Syringe exchange programs (SEPs) aim to reduce the harm associated with injection drug use (IDU). Although they have been accepted as critical components of HIV prevention in many parts of the world, they are often unwelcome and difficult to set up and maintain, even in communities hardest hit by IDU-related HIV transmission. This research examines socio-cultural and political processes that shape community and institutional resistance toward establishing and maintaining SEPs. These processes are configured and reinforced through the socio-spatial stigmatizing of IDUs, and legal and public policy against SEPs. Overarching themes the paper considers are: (1) institutional and/or political opposition based on (a) political and law enforcement issues associated with state drug paraphernalia laws and local syringe laws; (b) harassment of drug users and resistance to services for drug users by local politicians and police; and (c) state and local government (in)action or opposition; and (2) the stigmatization of drug users and location of SEPs in local neighborhoods and business districts. Rather than be explained by “not in my back yard” localism, this pattern seems best conceptualized as an “inequitable exclusion alliance” (IEA) that institutionalizes national and local stigmatizing of drug users and other vulnerable populations.  相似文献

Chemical heterogeneities of pumice clasts in an ash-flow sheet can be used to determine processes that occur in the magma chamber because they represent samples of magma that were erupted at the same time. The dominant ash-flow sheet in the Tiribí Tuff contains pumice clasts that range in composition from 55.1 to 69.2 wt% SiO2. It covers about 820 km2 and has a volume of about 25 km3 dense-rock equivalent (DRE). Based on pumice clast compositions, the sheet can be divided into three distinct chemical groupings: a low-silica group (55.1-65.6 wt% SiO2), a silicic group (66.2-69.2 wt% SiO2), and a mingled group (58.6-67.7 wt% SiO2; all compositions calculated 100% anhydrous). Major and trace element modeling indicates that the low-silica magma represents a mantle melt that has undergone fractional crystallization, creating a continuous range of silica content from 55.1-65.6 wt% SiO2. Eu/Eu*, MREE, and HREE differences between the two groups are not consistent with crystal fractionation of the low-silica magma to produce the silicic magma. The low-silica group and the silicic group represent two distinct magmas, which did not evolve in the same magma chamber. We suggest that the silicic melts resulted from partial melting of relatively hot, evolved calc-alkaline rocks that were previously emplaced and ponded at the base of an over-thickened basaltic crust. The mingled group represents mingling of the two magmas shortly before eruption. Climate change will have serious repercussions for agriculture, ecosystems, and farmer livelihoods in Central America. Smallholder farmers are particularly vulnerable due to their reliance on agriculture and ecosystem services for their livelihoods. There is an urgent need to develop national and local adaptation responses to reduce these impacts, yet evidence from historical climate change is fragmentary. Modeling efforts help bridge this gap. Here, we review the past decade of research on agricultural and ecological climate change impact models for Central America. The results of this review provide insights into the expected impacts of climate change and suggest policy actions that can help minimize these impacts. Modeling indicates future climate-driven changes, often declines, in suitability for Central American crops. Declines in suitability for coffee, a central crop in the regional economy, are noteworthy. Ecosystem models suggest that climate-driven changes are likely at low- and high-elevation montane forest transitions. Modeling of vulnerability suggests that smallholders in many parts of the region have one or more vulnerability factors that put them at risk. Initial adaptation policies can be guided by these existing modeling results. At the same time, improved modeling is being developed that will allow policy action specifically targeted to vulnerable groups, crops, and locations. We suggest that more robust modeling of ecological responses to climate change, improved representation of the region in climate models, and simulation of climate influences on crop yields and diseases (especially coffee leaf rust) are key priorities for future research.  相似文献

In this paper we explore the dominant position of a particular style of scientific modelling in the provision of policy-relevant scientific knowledge on future climate change. We describe how the apical position of General Circulation Models (GCMs) appears to follow logically both from conventional understandings of scientific representation and the use of knowledge, so acquired, in decision-making. We argue, however, that both of these particular understandings are contestable. In addition to questioning their current policy-usefulness, we draw upon existing analyses of GCMs which discuss model trade-offs, errors, and the effects of parameterisations, to raise questions about the validity of the conception of complexity in conventional accounts. An alternative approach to modelling, incorporating concepts of uncertainty, is discussed, and an illustrative example given for the case of the global carbon cycle. In then addressing the question of how GCMs have come to occupy their dominant position, we argue that the development of global climate change science and global environmental management frameworks occurs concurrently and in a mutually supportive fashion, so uniting GCMs and environmental policy developments in certain industrialised nations and international organisations. The more basic questions about what kinds of commitments to theories of knowledge underpin different models of complexity as a normative principle of good science are concealed in this mutual reinforcement. Additionally, a rather technocratic policy orientation to climate change may be supported by such science, even though it involves political choices which deserve to be more widely debated.  相似文献

Unusually high Sc-concentrations (30 to 150 ppm) were found in the carbonate minerals (dolomite, breunnerite, calcite) of the Tarr albitite complex. Scandium is probably part of the carbonate crystal structure substituting for (Mg, Fe2+). Scandium is considered to have originated from a source of mantle-affinity, thus supporting an earlier suggestion that the Tarr albitite complex is related to an ophiolite at depth.  相似文献

