Facing natural disasters is a priority challenge for cities, exacerbated by increases in urban population and climate change. Improving the resilience of cities is a critical need for the international community and especially for territories exposed to multiple risks, such as Chile. Although disasters are always tragic, the recovery and reconstruction post-disaster may provide a unique opportunity to prevent future suffering, enhancing the resilience of local communities. This paper presents the analysis of two Chilean reconstruction programmes applied in Mehuin and Dichato, after the earthquake and tsunami of 22 May 1960 and 27 February 2010, respectively. In both cases, reconstruction programmes were supported by the Chilean Government, but using different approaches: one focused on providing housing for people injured in the earthquake, while the other also included urban amenities and services. This article proposes an urban morphology analysis framework; in addition, it presents the assessment of the two case studies before and after a disaster, thus evaluating their resilience. By comparing urban morphology resilience pre- and post-disaster, a discussion about the effectiveness of two reconstruction approaches is presented. Finally, conclusions and recommendations to better integrate resilience into urban planning are proposed, with the aim of opening the discussion about how to make cities more resilient to natural disasters.  相似文献

The performance of an atmospheric single-column model (SCM) is studied systematically for stably-stratified conditions. To this end, 11 years (2005–2015) of daily SCM simulations were compared to observations from the Cabauw observatory, The Netherlands. Each individual clear-sky night was classified in terms of the ambient geostrophic wind speed with a \(1\hbox { m} \hbox { s}^{-1}\) bin-width. Nights with overcast conditions were filtered out by selecting only those nights with an average net radiation of less than \(-\,30\hbox { W }\hbox {m}^{-2}\). A similar procedure was applied to the observational dataset. A comparison of observed and modelled ensemble-averaged profiles of wind speed and potential temperature and time series of turbulent fluxes showed that the model represents the dynamics of the nocturnal boundary layer (NBL) at Cabauw very well for a broad range of mechanical forcing conditions. No obvious difference in model performance was found between near-neutral and strongly-stratified conditions. Furthermore, observed NBL regime transitions are represented in a natural way. The reference model version performs much better than a model version that applies excessive vertical mixing as is done in several (global) operational models. Model sensitivity runs showed that for weak-wind conditions the inversion strength depends much more on details of the land-atmosphere coupling than on the turbulent mixing. The presented results indicate that in principle the physical parametrizations of large-scale atmospheric models are sufficiently equipped for modelling stably-stratified conditions for a wide range of forcing conditions.  相似文献

The present paper examines the vortex breakdown and large-scale stirring during the final warming of the Southern Hemisphere stratosphere during the spring of 2005. A unique set of in situ observations collected by 27 superpressure balloons (SPBs) is used. The balloons, which were launched from McMurdo, Antarctica, by the Stratéole/VORCORE project, drifted for several weeks on two different isopycnic levels in the lower stratosphere. We describe balloon trajectories and compare them with simulations obtained on the basis of the velocity field from the GEOS-5 and NCEP/NCAR reanalyses performed with and without VORCORE data. To gain insight on the mechanisms responsible for the horizontal transport of air inside and outside the well-isolated vortex we examine the balloon trajectories in the framework of the Lagrangian properties of the stratospheric flow. Coherent structures of the flow are visualized by computing finite-time Lyapunov exponents (FTLE). A combination of isentropic analysis and FTLE distributions reveals that air is stripped away from the vortex’s interior as stable manifolds eventually cross the vortex’s edge. It is shown that two SPBs escaped from the vortex within high potential vorticity tongues that developed in association with wave breaking at locations along the vortex’s edge where forward and backward FTLE maxima approximately intersect. The trajectories of three SPBs flying as a group at the same isopycnic level are examined and their behavior is interpreted in reference to the FTLE field. These results support the concept of stable and unstable manifolds governing transport of air masses across the periphery of the stratospheric polar vortex.  相似文献

An expansive clayey rock belonging to the Asturias Carboniferous of NW Spain has been petrophysically characterized before, during and after swelling tests. The evolution of the microfissuring and the induced deterioration have been studied by acoustic emission during tests and by ultrasonic techniques before and after swelling/contraction cycles. A good correlation has been found between the AE curves and swelling strain. Damage due to the generation and growth of microfissures is most important during the first moments of each swelling/contraction cycle. Microfissures mainly develop in the direction of the foliation planes, as can be shown by linear crack density and measurements of the propagation velocity of longitudinal waves.  相似文献

