Abstract

The clean development mechanism (CDM) requires developing countries to set up designated national authorities (DNAs). The DNA should be designed to both attract investment and to establish an effective regulatory framework for project approval—including assessment to ensure that CDM projects contribute to national sustainable development objectives. Since CDM investment flows to Africa are uncertain, however, countries cannot risk large investments in institutional infrastructure and need to build on existing institutions. This article examines the critical functions that a DNA has to fulfil, and outlines several institutional models. It concludes that models that minimize institutional cost by drawing on existing institutions for environmental impact assessment and promotion of foreign direct investment are likely to be the best starting-point for DNAs in many African countries.  相似文献

This paper addresses the problem of classifying minerals common in siliciclastic and carbonate rocks. Twelve chemical elements are mapped from thin sections by energy dispersive spectroscopy in a scanning electron microscope (SEM). Extensions to traditional multivariate statistical methods are applied to perform the classification. First, training and validation sets are grown from one or a few seed points by a method that ensures spatial and spectral closeness of observations. Spectral closeness is obtained by excluding observations that have high Mahalanobis distances to the training class mean. Spatial closeness is obtained by requesting connectivity. Second, class consistency is controlled by forcing each class into 5–10 subclasses and checking the separability of these subclasses by means of canonical discriminant analysis. Third, class separability is checked by means of the Jeffreys–Matusita distance and the posterior probability of a class mean being classified as another class. Fourth, the actual classification is carried out based on four supervised classifiers all assuming multinormal distributions: simple quadratic, a contextual quadratic, and two hierarchical quadratic classifiers. Overall weighted misclassification rates for all quadratic classifiers are very low for both the training (0.25–0.33%) and validation sets (0.65–1.13%). Finally, the number of rejected observations in routine runs is checked to control the performance of the SEM image acquisition and the classification. Although the contextual classifier performs marginally best on the validation set, the simple quadratic classifier is chosen in routine classifications because of the lower processing time required. The method is presently used as a routine petrographical analysis method at Norsk Hydro Research Centre. The data can be approximated by a Poisson distribution. Accordingly, the square root of the data has constant variance and a linear classifier can be used. Near orthogonal input data, enable the use of a minimum distance classifier. Results from both linear and quadratic minimum distance classifications are described briefly.  相似文献

The Earth’s uppermost asthenosphere is generally associated with low seismic wave velocity and high electrical conductivity. The electrical conductivity anomalies observed from magnetotelluric studies have been attributed to the hydration of mantle minerals, traces of carbonatite melt, or silicate melts. We report the electrical conductivity of both H2O-bearing (0–6 wt% H2O) and CO2-bearing (0.5 wt% CO2) basaltic melts at 2 GPa and 1,473–1,923 K measured using impedance spectroscopy in a piston-cylinder apparatus. CO2 hardly affects conductivity at such a concentration level. The effect of water on the conductivity of basaltic melt is markedly larger than inferred from previous measurements on silicate melts of different composition. The conductivity of basaltic melts with more than 6 wt% of water approaches the values for carbonatites. Our data are reproduced within a factor of 1.1 by the equation log σ = 2.172 − (860.82 − 204.46 w 0.5)/(T − 1146.8), where σ is the electrical conductivity in S/m, T is the temperature in K, and w is the H2O content in wt%. We show that in a mantle with 125 ppm water and for a bulk water partition coefficient of 0.006 between minerals and melt, 2 vol% of melt will account for the observed electrical conductivity in the seismic low-velocity zone. However, for plausible higher water contents, stronger water partitioning into the melt or melt segregation in tube-like structures, even less than 1 vol% of hydrous melt, may be sufficient to produce the observed conductivity. We also show that ~1 vol% of hydrous melts are likely to be stable in the low-velocity zone, if the uncertainties in mantle water contents, in water partition coefficients, and in the effect of water on the melting point of peridotite are properly considered.  相似文献

We performed Monte Carlo simulations of very-long-baseline interferometry (VLBI) observations of Earth-orbiting satellites incorporating co-located space-geodetic instruments in order to study how well the VLBI frame and the spacecraft frame can be tied using such measurements. We simulated observations of spacecraft by VLBI observations, time-of-flight (TOF) measurements using a time-encoded signal in the spacecraft transmission, similar in concept to precise point positioning, and differential VLBI (D-VLBI) observations using angularly nearby quasar calibrators to compare their relative performance. We used the proposed European Geodetic Reference Antenna in Space (E-GRASP) mission as an initial test case for our software. We found that the standard VLBI technique is limited, in part, by the present lack of knowledge of the absolute offset of VLBI time to Coordinated Universal Time at the level of microseconds. TOF measurements are better able to overcome this problem and provide frame ties with uncertainties in translation and scale nearly a factor of three smaller than those yielded from VLBI measurements. If the absolute time offset issue can be resolved by external means, the VLBI results can be significantly improved and can come close to providing 1 mm accuracy in the frame tie parameters. D-VLBI observations with optimum performance assumptions provide roughly a factor of two higher uncertainties for the E-GRASP orbit. We additionally simulated how station and spacecraft position offsets affect the frame tie performance.  相似文献