The Gareloch and Loch Long, neighbouring sea lochs opening off the Firth of Clyde, are of different morphometries with the smaller Gareloch receiving over four times the sewage ‘load’ of the other. Plant nutrient levels in the Gareloch in August 1976 were much higher than in Loch Long, but thermal stratification was more permanent in Loch Long. The nanophytoplankton (<20 μm) fraction of the phytoplankton in Loch Long remained a fairly constant and significant component over a two week period, both in its contribution to total biomass (measured as chlorophyll a) and in its carbon fixation. In the Gareloch the contribution of the nanophytoplankton component was less significant in the absence of thermal stratification, but increased in importance with establishment of the thermocline.  相似文献

The effect of orbitally induced insolation changes on Antarctic sea-ice cover are examined by means of a dynamic-thermodynamic seaice model. Results are compared with modified CLIMAP 18 000 B.P. sea-ice reconstructions. Calculations suggest that changes in insolation receipt had only a minor influence on Pleistocene sea-ice distributions. The small response can be explained by a number of factors: albedo effects reduce the insolation perturbation at the surface; some of the shortwave radiation entering the ocean contributes to bottom ablation rather than lateral melting; the radiation perturbation at the upper surface of the ice must go to warming the surface to the melting point before melting ensues; and, finally, the relatively high heat capacity of open water dampens the surface temperature response to altered seasonal insolation perturbations.  相似文献

The Global Stocktake (GST) takes a central role within the architecture of the Paris Agreement, with many hoping that it will become a catalyst for increased mitigation ambition. This paper outlines four governance functions for an ideal GST: pacemaker, ensurer of accountability, driver of ambition and provider of guidance and signal. The GST can set the pace of progress by stimulating and synchronizing policy processes across governance levels. It can ensure accountability of Parties through transparency and public information sharing. Ambition can be enhanced through benchmarks for action and transformative learning. By reiterating and refining the long term visions, it can echo and amplify the guidance and signal provided by the Paris Agreement. The paper further outlines preconditions for the effective performance of these functions. Process-related conditions include: a public appraisal of inputs; a facilitative format that can develop specific recommendations; high-level endorsement to amplify the message and effectively inform national climate policy agendas; and an appropriate schedule, especially with respect to the transparency framework. Underlying information provided by Parties complemented with other (scientific) sources needs to enable benchmark setting for collective climate action, to allow for transparent assessments of the state of emissions and progress of a low-carbon transformation. The information also needs to be politically relevant and concrete enough to trigger enhancement of ambition. We conclude that meeting these conditions would enable an ideal GST and maximize its catalytic effect.

Spatial variation in mercury (Hg) and methylmercury (MeHg) bioaccumulation in urban coastal watersheds reflects complex interactions between Hg sources, land use, and environmental gradients. We examined MeHg concentrations in fauna from the Delaware River estuary, and related these measurements to environmental parameters and human impacts on the waterway. The sampling sites followed a north to south gradient of increasing salinity, decreasing urban influence, and increasing marsh cover. Although mean total Hg in surface sediments (top 4 cm) peaked in the urban estuarine turbidity maximum and generally decreased downstream, surface sediment MeHg concentrations showed no spatial patterns consistent with the examined environmental gradients, indicating urban influence on Hg loading to the sediment but not subsequent methylation. Surface water particulate MeHg concentration showed a positive correlation with marsh cover whereas dissolved MeHg concentrations were slightly elevated in the estuarine turbidity maximum region. Spatial patterns of MeHg bioaccumulation in resident fauna varied across taxa. Small fish showed increased MeHg concentrations in the more urban/industrial sites upstream, with concentrations generally decreasing farther downstream. Invertebrates either showed no clear spatial patterns in MeHg concentrations (blue crabs, fiddler crabs) or increasing concentrations further downstream (grass shrimp). Best-supported linear mixed models relating tissue concentration to environmental variables reflected these complex patterns, with species specific model results dominated by random site effects with a combination of particulate MeHg and landscape variables influencing bioaccumulation in some species. The data strengthen accumulating evidence that bioaccumulation in estuaries can be decoupled from sediment MeHg concentration, and that drivers of MeHg production and fate may vary within a small region.  相似文献

Aquifer thermal energy storage may result in increases in the groundwater temperature up to 70 °C and more. This may lead to geochemical and microbiological alterations in the aquifer. To study the temperature effects on the indigenous microbial community composition, sediment column experiments at four different temperatures were carried out and the effluents were characterized geochemically and microbiologically. After an equilibrium phase at groundwater temperature of 10 °C for 136 days, one column was kept at 10 °C as a reference and the others were heated to 25, 40 and 70 °C. Genetic fingerprinting and quantitative PCR revealed a change in the bacterial community composition and abundance due to the temperature increase. While at 25 °C only slight changes in geochemical composition and gene copy numbers for bacteria were observed, increasing concentrations of total organic carbon in the 40 °C column were followed by a strong increase in bacterial abundance. Thermophilic bacteria became dominant at 70 °C. Temporary sulfate reduction took place at 40 and 70 °C and this correlated with an increased abundance of sulfate-reducing bacteria (SRB). Furthermore, a coexistence of SRB and sulfur-oxidizing bacteria (SOB) at all temperatures indicated an interaction of these physiological groups in the sediments. The results show that increased temperatures led to significant shifts in the microbial community composition due to the altered availability of electron donors and acceptors. The interplay of SRB and SOB in sedimentary biofilms facilitated closed sulfur cycling and diminished harmful sulfur species.  相似文献
