In the US, the Ford Foundation’s Community-based Forestry Demonstration Program (2000-2005) promoted an internationally prominent model of community forestry centered on the simultaneous, balanced pursuit of ecological, economic and social goals (often symbolized as the “three-legged stool,” or “triple bottom line”). This paper develops an alternative framework for analysis that emphasizes the causal precedence of shifts in power relations, specifically the devolution of resource access and decision-making authority, rather than environmental, social and economic outcomes. These outcomes are not necessarily beneficial, and any benefits realized seldom occur simultaneously. Rather, they can be envisioned as the floors of a house erected sequentially on a foundation of resource access and control. While no universal claim is made, the “house” model proves an apt fit for many community-based forestry initiatives, including the two case studies presented. Who among the differentiated social groups within a community gained access to resources and decision-making influence largely predicted who gained individually. Nonetheless, indirect benefits felt at community and higher scales were significant. The findings further indicate that community forestry generally will not advance social equity unless it specifically targets marginalized groups. Crucially, equity is understood to embrace not only distributional justice, but also capacity-building and empowerment.  相似文献

Three facts should guide ice-sheet modeling. (1) Ice height above the bed is controlled by the strength of ice-bed coupling, reducing ice thickness by some 90 percent when coupling vanishes. (2) Ice-bed coupling vanishes along ice streams that end as floating ice shelves and drain up to 90 percent of an ice sheet. (3) Because of (1) and (2), ice sheets can rapidly collapse and disintegrate, thereby removing ice sheets from Earth's climate system and forcing abrupt climate change. The first model of ice-sheet dynamics was developed in Australia and applied to the present Antarctic Ice Sheet in 1970. It treated slow sheet flow, which prevails over some 90 percent of the ice sheet, but is the least dynamic component. The model made top-down calculations of ice velocities and temperatures, based on known surface conditions and an assumed basal geothermal heat flux. In 1972, Joseph Fletcher proposed a six-step research strategy for studying dynamic systems. The first step was identifying the most dynamic components, which for Antarctica are fast ice streams that discharge up to 90 percent of the ice. Ice-sheet models developed at the University of Maine in the 1970s were based on the Fletcher strategy and focused on ice streams, including calving dynamics when ice streams end in water. These models calculated the elevation of ice sheets based in the strength of ice-bed coupling. This was a bottom-up approach that lowered ice elevations some 90 percent when ice-bed coupling vanished. Top-down modeling is able to simulate changes in the size and shape of ice sheets through a whole glaciation cycle, provided the mass balance is treated correctly. Bottom-up modeling is able to produce accurate changes in ice elevations based on changes in ice-bed coupling, provided the force balance is treated correctly. Truly holistic ice-sheet models should synthesize top-down and bottom-up approaches by combining the mass balance with the force balance in ways that merge abrupt changes in stream flow with slow changes in sheet flow. Then discharging 90 percent of the ice by ice streams mobilizes 90 percent of the area so ice sheets can self-destruct, and thereby terminate a glaciation cycle.  相似文献

High-resolution paleoclimatology is the study of climate variability and change on interannual to multi-century time scales. Its primary focus is the past few millennia, a period lacking major shifts in external climate forcing and earth system configuration. Large arrays of proxy climate records derived from natural archives have been used to reconstruct aspects of climate in recent centuries. The main approaches used have been empirical and statistical, albeit informed by prior knowledge both of the physics of the climate, and of the processes imprinting climate information in the natural archives. We propose a new direction, in which emerging tools are used to formalize the combination of process knowledge and proxy climate records to better illuminate past climate variability on these time scales of great relevance to human concerns.  相似文献

The atmospheric conditions that lead to strong offshore surface winds in Southern California, commonly referred to as Santa Ana winds, are investigated using the North American Regional Reanalysis and a 12-year, 6-km resolution regional climate simulation of Southern California. We first construct an index to characterize Santa Ana events based on offshore wind strength. This index is then used to identify the average synoptic conditions associated with Santa Ana events—a high pressure anomaly over the Great Basin. This pressure anomaly causes offshore geostrophic winds roughly perpendicular to the region’s mountain ranges, which in turn cause surface flow as the offshore momentum is transferred to the surface. We find, however, that there are large variations in the synoptic conditions during Santa Ana conditions, and that there are many days with strong offshore flow and weak synoptic forcing. This is due to local thermodynamic forcing that also causes strong offshore surface flow: a large temperature gradient between the cold desert surface and the warm ocean air at the same altitude creates an offshore pressure gradient at that altitude, in turn causing katabatic-like offshore flow in a thin layer near the surface. We quantify the contribution of “synoptic” and “local thermodynamic” mechanisms using a bivariate linear regression model, and find that, unless synoptic conditions force strongly onshore winds, the local thermodynamic forcing is the primary control on Santa Ana variability.  相似文献

Geotechnical investigations have been carried out for many years in order to identify the depth, extent and the properties of the glacial deposits of Northern England. This valuable source of data exists in various forms because of the differences in the design of the investigations, the codes of practice relevant at the time of investigations, and contractors practice. An electronic store of these data would be a valuable asset not only to future development but to help in scientific studies of glacial till. This paper presents an overview of NETDATA (Northern England Till DATA), a relational database which is designed to store that data in a consistent format, allowing flexibility for further use. A preliminary analysis of the data has resulted in a characteristic data set for the tills.  相似文献