Precise positioning with the current Chinese BeiDou Navigation Satellite System is proven to be of comparable accuracy to the Global Positioning System, which is at centimeter level for the horizontal components and sub-decimeter level for the vertical component. But the BeiDou precise point positioning (PPP) shows its limitation in requiring a relatively long convergence time. In this study, we develop a numerical weather model (NWM) augmented PPP processing algorithm to improve BeiDou precise positioning. Tropospheric delay parameters, i.e., zenith delays, mapping functions, and horizontal delay gradients, derived from short-range forecasts from the Global Forecast System of the National Centers for Environmental Prediction (NCEP) are applied into BeiDou real-time PPP. Observational data from stations that are capable of tracking the BeiDou constellation from the International GNSS Service (IGS) Multi-GNSS Experiments network are processed, with the introduced NWM-augmented PPP and the standard PPP processing. The accuracy of tropospheric delays derived from NCEP is assessed against with the IGS final tropospheric delay products. The positioning results show that an improvement in convergence time up to 60.0 and 66.7% for the east and vertical components, respectively, can be achieved with the NWM-augmented PPP solution compared to the standard PPP solutions, while only slight improvement in the solution convergence can be found for the north component. A positioning accuracy of 5.7 and 5.9 cm for the east component is achieved with the standard PPP that estimates gradients and the one that estimates no gradients, respectively, in comparison to 3.5 cm of the NWM-augmented PPP, showing an improvement of 38.6 and 40.1%. Compared to the accuracy of 3.7 and 4.1 cm for the north component derived from the two standard PPP solutions, the one of the NWM-augmented PPP solution is improved to 2.0 cm, by about 45.9 and 51.2%. The positioning accuracy for the up component improves from 11.4 and 13.2 cm with the two standard PPP solutions to 8.0 cm with the NWM-augmented PPP solution, an improvement of 29.8 and 39.4%, respectively.  相似文献

The Etendeka Igneous Province in NW Namibia forms the eastern most extent of the Paraná–Etendeka Flood Basalt Province and, despite only covering about 5% of the Paraná–Etendeka, has been the focus of much interest, due to its extremely well exposed nature. The Huab Basin in NW Namibia forms the focus of this study, and formed a connected basin with the Paraná throughout Karoo times (late Palaeozoic) into the Lower Cretaceous. It contains a condensed section of the Karoo deposits, which indicate early periods of extension, and Lower Cretaceous aeolian and volcanic Etendeka deposits, which have their correlatives in the Paraná. In the Huab Basin, the volcanic rocks of the Etendeka Group consists of the Awahab and Tafelberg Formations, which are separated by a disconformity. Detailed examination of the Awahab Formation reveals an additional disconformity, which separates olivine-phyric basalts (Tafelkop-type) from basalt/basaltic andesites (Tafelberg-type) marking out a shield volcanic feature which is concentrated in an area to the SE of the Huab River near to the Doros igneous centre. Early volcanism consisted of pahoehoe style flows of limited lateral extent, which spilled out onto aeolian sands of an active aeolian sand sea 133 million years ago. This sand sea is equivalent to the sands making up the Botucatu Formation in the Paraná basin. The early expression of flood volcanism was that of laterally discontinuous, limited volume, pahoehoe flows of Tafelkop-type geochemistry, which interleaved with the aeolian sands forming the Tafelkop–Interdune Member basalts. These basalts are on-lapped by more voluminous, laterally extensive, basalt/basaltic andesite flows indicating a step-up in the volume and rate of flood volcanism, leading to the preservation of the shield volcanic feature. These geochemically distinct basalts/basaltic andesites form the Tsuhasis Member, which are interbeded with the Goboboseb and Sprinkbok quartz latite flows higher in the section. The Tsuhasis Member basalts, which form the upper parts of the Awahab Formation, are of Tafelberg-type geochemistry, but are stratigraphically distinct from the Tafelberg lavas, which are found in the Tafelberg Formation above. Thus, the internal stratigraphy of the flood basalt province contains palaeo-volcanic features, such as shield volcanoes, and other disconformities and is not that of a simple layer-cake model. This complex internal architecture indicates that flood volcanism started sporadically, with low volume pahoehoe flows of limited lateral extent, before establishing the more common large volume flows typical of the main lava pile.  相似文献
