While the principle of public participation is an acknowledged requirement of planning in most Western countries there is continuing debate, and insufficient empirical evidence, on the effectiveness of public participation in practice. This research examines the power of public participation in local planning in Scotland with particular reference to the pressing issue of conflict over residential development in the metropolitan green belt. The paper first defines key concepts underlying the research, and identifies the principal actors in the residential development process. The post-2006 institutional framework for planning in Scotland is explained to establish the legislative and procedural context for a case study of conflict between developers and the local community in a village in Glasgow’s green belt. Using a combination of analysis of planning documents, interviews with local planners and developers, and a survey of village residents the empirical study provides detailed insight on the principles, practice, problems for public participation in local planning in Scotland. Finally, a number of conclusions are presented on the prospects for public participation in Scotland. 相似文献

In the aftermath of a hurricane, local emergency managers need to communicate reentry plans to households that might be scattered over multiple counties or states. To better understand evacuees’ households’ reliance on different information sources at the time they decided to return home, this study collected data on reentry after Hurricane Ike. The results from a survey of 340 evacuating households indicated that there was low compliance with official reentry plans and that none of the information sources produced greater compliance with official reentry plans. Nonetheless, there were significant changes in the utilization of different sources of emergency information over the course of an evacuation but local news media remained the most common sources throughout the event. There also were significant differences in the relative importance of different sources of reentry information, with people relying most on information from peers. In summary, local authorities need to identify more effective ways to communicate with evacuees that have relocated to distant communities and to motivate them to comply with official reentry plans. 相似文献

Uturuncu is a dormant volcano in the Altiplano of SW Bolivia. A present day ~70 km diameter interferometric synthetic aperture radar (InSAR) anomaly roughly centred on Uturuncu’s edifice is believed to be a result of magma intrusion into an active crustal pluton. Past activity at the volcano, spanning 0.89 to 0.27 Ma, is exclusively effusive and almost all lavas and domes are dacitic with phenocrysts of plagioclase, orthopyroxene, biotite, ilmenite and Ti-magnetite plus or minus quartz, and microlites of plagioclase and orthopyroxene set in rhyolitic groundmass glass. Plagioclase-hosted melt inclusions (MI) are rhyolitic with major element compositions that are similar to groundmass glasses. H2O concentrations plotted versus incompatible elements for individual samples describe a trend typical of near-isobaric, volatile-saturated crystallisation. At 870 °C, the average magma temperature calculated from Fe–Ti oxides, the average H2O of 3.2 ± 0.7 wt% and CO2 typically <160 ppm equate to MI trapping pressures of 50–120 MPa, approximately 2–4.5 km below surface. Such shallow storage precludes the role of dacite magma emplacement into pre-eruptive storage regions as being the cause of the observed InSAR anomaly. Storage pressures, whole-rock (WR) chemistry and phase assemblage are remarkably consistent across the eruptive history of the volcano, although magmatic temperatures calculated from Fe–Ti oxide geothermometry, zircon saturation thermometry using MI and orthopyroxene-melt thermometry range from 760 to 925 °C at NNO ± 1 log. This large temperature range is similar to that of saturation temperatures of observed phases in experimental data on Uturuncu dacites. The variation in calculated temperatures is attributed to piecemeal construction of the active pluton by successive inputs of new magma into a growing volume of plutonic mush. Fluctuating temperatures within the mush can account for sieve-textured cores and complex zoning in plagioclase phenocrysts, resorption of quartz and biotite phenocrysts and apatite microlites. That Fe–Ti oxide temperatures vary by ~50–100 °C in a single thin section indicates that magmas were not homogenised effectively prior to eruption. Phenocryst contents do not correlate with calculated magmatic temperatures, consistent with crystal entrainment from the mush during magma ascent and eruption. Microlites grew during ascent from the magma storage region. Variability in the proportion of microlites is attributed to differing ascent and effusion rates with faster rates in general for lavas >0.5 Ma compared to those <0.5 Ma. High microlite contents of domes indicate that effusion rates were probably slowest in dome-forming eruptions. Linear trends in WR major and trace element chemistries, highly variable, bimodal mineral compositions, and the presence of mafic enclaves in lavas demonstrate that intrusion of more mafic magmas into the evolving, shallow plutonic mush also occurred further amplifying local temperature fluctuations. Crystallisation and resorption of accessory phases, particularly ilmenite and apatite, can be detected in MI and groundmass glass trace element covariation trends, which are oblique to WRs. Marked variability of Ba, Sr and La in MI can be attributed to temperature-controlled, localised crystallisation of plagioclase, orthopyroxene and biotite within the evolving mush. 相似文献