The REE content and isotopic composition of Sr and Nd have been determined in fish teeth ranging in age from the Trias to the present and from various localities mostly around the Atlantic. These measurements have been carried out on Selachian and Teleost remains from the same locality in Togo and show no appreciable difference, which suggests, with the help of a mass balance calculation of the Ce anomaly, that diagenetic effects are not responsible for the REE enrichment of biogenic phosphates.One group of fossil teeth has about 3 times the REE abundances of shale and a shale-normalized pattern with a minimum at Sm: it is thought to reflect deposition in the open-sea environment. A second group has REE concentration about 10 times higher than the first group with either a regular light REE enrichment or, more frequently, a maximum in the middle REE, both being probably indicative of deposition in estuarine or near-shore conditions. The shape of the REE spectra and the size of the Ce anomaly can be used semi-quantitatively to determine the depth of deposition. The results presented here on Late Cretaceous/Eocene fish teeth samples from Morocco reflect an increasing influx of deep waters with a lowLa/Yb ratio and strong negative Ce anomaly, which agrees well with the evolution of sediment chemistry and microfauna associations.In contrast, Nd is typical of the water mass in which the fish debris decayed. Examples of nearly isolated basins identified with Nd isotopes include the South Atlantic prior to the Lutetian (Nd ≈ −13.5), the Miocene Persian Gulf (Nd = −3.1), and Bolivia during the Late Cretaceous (Nd = −12.8). Togo and Guinea-Bissau results suggest that, in the South Atlantic, the meridional oceanic circulation had not started before 45 Ma ago.Combination of REE andNd data suggests that the assignment of Jurassic-Cretaceous samples measured so far to open-sea water masses is still ambiguous.  相似文献

Two different groups of indices have been defined to analyze the evolution of global temperature between 1958 and 1998. All the indices were evaluated at three different levels (850, 500 and 200 hPa), and averaged indices were calculated using the whole globe, continental areas and oceanic areas. The first group of indices analyzes the area of the world covered with higher and lower than normal temperatures, detecting a slight cooling in the 200 hPa level. The second group of indices studies the annual frequency of extreme events, and again, it is at 200 hPa where the most intense variation is detected. Finally, an analysis is performed to determine the regions most sensible to variations in the occurrence of extreme events. Tropical areas are mostly responsible of the variations detected in the second group of indices.  相似文献

Zircon and apatite fission-track analyses from Late Carboniferous felsic volcanic rocks of the NE German Basin (Halle area and Friedland drilling) reveal at least two major post-emplacement thermal events. After initial cooling at ca. 300 Ma, the volcanic pile underwent a major thermal event at ca. 200 Ma that reached in most places ca. 250-280 °C and led to the new growth of clay minerals. This event is recorded in the zircon fission-track data and can be related to Jurassic-Triassic rifting in Europe. Another thermal event is recorded in the apatite samples at ca. 100 Ma. A close correlation is observed between apatite fission-track age, texture, and sample alteration. Coarse-grained samples are stronger altered and have younger fission-track ages. Hydrothermal alteration coupled with advective heating probably caused these Upper Cretaceous fission-track ages. The latter event can be related to block faulting and inversion of the European plate during the early stages of the Alpine orogeny.  相似文献

Laboratory tests conducted in order to investigate some of the dynamic aspects of the formation of floored interstices are described. In essence, the experiments consist of pouring a suspension of fine-grained carbonate mud (powdered clams) onto a quantity of clam shells (fragments or whole ones) under water. Settling of the carbonate suspension leads to gravity differentation and internal sedimentation phenomena. The coarser fractions, settling the fastest, will accumulate in cavities provided by some of the hollow shells, or by hollows resulting from packing of the fragments, and may even accumulate on top of some of the shells. Inside individual shells floored interstices frequently exhibiting graded bedding, were formed. Sediment pyramids on top of some of the clam shells may also exhibit graded bedding, although not as frequently as internal sediments. Sedimentation pyramids are bordered by symmetrical sets of maximum-slope angles. Closely related to the phenomena taking place during settling from suspension, appeared to be the occurrence of narrow, more or less vertical channels of clear water streaming upwards through the settling suspension. Photographs record the textural changes taking place as the result of the introduction of mud suspensions into grain-supported sedimentary fabrics. Conclusions in regard with the palaeoenvironmental significance of the experiments conducted are given.  相似文献
