-ice surface, with a large fraction of carbonaceous or silicate contaminates, and the possible presence of ammonia hydrate, as implied by an apparent weak feature near 2.2 μm. In order to respond to policy questions about the potential impacts of climate change it is usually necessary to assemble large quantities of evidence from a variety of sources. Influence diagrams provide a formal mechanism for structuring this evidence and representing its relationship with the climate-related question of interest. When populated with probabilistic measures of belief an influence diagram provides a graphical representation of uncertainty, which can help to synthesize complex and contentious arguments into a relatively simple, yet evidence-based, graphical output.Following unusually damaging floods in October–November 2000 the UK government commissioned research with a view to establishing the extent to which the floods were a manifestation of hydrological climate change. By way of example application, influence diagrams have been used to represent the evidential reasoning and uncertainties in responding to this question. Three alternative approaches to the mathematization of uncertainty in influence diagrams are demonstrated and compared. In situations of information scarcity and imprecise expert judgements, methods based on interval probabilities have proved to be attractive. Interval probabilities can, it is argued, represent ambiguity and ignorance in a more satisfactory manner than the conventional Bayesian alternative. The analysis provides a quantified commentary on the uncertainties in the conclusion that the events of October–November 2000 were extreme, but cannot in themselves be attributed to climate change. 相似文献

High temperatures and heatwaves can cause large societal impacts by increasing health risks, mortality rates, and personal discomfort. These impacts are exacerbated in cities because of the Urban Heat Island (UHI) effect, and the high and increasing concentrations of people, assets and economic activities. Risks from high temperatures are now widely recognised but motivation and implementation of proportionate policy responses is inhibited by inadequate quantification of the benefits of adaptation options, and associated uncertainties. This study utilises high spatial resolution probabilistic projections of urban temperatures along with projections of demographic change, to provide a probabilistic risk assessment of heat impacts on urban society. The study focuses on Greater London and the surrounding region, assessing mortality risk, thermal discomfort in residential buildings, and adaptation options within an integrated framework. Climate change is projected to increase future heat-related mortality and residential discomfort. However, adjusting the temperature response function by 1–2 °C, to simulate adaptation and acclimatisation, reduced annual heat related mortality by 32–69 % across the scenarios tested, relative to a no adaptation scenario. Similar benefits of adaptation were seen for residential discomfort. The study also highlights additional benefits in terms of reduced mortality and residential discomfort that mitigating the urban heat island, by reducing albedo and anthropogenic heat emissions, could have. 相似文献

In this paper, we compare different policy incentives for overcoming investment uncertainties that are typical for low-carbon technologies prior to their commercialisation, some of which may be attributable to market failures. The paper focuses on the particular case of carbon capture and storage (CCS) technologies and conducts a qualitative multi-criteria analysis of different public policy support schemes for CCS demonstration to evaluate their suitability. The assessed schemes include mandatory CCS, emission performance standards and several different financial incentives (in addition to the European Union Emission Trading Scheme). Based on the available literature and on experience in the UK and Germany with promotion instruments for low-carbon technologies, the results of our analysis suggest that two alternative schemes, a CCS bonus incentive or a carbon dioxide (CO2) price guarantee, perform best in comparison with the other assessed instruments. While they reduce the uncertainty of CCS investments in the face of low European Union Allowance prices, they also avoid significant adverse impacts on operational and investment decisions in electricity markets. 相似文献

family of three parameters A, B and C that describe, independently, the shape of the warp. These parameters are useful to

First results from the VIRGO experiment (Variability of solar IRradiance and Gravity Oscillations) on the ESA/NASA Mission SOHO (Solar and Heliospheric Observatory) are reported. The observations started mid-January 1996 for the radiometers and sunphotometers and near the end of March for the luminosity oscillation imager. The performance of all the instruments is very good, and the time series of the first 4–6 months are evaluated in terms of solar irradiance variability, solar background noise characteristics and p-mode oscillations. The solar irradiance is modulated by the passage of active regions across the disk, but not all of the modulation is straightforwardly explained in terms of sunspot flux blocking and facular enhancement. Helioseismic inversions of the observed p-mode frequencies are more-or-less in agreement with the latest standard solar models. The comparison of VIRGO results with earlier ones shows evidence that magnetic activity plays a significant role in the dynamics of the oscillations beyond its modulation of the resonant frequencies. Moreover, by comparing the amplitudes of different components ofp -mode multiplets, each of which are influenced differently by spatial inhomogeneity, we have found that activity enhances excitation. 相似文献