The upper greenschist - lower amphibolite facies, argillaceous to chemical-exhalative metasedimentary sequence of the Mesoarchaean Ghattihosahalli Schist Belt (GHSB), southern India, has been examined with a special focus on the paragenesis and solid solution characteristics of barian feldspars and associated dioctahedral Ba-Cr-bearing micas. Barian feldspars occur as untwinned porphyroblasts in a recrystallized finely banded matrix of barite, quartz and minor white mica. Idioblastic celsian (Cls98-76Or2-20Ab1-8) and hyalophane (Cls55-39Or35-51Ab10) predate the greenschist-facies foliation, whereas xenoblastic hyalophane (Cls44-35Or45-59Ab8–17) and mantles on celsian (Cls45-35Or42-60Ab13-5) as well as xenoblastic barian K-feldspar (Cls6Or90Ab2) postdate the last fabric-defining event. The preservation of extremely complex zoning patterns down to the micron-scale shows that diffusional homogenization did not operate at fluid-present low to medium-grade conditions (350–550 °C, 3–5 kb). Microstructures indicate that at these conditions barian feldspars deform exclusively by brittle fracturing and do not undergo recrystallization. Barian feldspar compositions confirm the positive correlation of Na-content with temperature and the existence of a narrow asymmetric compositional gap (Cls90-85?Cls55, ~350 °C) which probably closes at lower amphibolite facies conditions (Xc ~Cls75; Tc ~550 °C). White micas are solid solutions of the end-members muscovite, ganterite (Ba0.5?K0.5)Al2(Al1.5Si2.5)O10(OH)2, paragonite, celadonite with a significant substitution of [VI]Al by Cr. Zoning is a common feature with cores being enriched in Ba. The data document extensive Ba substitution for K from muscovite to ganterite, exclusively controlled by the coupled substitution [XII]K + [IV]Si ? [XII]Ba + [IV]Al and strongly dependent on bulk composition. The extent of solid solution from (Ms+Gnt) towards paragonite and celadonite end-members is controlled by the miscibility gap in the (Ms+Gnt)–Pg–Cel pseudoternary, with the Pg-substitution depending on temperature and the Cel-substitution on pressure. [IV]Si values between 3.1 and 3.3 in Ba-poor micas indicate minimum pressures of chemical equilibration in the order of 3–5 kbar, while the most sodian compositions of low-celadonite micas provide an upper temperature estimate of ~550 °C, consistent with P-T estimates for assemblages of metapelites (500–550 °C, 4–5 kb). 相似文献

We report on two ASCA observations of the high-mass X-ray binary pulsar OAO 1657−415. A short observation near mid-eclipse caught the source in a low-intensity state, with a weak continuum and iron emission dominated by the 6.4-keV fluorescent line. A later, longer observation found the source in a high-intensity state and covered the uneclipsed through mid-eclipse phases. In the high-intensity state, the non-eclipse spectrum has an absorbed continuum component due to scattering by material near the pulsar and 80 per cent of the fluorescent iron emission comes from less than 19 light-second away from the pulsar. We find a dust-scattered X-ray halo whose intensity decays through the eclipse. We use this halo to estimate the distance to the source as 7.1 ± 1.3 kpc. 相似文献