This paper summarizes an extensive series of common durability, shape and strength tests carried out on road aggregates from quarries in northern Pakistan by Sharif et al. at the University of Engineering and Technology, Taxila. The data from these standard tests have been correlated for a particular aggregate type to show the close relationship between these measured physical characteristics. The paper outlines how, once these relationships have been established for a particular aggregate source, it is feasible to simplify the testing or quality assurance regime and monitor only some of these characteristics to assess the overall quality of the aggregate. The physical characteristics have then been combined into a linear relationship, using coefficients estimated from the extensive data set in the paper, to give a single characteristic for an aggregate type known as the Toughness Index (TI). The TI is therefore based on the main strength and durability characteristics of the aggregates and can be used as an indicator of the overall quality of the aggregate.  相似文献

A wind-tunnel experiment has been used to investigate momentum absorption by rough surfaces with sparse random and clustered distributions of roughness elements. An unusual (though longstanding) method was used to measure the boundary-layer depth δ and friction velocity u * and thence to infer the functional relationship z 0/h = f(λ) between the normalised roughness length z 0/ h and the roughness density λ (where z 0 is the roughness length and h the mean height of the roughness elements). The method for finding u * is based on fitting the velocity defect in the outer layer to a functional form for the dimensionless velocity-defect profile in a canonical zero-pressure-gradient boundary layer. For the conditions investigated here, involving boundary layers over sparse roughness with strong local heterogeneity, this velocity-defect-law method is found to be more robust than several alternative methods for finding u * (uw covariance, momentum integral and slope of the logarithmic velocity profile).The experimental results show that, (1) there is general agreement in the relationship z 0/h = f(λ) between the present experiment with random arrays and other wind-tunnel experiments with regular arrays; (2) the main effect of clustering is to increase the scatter in the z 0/h = f(λ) relationship, through increased local horizontal heterogeneity; (3) this scatter obscures any trend in the z 0/h = f(λ) relationship in response to clustering; and (4) the agreement between the body of wind-tunnel data (taken as a whole) and field data is good, though with scatter for which it is likely that a major contribution stems from local horizontal heterogeneity in the field.  相似文献

The detailed stratigraphic study of the pyroclastic surge units S1, IU, and S3 produced during the most violent phases of the 1982 eruption of El Chichón volcano, contains a complex succession of hydromagmatic events triggered by the interaction of different proportions of magma and external water. Component analyses of the horizons within single units reveal that almost all wet and cohesive horizons contain ash aggregates. Based on their morphology and internal structure four different types of aggregates were distinguished: (a) accretionary lapilli, (b) armored lapilli, (c) irregular aggregates, and (d) cylindrical aggregates. The first three types have been described in the volcanological literature (field and experimental studies); cylindrical forms are reported here for the first time. These hollow cylindrical aggregates consist of concentric layers of crystals and glass fragments set in a finer-grained matrix. They formed around millimeter-size foliage fragments that are locally preserved in the interior of the aggregates as scorched or completely carbonized vestiges. SEM analyses suggest different mechanisms of formation for the four types of aggregates. Irregular aggregates and armored lapilli formed nearly instantaneously, whereas accretionary lapilli and cylindrical aggregates resulted from progressive aggregation of ash in different regions of the eruptive cloud.All types of ash aggregates contain fractured particles. This common feature suggests that particles ruptured during fragmentation prior to the growth of the aggregates. Broken clasts with cracks filled by a fine-grained matrix only occur inside the cylindrical ash aggregates and to a lesser degree in some types of accretionary lapilli. This suggests that small thermal contrasts at the contact of warm particles with the colder fine-grained matrix of the aggregate cause existing small fractures to propagate and open as the already weakened clasts deform slightly. The occurrence of all four types of aggregates in some horizons indicates that several mechanisms of aggregation occurred nearly simultaneously. The pyroclastic clouds therefore were not only stratified in terms of density but the content of fluid phases also were not uniform. A dark-red, Fe-rich amorphous film (locally rich in P and S) envelops the particles and fosters their preservation in the deposits by forming a hard shell. The composition of this cement reflects the abundance of these elements in acid fluids of hydrothermal systems that were intersected by the conduit during the eruption. In distal areas, fallout aggregates were incorporated by dissipating pyroclastic surges.  相似文献

The western cordilleras of the Northern Andes (north of 5°S) are constructed from allochthonous terranes floored by oceanic crust. We present 40Ar/39Ar and fission-track data from the Cordillera Occidental and Amotape Complex of Ecuador that probably constrain the time of terrane collision and post-accretionary tectonism in the western Andes. The data record cooling rates of 80–2 °C/my from temperatures of 540 °C, during 85 to 60 Ma, in a highly tectonised mélange (Pujilí unit) at the continent–ocean suture and in the northern Amotape Complex. The rates were highest during 85–80 Ma and decelerated towards 60 Ma. Cooling was a consequence of exhumation of the continental margin, which probably occurred in response to the accretion of the presently juxtaposing Pallatanga Terrane. The northern Amotape Complex and the Pujilí unit may have formed part of a single, regional scale, tectonic mélange that started to develop at ~85 Ma, part of which currently comprises the basement of the Interandean Depression. Cooling and rotation in the allochthonous, continental, Amotape Complex and along parts of the continent–ocean suture during 43–29 Ma, record the second accretionary phase, during which the Macuchi Island Arc system collided with the Pallatanga Terrane. Distinct periods of regional scale cooling in the Cordillera Occidental at 13 and 9 Ma were synchronous with exhumation in the Cordillera Real and were probably driven by the collision of the Carnegie Ridge with the Ecuador Trench. Finally, late Miocene–Pliocene reactivation of the Chimbo–Toachi Shear Zone was coincident with the formation of the oldest basins in the Interandean Depression and probably formed part of a transcurrent or thrust system that was responsible for the inception and subsequent growth of the valley since 6 Ma.  相似文献
