We present a case study of the organizational framework of the Gulf of Mexico Alliance (GOMA), which was implemented to promote the use of ecosystem-based management (EBM) at a regional level. GOMA is a state-led initiative formed to protect and restore coastal and marine resources of the Gulf of Mexico. Representatives of the US Gulf States, together with their federal partners, clearly defined ecological, social, and economic short- and long-term objectives to be reached through regional collaborations. The aim of this paper is to show how GOMA, and particularly the Ecosystem Integration and Assessment Priority Issue Team, in its attempt to apply ecosystem approaches to manage marine resources, modified the common organizational scheme by implementing partnerships at various governmental (federal, state, local) and nongovernmental levels. We address the following major points considered to be of importance for EBM implementation: (1) multilevel cooperation, (2) stakeholders’ involvement, (3) sharing of information, (4) bridging science and policy, and (5) consensus-based decision making.  相似文献

The European Water Framework Directive (WFD, 2000/60/EC) recommends the development of biotic indices for assessing the ecological quality status of water bodies. The Benthic Index based on Taxonomic Sufficiency (BITS) was specifically developed for lagoonal systems, according to the tolerant/opportunistic approach. Macrobenthic data, variables indicative of eutrophication and variables indicative of sedimentary organic matter quality were collected during 18 surveys carried out between 2004 and 2005 in three Adriatic coastal lagoons (Venice Lagoon, Sacca di Goro, Lesina Lagoon). The relationship between environmental variables and biotic indices (AMBI, BENTIX, BITS, BOPA and FINE) was tested using multivariate analyses. Indices based on species classification level appeared to relate better with the variables describing organic matter quality, whereas BITS, which is based on family classification level, seemed related to eutrophication indicative variables, such as sulphide, ammonium, dissolved oxygen and orthophosphate concentrations. The BITS approach reduces the costs associated with sorting and identification of organisms. Providing a rapid assessment of ecological quality, and producing an ecologically relevant classification, BITS seems a promising tool for monitoring programs of Adriatic lagoonal ecosystems. Its sensitivity in reflecting the field conditions elsewhere, however, remains to be assessed.  相似文献

The known close approach of Asteroid (99942) Apophis in April 2029 provides the opportunity for the case study of a potentially hazardous asteroid in advance of its encounter. The visible to near-infrared (0.55 to 2.45 μm) reflectance spectrum of Apophis is compared and modeled with respect to the spectral and mineralogical characteristics of likely meteorite analogs. Apophis is found to be an Sq-class asteroid that most closely resembles LL ordinary chondrite meteorites in terms of spectral characteristics and interpreted olivine and pyroxene abundances, although we cannot rule out some degree of partial melting. A meteorite analog allows some estimates and conjectures of Apophis' possible range of physical properties such as the grain density and micro-porosity of its constituent material. Composition and size similarities of Apophis with (25143) Itokawa suggest a total porosity of 40% as a “current best guess” for Apophis. Applying these parameters to Apophis yields a mass estimate of 2×1010 kg with a corresponding energy estimate of 375 Mt for its potential hazard. Substantial unknowns, most notably the total porosity, allow uncertainties in these mass and energy estimates to be as large as factors of two or three.  相似文献

We present observations of Asteroid 21 Lutetia collected 2003–2008 using the SpeX instrument on the NASA Infrared Telescope Facility (IRTF) covering 2–4 μm. We also reevaluate NSFCam observations obtained in 1996 (Rivkin, A.S., Lebofsky, L.A., Clark, B.E., Howell, E.S., Britt, D.T. [2000]. Icarus 145, 351–368). Taken together, these show deeper 3-μm band depths (of order 3–5%) in the southern hemisphere of Lutetia, and shallower band depths (of order 2% or less) in the north. Such variation is consistent with observations at shorter wavelength by previous workers (Nedelcu, D.A. et al. [2007]. Astron. Astrophys. 470, 1157–1164; Lazzarin, M. et al. [2010]. Mon. Not. R. Astron. Soc. 408, 1433–1437), who observed hemispheric-level variations from C-like spectra to X-like spectra.While the shallowness of absorption bands on Lutetia hinders identification of its surface composition, goethite appears plausible as a constituent in its southern hemisphere (Beck, P., Quirico, E., Sevestre, D., Montes-Hernandez, G., Pommerol, A., Schmitt, B. [2011]. Astron. Astrophys. 526, A85–A89). Mathematical models of space weathered goethite are most consistent with Lutetia’s southern hemisphere spectrum, but more work and further observations are necessary to confirm this suggestion.  相似文献

