Most research on future climate change discusses mitigation and impacts/adaptation separately. However, mitigation will have implications for impacts and adaptation. Similarly, impacts and adaptation will affect mitigation. This paper begins to explore these two veins of research simultaneously using an integrated assessment model. We begin by discussing the types of interactions one might expect by impact sector. Then, we develop a numerical experiment in the agriculture sector to illustrate the importance of considering mitigation, impacts, and adaptation at the same time. In our experiment, we find that climate change can reduce crop yields, resulting in an expansion of cropland to feed a growing population and a reduction in bioenergy production. These two effects, in combination, result in an increase in the cost of mitigation.  相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.

Policy relevance

Capacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities.  相似文献

We present an XMM–Newton observation of the Seyfert–LINER (low-ionization nuclear emission-line region) galaxy NGC 7213. The RGS soft X-ray spectrum is well fitted with a power law plus soft X-ray collisionally ionized thermal plasma  ( kT = 0.18+0.03−0.01 keV)  . We confirm the presence of Fe  i , Fe  xxv and Fe  xxvi Kα emission in the EPIC spectrum and set tighter constraints on their equivalent widths of  82+10−13, 24+9−11  and 24+10−13 eV, respectively. We compare the observed properties together with the inferred mass accretion rate of NGC 7213 with those of other Seyfert and LINER galaxies. We find that NGC 7213 has intermediate X-ray spectral properties lying between those of the weak active galactic nucleus found in the LINER M81 and higher-luminosity Seyfert galaxies. There appears to be a continuous sequence of X-ray properties from the Galactic Centre through LINER galaxies to Seyferts, probably determined by the amount of material available for accretion in the central regions.  相似文献

We present Swift observations of the black hole X-ray transient, GRO J1655−40, during the recent outburst. With its multiwavelength capabilities and flexible scheduling, Swift is extremely well suited for monitoring the spectral evolution of such an event. GRO J1655−40 was observed on 20 occasions and data were obtained by all instruments for the majority of epochs. X-ray spectroscopy revealed spectral shapes consistent with the 'canonical' low/hard, high/soft and very high states at various epochs. The soft X-ray source (0.3–10 keV) rose from quiescence and entered the low/hard state, when an iron emission line was detected. The soft X-ray source then softened and decayed, before beginning a slow rebrightening and then spending ∼3 weeks in the very high state. The hard X-rays (14–150 keV) behaved similarly but their peaks preceded those of the soft X-rays by up to a few days; in addition, the average hard X-ray flux remained approximately constant during the slow soft X-ray rebrightening, increasing suddenly as the source entered the very high state. These observations indicate (and confirm previous suggestions) that the low/hard state is key to improving our understanding of the outburst trigger and mechanism. The optical/ultraviolet light curve behaved very differently from that of the X-rays; this might suggest that the soft X-ray light curve is actually a composite of the two known spectral components, one gradually increasing with the optical/ultraviolet emission (accretion disc) and the other following the behaviour of the hard X-rays (jet and/or corona).  相似文献

We present the results of a deep 610-MHz survey of the 1 H XMM–Newton / Chandra survey area with the Giant Metre-wave Radio Telescope. The resulting maps have a resolution of ∼7 arcsec and an rms noise limit of 60 μJy. To a 5σ detection limit of 300 μJy, we detect 223 sources within a survey area of 64 arcmin in diameter. We compute the 610-MHz source counts and compare them to those measured at other radio wavelengths. The well-known flattening of the Euclidean-normalized 1.4-GHz source counts below ∼2 mJy, usually explained by a population of starburst galaxies undergoing luminosity evolution, is seen at 610 MHz. The 610-MHz source counts can be modelled by the same populations that explain the 1.4-GHz source counts, assuming a spectral index of −0.7 for the starburst galaxies and the steep spectrum active galactic nucleus (AGN) population. We find a similar dependence of luminosity evolution on redshift for the starburst galaxies at 610 MHz as is found at 1.4 GHz (i.e.  ' Q '= 2.45+0.3−0.4  ).  相似文献

Using a spherically symmetric approximation for the radiation pressure force to compute a possible critical surface for binary systems, previous authors found that the surface opens up at the far side of the companion. It is shown that this effect may be unreal, and could be a consequence of the simple approximation for the radiation pressure force. Due to the influence of the radiation force, mass will be lost over the whole surface of the star. In that way much mass could leave the system in massive binary systems. On the basis of evolutionary models, including mass loss by stellar wind, our results were applied on the X-ray binaries 3U 1700-37 and HD 77581.  相似文献

We describe a multi-order spectrograph concept suitable for 8-m class telescopes, using the intrinsic spectral resolution of superconducting tunnelling junction detectors to sort the spectral orders. The spectrograph works at low orders, 1–5 or 1–6, and provides spectral coverage with a resolving power of   R ≃ 8000  from the atmospheric cut-off at 320 nm to the long-wavelength end of the infrared H or K band at 1800 nm or 2400 nm. We calculate that the spectrograph would provide substantial throughput and wavelength coverage, together with high time resolution and sufficient dynamic range. The concept uses currently available technology, or technologies with short development horizons, restricting the spatial sampling to two linear arrays; however, an upgrade path to provide more spatial sampling is identified. All of the other challenging aspects of the concept – the cryogenics, thermal baffling and magnetic field biasing – are identified as being feasible.  相似文献

The physical process of dispersion which can be attributed to turbulence (turbulent diffusion) or shear (shear-augmented diffusion) within the flow field is very important as it ultimately governs the distribution of constituents of interest within the environment. A series of diffusion experiments were conducted in Corpus Christi Bay, TX with the purpose of characterizing turbulent diffusion through dispersion coefficients or turbulent diffusivity, Ki (i=x, y, z) dependent on the degree of randomness or turbulence intensity, I.Measured with a boat-mounted acoustic doppler current profiler (ADCP), the Eulerian velocity time-series of fluid particles in random motion, ui was used in the evaluation of the Eulerian time-scale of turbulence, TE based on the velocity correlation function, RE with TE being related to the Lagrangian time-scale TL through a scaling parameter, β(=TL/TE). Surface currents were obtained with high frequency (HF) Radar equipment deployed over the study area from which the horizontal velocity gradients were determined.Within the spatial scale of the experiment (1000 m), the observed low horizontal gradients (10−4 s−1) allowed for the generation of velocity time-series from an ADCP mounted on a moving platform. A numerical scheme for evaluating turbulent diffusivity values was developed on the basis of Eulerian current measurements and calibrated through the statistics of an evolving dye patch for the scaling parameter β which in this scheme was found to be in the range 1–3.  相似文献
