This article describes the turn to new integrative water management strategies in the Netherlands. It illustrates that some of the new and the general objectives and principles are not easily applied in practice. First, the article focuses on the development of integrative management of water and spatial development. A main policy line, the ‘Room for the River’ directive, was originally an ad hoc reaction to unexpected floods, but accompanied by other policy reforms it grew into an application of the river basin approach with an emphasis on its spatial consequences. The resulting Space-Water-Adjustment Management Principle (SWAMP) emphasizes the mutual adjustments in policy that must be made in both water policy and spatial development. Officially, water is proclaimed as an ordering element, yet actual spatial developments still follow lines of economic and social priorities as executed by institutional powers. Three case studies are presented to illustrate the emergence of new principles and governance issues linked to these management approaches. In practice, the paper concludes, spatial planning and land use decisions show a centralization tendency that is not in line with the proclaimed prevalence of local identity, resilience and open decentralized and deliberative governance in the SWAMP-based integrated river basin management.  相似文献

Under natural conditions, barrier islands might grow vertically and migrate onshore under the influence of long‐term sea level rise. Sediment is transported onshore during storm‐induced overwash and inundation. However, on many Dutch Wadden Islands, dune openings are closed off by artificial sand‐drift dikes that prevent the influx of sediment during storms. It has been argued that creating openings in the dune row to allow regular flooding on barrier islands can have a positive effect on the sediment budget, but the dominant hydrodynamic processes and their influence on sediment transport during overwash and inundation are unknown. Here, we present an XBeach model study to investigate how sediment transport during overwash and inundation across the beach of a typical mesotidal Wadden Sea barrier island is influenced by wave, tide and storm surge conditions. Firstly, we validated the model XBeach with field data on waves and currents during island inundation. In general, the XBeach model performed well. Secondly, we studied the long‐term sediment transport across the barrier island. We distinguished six representative inundation classes, ranging from frequently occurring, low‐energy events to infrequent, high‐energy events, and simulated the hydrodynamics and sediment transport during these events. An analysis of the model simulations shows that larger storm events cause larger cross‐shore sediment transport, but the net sediment exchange during a storm levels off or even becomes smaller for the largest inundation classes because it is counteracted by larger mean water levels in the Wadden Sea that oppose or even reverse sediment transport during inundation. When taking into account the frequency of occurrence of storms we conclude that the cumulative effect of relatively mild storms on long‐term cross‐shore sediment transport is much larger than that of the large storm events. © 2017 The Authors. Human activities have increasingly strong impacts on the sediment dynamics of watersheds, directly, for example through water abstraction and sediment extraction, but also indirectly through climate change. This study aims at disentangling these impacts on natural sediment fluxes for the Borgne River, located in the Alps of southwest Switzerland, using two approaches: First, an assessment of contemporary sediment sources and their relative contribution to the sediment delivered to the catchment outlet is undertaken by geochemical fingerprinting and a mixing model. Second, a spatially distributed conceptual model of suspended sediment production and transfer is used to quantify the contribution of different portions of the catchment to the total sediment yield. The model describes the influence of hydroclimatic variables (rainfall, snowmelt, and ice melt), water diversions and reservoir trapping on the sediment yield accounting for the erodibility of the different land covers present in the catchment. The analysis of different scenarios based on this conceptual model aids the interpretation of the fingerprinting results and the identification of the most important factors controlling sediment fluxes. Although the conceptual model overestimates the contribution of the downstream source area and underestimates the contribution of the upstream source area, the results allow us to qualitatively assess the impacts of different drivers influencing the sediment yield at the catchment scale. The results suggest: (1) high sediment yield from the uppermost part of the catchment due to sediment delivery by glacial ice melt; (2) delayed sediment transfer from areas impacted by water abstraction; and (3) reduced sediment contribution from areas upstream of a major hydropower reservoir that intercepts and traps sediment. Although process (1) and processes (2) and (3) serve to counter one another, our study emphasizes that the relative impacts of Anthropocene climate change and human impacts on sediment delivery may be disentangled through multi-proxy approaches. © 2019 John Wiley & Sons, Ltd. © 2019 John Wiley & Sons, Ltd.  相似文献