A new mimic biological Semi-permeable Membrane Device (SPMD) introduced for sampling organic pollutants yielded satisfactory results when it was frrst used as a passive sampler to concentrate and determine 16 kinds of polynuclear aromatic hydrocarbons (PAHs) by means of capillary GC on an HP 5890 GC-FID in coastal sediment perewater. Abstract The well-preserved 2.5 km diameter Roter Kamm impact crater is located in the Namib desert in Namibia. The impact has occurred in Precambrian granitic and granodioritic orthogneisses of the 1200–900 Ma old Namaqualand Metamorphic Complex which were partly covered by Gariep metasediments; the granites are invaded by quartz veins and quartz-feldspar-pegmatites. Previous geological field evidence suggested a crater age of about 5–10 Ma. In order to constrain this age, we selected a set of basement rocks (granites, granodiorites) exposed at the crater rim and studied the Rb-Sr, K-Ar, 40Ar-39Ar, and 10Be-26Al isotopic systems as well as apatite fission track ages of these samples. The Rb-Sr isotopic systematics confirm the derivation of these samples from the Namaqualand basement (age about 1.29 Ga), which underwent Damaran orogenesis at about 650 Ma. No basement rocks with Rb-Sr ages younger than about 410 Ma were identified. The K-Ar ages of pseudotachylite and melt breccia samples show that these samples are dominated by incompletely degassed fragments of basement rocks, with some retaining their original metamorphic ages of about 470 Ma. The apatite fission track ages range from 20–28 Ma, which may be interpreted as an extension of the 25 Ma Burdigalian peneplanation event, or as incomplete resetting of the apatite fission tracks during the impact event. The 10Be and 26Al exposure age of a quartz sample isolated from a quartz-pegmatite was found to be 150 ka; it is likely that the exposure of the sample began after material covering it had been removed by erosion 150 ka ago. Two glassy fractions extracted from a rim granite were dated by 40Ar-39Ar analysis. One sample gives practically a plateau age of 3.7 ± 0.3 Ma, while the other gives a minimum age of 3.6 Ma. The best available age estimate for the Roter Kamm crater is therefore 3.7 ± 0.3 Ma. 相似文献

Seismic waveforms observed in South Africa containing the first arrival crossover of S to SKS (70° to 110°) are analyzed. The data consist of analog records from the World Wide Seismographic Station Network (WWSSN) of deep events beneath South America. The S-waves arrive 2 to 3 s early relative to PREM at ranges from 70° to 95° and then become increasingly delayed, becoming 5 to 6 s late at 110°. The SKS phase is late by 3 to 5 s over the entire range. This pushes crossover between S and SKS, normally observed at about 81°, out about 2° to 3°, which is the most anomalous shift ever reported. To model such features, we modified Grand's tomography model [Grand et al., GSA Today 7 (1997) 1–7], and generated 2D synthetics to match the data. The overall shape and position of the lower mantle low-velocity anomaly proposed by Grand predicts good results if lower mantle anomalies are enhanced to a level of about 4%. This results in a complex tabular structure extending upward from the core–mantle boundary about 1500 km into the mantle. These features appear to be consistent with a large young plume which is erupting off the CMB. 相似文献

Cosmogenic isotope (10Be and 26Al) surface exposure dating has been applied to valley‐axis and hillslope stone runs (relict periglacial block streams) and their source outcrops in the Falkland Islands, South Atlantic. The data indicate that stone runs are considerably older landforms than previously envisaged and afford no evidence that they are a product of the Last Glacial Maximum; the samples range in apparent 10Be age from 42k to 731k yr BP, but some of these are minima. The results indicate that valley‐axis stone runs may be up to 700–800k yr old, have simple exposure histories and are composite landforms that developed over several cold stages. Analyses of some hillslope and outcrop samples also demonstrate simple exposure histories with 10Be ages from 42k to 658k yr BP. In contrast, isotopic ratios from other hillslope and outcrop samples reveal they have had a complex exposure history involving periods of burial or shielding; the samples range in 10Be age from 59k to 569k yr BP and these are regarded as minimum age estimates. Larger stone runs may be older than smaller runs and there is a possibility that stone runs older than 800k yr exist in other parts of the Falklands. The assertion that glaciation in the Falklands was restricted to the highest uplands is supported by the data, and the potential for age determination of other boulder‐strewn and bedrock landforms, using cosmogenic isotope analysis, in order to extend the geochronology of Quaternary events and processes is noted.