We present multi-instrument observations of active region (AR) 8048, made between 3 June and 5 June 1997, as part of the SOHO Joint Observing Program 33. This AR has a sigmoid-like global shape and undergoes transient brightenings in both soft X-rays and transition region (TR) lines. We compute a magneto-hydrostatic model of the AR magnetic field, using as boundary condition the photospheric observations of SOHO/MDI. The computed large-scale magnetic field lines show that the large-scale sigmoid is formed by two sets of coronal loops. Shorter loops, associated with the core of the SXT emission, coincide with the loops observed in the hotter CDS lines. These loops reveal a gradient of temperature, from 2 MK at the top to 1 MK at the ends. The field lines most closely matching these hot loops extend along the quasi-separatrix layers (QSLs) of the computed coronal field. The TR brightenings observed with SOHO/CDS can also be associated with the magnetic field topology, both QSL intersections with the photosphere, and places where separatrices issuing from bald patches (sites where field lines coming from the corona are tangent to the photosphere) intersect the photosphere. There are, furthermore, suggestions that the element abundances measured in the TR may depend on the type of topological structure present. Typically, the TR brightenings associated with QSLs have coronal abundances, while those associated with BP separatrices have abundances closer to photospheric values. We suggest that this difference is due to the location and manner in which magnetic reconnection occurs in two different topological structures. In this work, we study the link between the evolution of the internal structure of Vesta and thermal heating due to 26Al and 60Fe and long‐lived radionuclides, taking into account the chemical differentiation of the body and the affinity of 26Al with silicates. We explored several thermal and structural scenarios differing in the available strength of energy due to the radiogenic heating and in the postsintering macroporosity. By comparing them with the data supplied by the HEDs and the Dawn NASA mission, we use our results to constrain the accretion and differentiation time as well as the physical properties of the core. Differentiation takes place in all scenarios in which Vesta completes its accretion in <1.4 Ma after the injection of 26Al into the solar nebula. In all those scenarios where Vesta completes its formation in <1 Ma from the injection of 26Al, the degree of silicate melting reaches 100 vol% throughout the whole asteroid. If Vesta completed its formation between 1 and 1.4 Ma after 26Al injection, the degree of silicate melting exceeds 50 vol% over the whole asteroid, but reaches 100 vol% only in the hottest, outermost part of the mantle in all scenarios where the porosity is lower than 5 vol%. If the formation of Vesta occurred later than 1.5 Ma after the injection of 26Al, the degree of silicate melting is always lower than 50 vol% and is limited only to a small region of the asteroid. The radiation at the surface dominates the evolution of the crust, which ranges in thickness from 8 to about 30 km after 5 Ma: a layer about 3–20 km thick is composed of primitive unmelted chondritic material, while a layer of about 5–10 km is eucritic.  相似文献

The space weathering process and its implications for the relationships between S- and Q-type asteroids and ordinary chondrite meteorites is an often debated topic in asteroid science. Q-type asteroids have been shown to display the best spectral match to ordinary chondrites (McFadden, L.A., Gaffey, M.J., McCord, T.B. [1985]. Science 229, 160–163). While the Q-types and ordinary chondrites share some spectral features with S-type asteroids, the S-types have significantly redder spectral slopes than the Q-types in visible and near-infrared wavelengths. This reddening of spectral slope is attributed to the effects of space weathering on the observed surface composition. The analysis by Binzel et al. (Binzel, R.P., Rivkin, A.S., Stuart, J.S., Harris, A.W., Bus, S.J., Burbine, T.H. [2004]. Icarus 170, 259–294) provided a missing link between the Q- and S-type bodies in near-Earth space by showing a reddening of spectral slope in objects from 0.1 to 5 km that corresponded to a transition from Q-type to S-type asteroid spectra, implying that size, and therefore surface age, is related to the relationship between S- and Q-types. The existence of Q-type asteroids in the main-belt was not confirmed until Mothé-Diniz and Nesvorny (Mothé-Diniz, T., Nesvorny, D. [2008]. Astron. Astrophys. 486, L9–L12) found them in young S-type clusters. The young age of these families suggest that the unweathered surface could date to the formation of the family. This leads to the question of whether older S-type main-belt families can contain Q-type objects and display evidence of a transition from Q- to S-type. To answer this question we have carried out a photometric survey of the Koronis family using the Kitt Peak 2.1 m telescope. This provides a unique opportunity to compare the effects of the space weathering process on potentially ordinary chondrite-like bodies within a population of identical initial conditions. We find a trend in spectral slope for objects 1–5 km that shows the transition from Q- to S-type in the main-belt. This data set will prove crucial to our understanding of the space weathering process and its relevant timescales.  相似文献

The Sitnikov's Problem is a Restricted Three-Body Problem of Celestial Mechanics depending on a parameter, the eccentricity,e. The Hamiltonian,H(z, v, t, e), does not depend ont ife=0 and we have an integrable system; ife is small the KAM Theory proves the existence of invariant rotational curves, IRC. For larger eccentricities, we show that there exist two complementary sequences of intervals of values ofe that accumulate to the maximum admissible value of the eccentricity, 1, and such that, for one of the sequences IRC around a fixed point persist. The beneficial or detrimental role of battered piles on the dynamic response of piled foundations has not been yet fully elucidated. In order to shed more light on this aspect, kinematic interaction factors of deep foundations with inclined piles, are provided for single‐battered piles, as well as for 2 × 2 and 3 × 3 groups of piles subjected to vertically incident plane shear S waves. Piles are modelled as linear‐elastic Bernoulli beams, whereas soil is assumed to be a linear, isotropic, homogeneous viscoelastic half‐space. Different pile group configurations, pile‐soil stiffness ratios, and rake angles are considered. The relevance and main trends observed in the influence of the rake angle on the kinematic interaction factors of the analysed foundations are inferred from the presented results. An important dependence of the kinematic interaction factors on the rake angle is observed together with the existence of an inclination angle at which cap rotation and excitation become out of phase in the low‐to‐mid frequency range. The existence of a small batter angle that provides minimum cap rotation is also shown. Copyright © 2014 John Wiley & Sons, Ltd.  相似文献