Fluvial biomorphodynamics in actively meandering rivers entail interactions between hydromorphodynamics and pioneering tree species that have eco-engineering effects. Here we study spatiotemporal patterns of vegetation patches smaller than 150 m2 in a 4 km reach of the river Allier in France in order to unravel causes for tree persistence and mortality and identify spatial trends across the river valley. To this end we analysed aerial photographs by object-based image analysis over a period of 56 years and tracked individual patches through time. Furthermore the cover and surface age of the study reach were classified. The large-scale shifts of channels, bars and vegetation are consistent with the meandering process and chute cutoffs. However, the spatiotemporal patterns of the vegetation patches are surprising in that they are ubiquitous and have ages up to decades on the highly dynamic meander belt, but hardly expand into larger vegetation patches. Patches disappear exponentially as a function of their age, and faster so in the last decades. Causes are amalgamation into the riparian forest flanking the meander belt and mortality likely due to desiccation or erosion. Patches have a higher probability of survival when further away from the active channel and closer to high vegetation patches and valley boundary. The window of opportunity of vegetation settlement widens towards the valley boundaries and in floodplain lows of former channels and chutes. These results imply a gradual cross-valley gradient of riparian vegetation settling, survival and succession. © 2019 The Authors. Human interference in estuaries has led to increasing problems of mud, such as hyper-turbidity with adverse ecological effects and siltation of navigation channels and harbours. To deal with this mud sustainably, it is important to understand its long-term effects on the morphology and dynamics of estuaries. The aim of this study is to understand how mud affects the morphological evolution of estuaries. We focus on the effects of fluvial mud supply on the spatial distribution of mudflats and on how this influences estuary width, depth, surface area and dynamics over time. Three physical experiments with self-forming channels and shoals were conducted in a new flume type suitable for tidal experiments: the Metronome. In two of the experiments, we added nutshell grains as mud simulant, which is transported in suspension. Time-lapse images of every tidal cycle and digital elevation models for every 500 cycles were analysed for the three experiments. Mud settles in distinct locations, forming mudflats on bars and sides of the estuary, where the bed elevation is higher. Two important effects of mud were observed: the first is the slight cohesiveness of mud that causes stability on bars limiting vertical erosion, although the bank erosion rate by migrating channels is unaffected. Secondly, mud fills inactive areas and deposits at higher elevations up to the high-water level and therefore decreases the tidal prism. These combined effects cause a decrease in dynamics in the estuary and lead to near-equilibrium planforms that are smaller in volume and especially narrower upstream, with increased bar heights and no channel deepening. This trend is in contrast to channel deepening in rivers by muddier floodplain formation. These results imply large consequences for long-term morphodynamics in estuaries that become muddier due to management practices, which deteriorate ecological quality of intertidal habitats but may create potential area for marshes. © 2018 The Authors. Field studies suggest that a cohesive floodplain is a necessary condition for meandering in contrast to braided rivers. However, it is only partly understood how the balance between floodplain construction by overbank deposition and removal by bank erosion and chutes leads to meandering. This is needed because only then does a dynamic equilibrium exist and channels maintain meandering with low width–depth ratios. Our objective is to understand how different styles of floodplain formation such as overbank deposition and lateral accretion cause narrower channels and prevent chute cutoffs that lead to meandering. In this study we present two experiments with a self‐forming channel in identical conditions, but to one we added cohesive silt at the upstream boundary. The effect of cohesive silt on bank stability was tested in auxiliary bank erosion experiments and showed that an increase in silt reduced erosion rates by a factor of 2. The experiment without silt developed to a braided river by continuous and extensive shifting of multiple channels. In contrast, in the meandering river silt deposits increased bank stability of the cohesive floodplain and resulted in a reduction of chute cutoffs and increased sinuosity by continuous lateral migration of a single channel. Overbank flow led to deposition of the silt and two styles of cohesive floodplain were observed: first, overbank vertical‐accretion of silt, e.g. levee, overbank sedimentation or splays; and second, lateral point bar accretion with silt on the scrolls and in the swales. The first style led to a reduction in bank erosion, while the second style reduced excavation of chutes. We conclude that sedimentation of fine cohesive material on the floodplain by discharge exceeding bankfull is a necessary condition for meandering. Copyright © 2013 John Wiley & Sons, Ltd.  相似文献

While most long-term mitigation scenario studies build on a broad portfolio of mitigation technologies, there is quite some uncertainty about the availability and reduction potential of these technologies. This study explores the impacts of technology limitations on greenhouse gas emission reductions using the integrated model IMAGE. It shows that the required short-term emission reductions to achieve long-term radiative forcing targets strongly depend on assumptions on the availability and potential of mitigation technologies. Limited availability of mitigation technologies which are relatively important in the long run implies that lower short-term emission levels are required. For instance, limited bio-energy availability reduces the optimal 2020 emission level by more than 4 GtCO2eq in order to compensate the reduced availability of negative emissions from bioenergy and carbon capture and storage (BECCS) in the long run. On the other hand, reduced mitigation potential of options that are used in 2020 can also lead to a higher optimal level for 2020 emissions. The results also show the critical role of BECCS for achieving low radiative forcing targets in IMAGE. Without these technologies achieving these targets become much more expensive or even infeasible.  相似文献

Coupling between tectonics and surface processes is usually ill‐quantified as other factors such as climate and lithology affect the later. We provide catchment‐wide 10Be denudation rates of the Mand catchment in the Zagros Fold Belt (Iran) to infer correlations between these rates and ongoing tectonic shortening in the region. Denudation rates are generally low (~0.05–0.1 mm/a) but increase to ~1 mm/a near the Halikan anticline, where changes in precipitation, lithology or hillslope gradient are insignificant. The denudation rates upstream and downstream of the Halikan anticline are consistent with the GPS convergence rates in these areas. The sharp increase in denudation rates over the Halikan anticline denotes its growth as previously detected from terrace incision. It also reveals small wavelength coupling between crustal deformation and erosion. Denudation rates are therefore a useful and sensitive tool that helps constraining non‐brittle active tectonics such as folding of a sedimentary cover.  相似文献

ABSTRACT

Spatial point tracks are of concern for an increasing number of analysts studying spatial behaviour patterns and environmental effects. Take an epidemiologist studying the behaviour of cyclists and how their health is affected by the city’s air quality. The accuracy of such analyses critically depends on the positional accuracy of the tracked points. This poses a serious privacy risk. Tracks easily reveal a person’s identity since the places visited function as fingerprints. Current obfuscation-based privacy protection methods, however, mostly rely on point quality reduction, such as spatial cloaking, grid masking or random noise, and thus render an obfuscated track less useful for exposure assessment. We introduce simulated crowding as a point quality preserving obfuscation principle that is based on adding fake points. We suggest two crowding strategies based on extending and masking a track to defend against inference attacks. We test them across various attack strategies and compare them to state-of-the-art obfuscation techniques both in terms of information loss and attack resilience. Results indicate that simulated crowding provides high resilience against home attacks under constantly low information loss.  相似文献
